All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).

About the Role

The Learning Design team develops, creates, and delivers Ministry of Justice and His Majesty's Prison and Probation Service (HMPPS) learning, including via HMPPS MyLearning — our digital learning platform supporting mandatory and optional training for over 64,700 HMPPS staff. This includes procuring, co-creating, and co-curating with external suppliers where appropriate.

This role combines the specialisms of learning design, digital creation, and delivery, spanning classroom, blended, and digital learning environments. We are looking for someone with some or all of these specialisms to complement and improve our team, with flexibility to develop your skillset across these areas.

Travel - The role will be primarily based at a local MoJ office and will require some national travel including Newbold Revel. The MoJ offers flexible working including working from home.

Main Activities / Responsibilities

  • Designing and delivering learning initiatives, using creative, innovative and evidence-based approaches which deliver impact to the learner and the business.
  • Supporting the curation and procurement of design and/or delivery of products and interventions from external providers, with an eye for detail and an ability to identify best practice.
  • Building strong relationships, expertise and passion for educational innovation to improve capability across the MoJ family.
  • Effective collaboration and engagement with stakeholders including policy leads, to deliver on strategic priorities and ensure learning products are engaging, innovative, and impactful.
  • Utilising knowledge of the latest thinking to identify opportunities for new and innovative ways for our people to learn.
  • Ensuring current learning interventions remain up-to-date, subject-matter-wise and educationally, including version control and copyright of materials.
  • Embedding diversity and inclusion considerations into all aspects of training design and delivery, consistent with the public sector equality duty.
  • Ensuring Equality Act 2010 requirements are met, including managing learning materials to be Assistive Technology (AT) compliant.
  • Work alongside the MyLearning team (MoJ's learning management system) when needed, to support platform-related design and delivery activity.

The responsibilities of this role may evolve over time in line with business need.

Essential Criteria

  • Proven stakeholder management skills, with experience building and sustaining strong relationships through excellent interpersonal skills and effective collaboration with stakeholders, including subject matter experts. (Statement of Suitability)
  • Experience of using learning design principles to create effective classroom, blended, and digital learning, with experience of learning design software, or a willingness to quickly learn and apply them, to create engaging and effective learning experiences using digital learning tools such as Articulate.   • Ability to analyse business needs and translate policy, operational processes, and subject matter expertise into high-quality learning products. (Statement of Suitability)
  • Ability to communicate in a straightforward, honest and engaging manner, choosing appropriate styles and methods (including digital resources) to maximise understanding, impact, and cost effectiveness, while ensuring messages are shared respectfully and take account of individual and stakeholder needs (Communicating and Influencing).
  • Strong organisational and planning skills, with the ability to prioritise and deliver multiple projects simultaneously in a fast-paced environment. (Statement of Suitability)

Desirable Criteria

  • Experience within HMPPS or the public sector.
  • Experience in using creative software (e.g. Articulate, Adobe products) or a willingness to explore and experiment with new tools on the market to create engaging and effective learning experiences.
  • Experience in designing high-quality learning programmes and products.
  • Experience of consulting on learning or training needs.
  • Experience of working in a flexible, agile environment, managing tight deadlines, and planning ahead to ensure the portfolio evolves in line with changing operational requirements.
  • Ability to work autonomously and use initiative effectively.
  • Formal training or digital design qualifications are desirable but not essential
  • Experience of working in an agile learning design environment.
  • Experience of working in small, collaborative teams.
  • Grade C/4 pass at GCSE Maths and English, or equivalent (e.g. Level 2 Functional Skills or Level 2 Key Skills).

Please note that whilst we don’t assess or score ‘desirable’ criteria, we may consider evidence provided that demonstrates meeting the desirable elements of the role, only after essential criteria is assessed and where there is a need to differentiate between closely scored candidates.

Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.

Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours

Annual Leave

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
