The purpose of this job is to perform a variety of routine-to-complex technical engineering, construction and project management, and administrative work in support of the planning, design, construction and maintenance of County projects, and to perform related work as required.
This position works under general supervision, independently developing work methods and sequences.
Examples of duties
ESSENTIAL JOB FUNCTIONS
•Prepares bid documents, evaluates and reviews proposals, and manages construction for capital improvement projects.
•Prepares and presents project cost estimates and determines feasibility of project based on analysis of data.
•Ensures that required permits are secured and inspections are scheduled in a timely manner.
•Coordinates with end-users and supervisors to ensure that departmental needs are addressed.
•Collaborates with contractors, engineers, architects etc. to determine the specifications of the project.
•Organizes and oversees construction procedures and ensures they are completed in a timely and efficient manner through certificate of occupancy and project closeout.
•Directs and inspects commercial construction and maintenance activities at project sites. Works to establish project schedule. Evaluates progress and prepares complete work records and reports as required.
•Coordinates department activities and functions with those of other County divisions, departments, municipalities, developers, contractors, property owners, and outside agencies as appropriate.
•Receives and responds to inquiries, concerns, complaints, and requests for assistance regarding capital improvements.
•Ensures adherence to all health and safety standards and reports issues.
•Performs other related job duties as assigned.
Qualifications
Minimum Education and Experience Requirements:
Requires a bachelor's degree in construction management, engineering technology, architecture, engineering, building science or a related field applicable to position.
Requires at least eight (8) years of proven experience in construction project management. In-depth understanding of construction procedures and material and project management principles.

Special Qualifications, Certifications and Licenses:
•Must possess and maintain a valid state driver’s license with an acceptable driving history.
Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification or related certification required.

Bright/dim light; Dusts and pollen.
Extreme heat and/or cold; Wet or humid conditions.

Position Type and Expected Hours of Work
This is a full-time position; typical work hours and days are Monday through Friday, 8:30 a.m. to 5:00 p.m. Some flexibility in hours is allowed, but employees must be available during the “core” work hours of 9:00 a.m. – 4:00 p.m. and must work 40 hours each week to maintain full-time status. Employee must be willing to work evenings, weekends, and holidays as needed. Must be available to work holidays, weekends, and during emergencies.
