KMTR is a strategic cross-border transport greenfield corridor connecting the DRC Copperbelt with Zambia and regional trade routes to Southern and Eastern Africa. The activity includes toll road operations, weighbridge facilities, One-Stop Border Posts (OSBP), asset maintenance, customer services, and supporting corporate functions operating across two jurisdictions.

Description du poste

Reports to the Sub Regional Director for Africa :

  • The GM is the executive leader of the KMTR operating company and is fully accountable for the overall performance, profitability, governance, and sustainable operation of the Kasomeno–Mwenda Toll Road concession during its pre-operational and steady state phases.
  • Leading a multidisciplinary organization across the Democratic Republic of Congo and Zambia, the General Manager oversees all business functions, including Operations & Maintenance, Finance, Human Resources, Legal & Compliance, HSE, Facilities Management, and Commercial activities. The role is responsible for delivering operational excellence, financial performance, and full compliance with the Operating Agreements while fostering a culture of safety, integrity, accountability, and continuous improvement.
  • Acting as the company's legal representative, the GM serves as the primary interface with shareholders, lenders, government authorities, regulators, local communities, and strategic partners, ensuring the long-term success and sustainability of the concession.

Strategic Leadership :

  • Define and execute the company's strategic and operational roadmap.
  • Deliver business objectives in accordance with shareholder expectations.
  • Build a high-performance leadership culture across all departments.
  • Lead organizational development and continuous performance improvement.

Operations Management :

  • Ensure safe, efficient and uninterrupted operation of the toll road and associated infrastructure.
  • Monitor operational KPIs, service quality, customer satisfaction and asset availability.
  • Drive operational excellence through preventive maintenance, digitalization and process optimization.
  • Ensure business continuity and crisis management preparedness.

Financial & Commercial Performance :

  • Deliver annual budget, EBITDA and cash flow objectives.
  • Optimize operational costs while maintaining service quality.
  • Approve investment plans and capital expenditure.
  • Maximize toll revenues and operational efficiencies.

Governance & Compliance :

  • Ensure full compliance with concession obligations, statutory requirements and corporate governance standards.
  • Maintain robust internal controls, risk management and compliance frameworks.
  • Promote the highest standards of ethics and transparency.

Stakeholder Management :

  • Represent KMTR before government authorities in Zambia and DRC.
  • Maintain strong relationships with shareholders, lenders, regulators, local communities and strategic partners.
  • Lead negotiations on contractual, regulatory and operational matters.

People Leadership :

  • Lead, coach and develop the Executive Leadership Team.
  • Foster a strong culture of accountability, safety and inclusion.
  • Drive succession planning and talent development.

Qualifications

We are seeking an accomplished and visionary executive with a proven track record of leading complex infrastructure businesses in challenging environments. The ideal candidate combines strong operational and financial acumen with exceptional leadership, stakeholder management, and the ability to drive sustainable business performance across a cross border organization.

Education :

  • Master’s degree in engineering,
  • MBA or executive educations.

Experience :

  • 15+ years of leadership experience, including executive-level P&L responsibility.
  • Proven project management experience on large-scale infrastructure, transport, or PPP concessions.
  • Mandatory experience inAfrica, ideally in Central Africa, the DRC and/or Zambia.
  • Experience working with government authorities, shareholders, lenders, and Boards.
