Business Overview
The Technology Management Division (TMD) provides Corporate IT, and Cyber Security & Privacy Governance to Rakuten Group companies and essential business management for technology organizations, thereby enabling innovation and strengthening the technology foundation. Within TMD, the Technology Management Services Supervisory Department (TMSSD) plays a vital role in CIO Governance, IT financial management, IT procurement, Quality Management System (QMS), technology-related public relations, and human resources strategy. By promoting efficiency, quality, risk management, and organizational strength, we ensure that Tech Divisions remain agile and at the forefront of technological advancement.
Department Overview
The IT Strategy Department (ITSD) is responsible for formulating and executing Rakuten Group's overarching IT strategy. ITSD's core mission is to ensure the delivery of high-quality IT services, optimize customer satisfaction, and effectively manage strategically important initiatives.
The department is structured into four key units: the CIO Office, IT governance, Quality Management, and Tech PR ITSD's responsibilities encompass the oversight of group-wide and tech community wide initiatives.

Position Details
Strategic Consultation
Support CIO in shaping responses to high-priority, ad hock business challenges
Conduct strategic research and benchmarking to inform executive-level decision making
Prepare executive-level reports and briefing materials
Analyze and assess the impact of emerging technologies and trends
Provide recommendations based on structured analysis and stakeholder input
Operation Support
Coordinate cross-functional teams to support fast-moving executive priorities
Track and report progress on key initiatives and deliverables
Facilitate executive meetings and follow up on action items
Develop and document internal processes to improve operational efficiency
Support internal communications and knowledge-sharing within CIO Office
Manage multiple ad hock tasks while maintaining high responsiveness and quality
Investigations
Engage with diverse stakeholders to quickly collect information and identify root causes
Consolidate data and insights into actionable summaries
Execute and drive closure on short-term tactical requests directly from CIO
Lead or support special projects with ambiguous scope and tight timelines
Operate independently with limited guidance, demonstrating a strong sense of ownership
Mandatory Qualifications:
Minimum 4–5 years of experience in consulting, business, or technical roles, preferably in a tech-focused company or consulting firm
Strong analytical and problem-solving skills, with the ability to structure complex problems
Ability to develop and present executive-level materials
Experience in global and Japanese companies
English: Business proficiency (TOEIC 800 or above)
Japanese: Native or bilingual proficiency
Desired Qualifications:
MBA or equivalent advanced degree
Experience working directly with C-level executives
Understanding of change management and organizational dynamics
Ability to operate effectively in ambiguous, fast-changing environments
