Purpose of Job
The Community Civil Rights Coordinator performs advanced professional work coordinating and facilitating advisory board administration, public complaint process administration, public education, and strategic initiatives for the Office of Community Well-Being and Civil Rights. The position serves as the primary staff liaison to the Public Safety Civilian Oversight Board (PSCOB) and Human Relations Commission (HRC), supports the Athens Justice & Memory Project, administers the procedural aspects of the public safety complaint process established by ordinance, maintains official records, and coordinates outreach and educational efforts
The position also collaborates with Human Resources to support organizational compliance with Title VI of the Civil Rights Act, including related data collection and assessment, recordkeeping, monitoring, and reporting activities.
The position supports assigned advisory boards by providing objective information, procedural guidance, research, and administrative support necessary to assist them in carrying out their responsibilities in accordance with applicable ordinances, policies, and established procedures.
The position exercises professional judgment within delegated authority while recognizing when matters require consultation with the Assistant Manager, Attorney’s Office, or other appropriate officials.

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Examples of duties
Bachelor's Degree in Business Administration, Management, Public Administration, Political Science, Public Policy, Criminal Justice Administration, Legal Studies or related field required, with four years of experience in board governance, policy, legal support, compliance, records administration, criminal justice administration, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
Must have or obtain a Notary Public within six months of hire.
Master’s degree, Juris Doctor, or Paralegal certification preferred.
Experience supporting local government boards or commissions preferred.
Qualifications

Board & Commission Administration
Serves as primary staff liaison to the Public Safety Oversight Board and Human Relations Commission. May also serve as staff liaison to additional boards, authorities, commissions, or committees, as assigned by the Manager’s Office.
Develops collaborative and productive working relationships with advisory board/commission members and board leadership to support the effective administration of the board’s work, facilitate communication, and provide procedural and administrative support consistent with applicable ordinances and policies.
Coordinates and prepares agendas, minutes, meeting notices, meeting materials, and other official records.
Works closely with Board Chairs in planning agendas and annual retreats, identifying informational needs, coordinating meeting materials, and supporting the Board's work within its charge from the Mayor & Commission
Provides support to the Human Relations Commission towards the development of their annual work plan, including submitting it to the Mayor & Commission via agenda item, and sharing quarterly updates.
Researches and interprets ordinances, policies, and procedures, and provides objective procedural guidance and administrative support related to Board operations and responsibilities.
Facilitates meetings, discussions, and collaborative processes involving advisory boards, community stakeholders, staff, and other participants; supports productive dialogue, helps participants navigate differing perspectives, and maintains a neutral and professional approach in sensitive or complex discussions.
Attends various meetings after normal business hours (typically once or twice a month).
Complaint Process Administration
Receives public complaints and compliments regarding sworn employees of public safety agencies under the jurisdiction of the Public Safety Oversight Board. May also assist complainants in completing the required forms.
Refers public complaints regarding the unlawful discrimination ordinance and downtown dress code ordinance to the ACCGov Attorney's Office. May assist complainants in completing the required forms.
Serves as a Notary Public.
Reviews complaints for procedural compliance with applicable ordinance, including filing deadlines, jurisdiction, and completeness of required documentation.
Coordinates the exchange of information between public safety agencies and the Public Safety Oversight Board while maintaining neutrality and objectivity.
Maintains strict confidentiality and discretion while conducting work.
Documents Public Safety Oversight Board actions and recommendations but does not investigate complaints or recommend outcomes.
Public Education and Outreach
Represents the Office of Community Well-being and Civil Rights at community meetings and outreach events. This may include participating in outreach events on behalf of the Human Relations Commission and/or Public Safety Oversight Board.
Educates residents, community organizations, and stakeholders regarding complaint procedures, board responsibilities, nondiscrimination resources, and available programs.
Develops and coordinates educational materials, informational resources, and webpage content that improve public understanding of Board and Commission functions and County processes.
Responds to procedural questions from members of the public while remaining objective and impartial.
Records and Information Management
Maintains webpages for the Public Safety Oversight Board and Human Relations Commission.
Supports Title VI compliance activities in coordination with Human Resources, including data collection and assessment, maintenance of required records and documentation, tracking and reporting, and other administrative activities necessary to support organizational compliance with applicable requirements.
Receives and responds to Open Records Requests regarding the Public Safety Oversight Board and Human Relations Commission. Redacts documents as necessary in compliance with the Open Records Act.
Advancing Strategic Initiatives
Collaborates across departments and with Office of Community Well-being and Civil Rights team members to support or manage other strategic projects as assigned.
Meets monthly with Office of Community Well-being and Civil Rights team members to track strategic progress.
Performs other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Office of Community Well-being and Civil Rights.
Knowledge of the management, operations, and functions of the government; organizational structure; and government practices, policies, and procedures as necessary in the completion of daily responsibilities.
Knowledge of public safety policies and procedures, social justice reform, community resources, and public outreach initiatives.
Knowledge of department policies and procedures and state and local laws/ordinances.
Knowledge of and proficiency with computers.

Ability to organize and maintain an assortment of records and information in an effective manner and according to departmental and/or governmental regulations.
Ability to assemble information and make written reports and documents in a concise, clear and effective manner, and to prepare professional presentations for the Public Safety Oversight Board, Human Relations Commission, Manager, Mayor, and Commission.
Ability to read and interpret codes, ordinances, policies, procedures, rules and regulations.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of office equipment such as computers, calculators, copiers, fax machines. This position requires stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motion.
