Okta Identity Developer - Mid

This position requires an active security clearance or the ability to obtain and maintain a government background investigation and all requisite IT access authorizations prior to performing work. Specific clearance requirements will be confirmed at time of offer. Primary work will be performed at the client site in Washington DC and approved remote/telework locations.

This role serves as an important technical function responsible for the development, engineering, implementation, and operational support of custom identity solutions, integrations, and automation capabilities built on and around the Okta Identity platform across a complex, geographically distributed federal IT environment spanning on-premises infrastructure, cloud platforms, hybrid environments, and enterprise applications.

The ideal candidate is a technically proficient and development-focused identity engineer with solid, hands-on experience developing custom Okta integrations, identity automation workflows, API-based identity solutions, and application authentication implementations using Okta platform APIs, SDKs, and developer tools. This individual must possess the technical depth, software development skills, and collaborative mindset required to design and build robust, secure, and maintainable custom identity capabilities that extend and enhance the enterprise Okta platform in support of Government mission requirements and Zero Trust identity objectives.

The Okta Identity Developer (Mid) will serve as a key technical contributor responsible for the design, development, implementation, and operational support of custom identity solutions, integrations, automation workflows, and developer-facing capabilities built on the Okta platform. This individual works closely with the Senior Okta IAM Engineer, security engineers, application developers, DevSecOps engineers, cloud operations teams, and Government stakeholders to design and build custom identity capabilities that address complex integration requirements, automate identity lifecycle processes, extend Okta platform functionality, and accelerate the onboarding of Government applications to the enterprise Okta IAM ecosystem.

Principal responsibilities will include but are not limited to:
Custom Okta Integration Development
• Design, develop, implement, test, and maintain custom Okta integrations using Okta APIs, SDKs, and developer tools, addressing complex identity integration requirements that cannot be satisfied through standard Okta platform configurations alone.
• Develop custom Okta application integrations using SAML 2.0, OpenID Connect (OIDC), and OAuth 2.0 protocols, supporting the onboarding of Government-developed applications and legacy systems to the enterprise Okta SSO platform where standard OIN integrations or template configurations are not available.
• Build and maintain custom Okta Sign-In Widget implementations for Government applications requiring branded, customized, or embedded authentication experiences, ensuring widget configurations meet accessibility, security, and user experience requirements.
• Develop custom Okta Authentication SDK integrations for applications requiring programmatic, embedded authentication flows, implementing secure authentication patterns using Okta's authentication SDK libraries across supported development languages and frameworks.
• Design and implement custom Okta application connectors and integration bridges for legacy applications, custom LDAP-based systems, and non-standard identity sources that require bespoke integration logic beyond standard platform capabilities.
• Develop and maintain integration test suites for all custom Okta integrations, ensuring integrations are thoroughly tested, reliably operational, and regression-tested following platform updates or application changes.
Okta Workflows Development
• Design, develop, implement, test, and maintain Okta Workflows automations, building custom workflow solutions that automate complex identity lifecycle processes, event-driven identity actions, and cross-platform identity orchestration scenarios.
• Develop Okta Workflows solutions for joiner, mover, and leaver automation scenarios, including custom onboarding and offboarding workflows, role-change access update automations, and exception handling logic that addresses complex organizational identity lifecycle requirements.
• Build Okta Workflows integrations with external systems using Okta Workflows connector library and HTTP actions, enabling automated data exchange between Okta and enterprise systems including HR platforms, IT service management tools, ticketing systems, and custom Government applications.
• Develop custom Okta Workflows functions and helper flows, creating reusable workflow components that promote consistency, reduce duplication, and accelerate the development of new workflow automation solutions.
• Implement Okta Workflows error handling and retry logic, ensuring automated workflows are resilient to transient failures, accurately log exceptions, and generate appropriate notifications or escalations when automated processes encounter errors.
• Develop and maintain Okta Workflows documentation, including workflow logic diagrams, data flow specifications, error handling procedures, and operational runbooks, ensuring workflow automation solutions are well-documented and maintainable.
• Monitor Okta Workflows execution health, identifying and resolving workflow failures, performance bottlenecks, and execution errors in a timely manner to maintain reliable identity automation operations.
Okta API Development & Integration
• Design and implement solutions leveraging the Okta Management API, Users API, Groups API, Applications API, Logs API, and other Okta REST API endpoints to build custom identity management tooling, reporting capabilities, bulk operation utilities, and integration bridges.
• Develop and maintain Okta API client libraries, utility scripts, and automation tools that enable efficient programmatic management of Okta platform resources, supporting operational administration, bulk operations, and custom reporting requirements.
• Implement Okta API authentication and authorization patterns, including OAuth 2.0 client credentials flow, API token management, and scoped API access configurations, ensuring all API-based integrations follow secure credential management practices.
• Design and implement event-driven integration solutions using Okta Event Hooks and Inline Hooks, enabling real-time integration between Okta authentication and lifecycle events and external enterprise systems, custom business logic, and security monitoring platforms.
• Develop and maintain Okta Inline Hook implementations, including Token Inline Hooks, SAML Assertion Inline Hooks, Registration Inline Hooks, and Password Import Inline Hooks, enabling dynamic customization of Okta authentication and lifecycle processes through external service integrations.
• Develop and maintain Okta Event Hook integrations, enabling real-time streaming of Okta identity events to external systems including SIEM platforms, security monitoring tools, audit logging systems, and custom event processing services.
• Implement API rate limiting awareness and retry logic in all Okta API-based solutions, ensuring integrations handle Okta API rate limits gracefully and reliably under high-volume operational conditions.
Identity-Aware Application Development Support
• Provide expert Okta developer guidance and technical consultation to Government application development teams, supporting the integration of Okta authentication and authorization capabilities into new and existing Government applications.
• Develop and maintain Okta integration reference architectures, code samples, integration patterns, and developer guides for common Government application integration scenarios, accelerating application team onboarding to the enterprise Okta SSO platform.
• Support application development teams in implementing Okta OIDC and OAuth 2.0 authentication flows, including authorization code flow with PKCE, client credentials flow, and token validation patterns appropriate to each application's architecture and security requirements.
• Assist application development teams in implementing Okta Groups-based and Okta Token Claims-based authorization patterns within their applications, supporting the transition from application-managed access control to centralized, Okta-governed authorization.
• Review application integration code and configurations for security vulnerabilities, misconfigurations, and deviations from Okta integration best practices, providing constructive feedback and remediation guidance to development teams.
• Develop and maintain application integration test harnesses and testing utilities that help development teams validate their Okta integrations against defined security requirements and functional acceptance criteria prior to production deployment.
Okta Expression Language & Token Engineering
• Design and implement Okta Expression Language (EL) configurations for complex attribute mapping, user profile transformation, and dynamic policy evaluation scenarios across SSO integrations, provisioning mappings, and authentication policy conditions.
• Develop and maintain custom Okta token claim configurations, including ID token claim additions, access token claim customizations, and custom authorization server claim transformations, ensuring application integrations receive the identity attributes and authorization context required for their access control logic.
• Implement and maintain custom Okta SAML attribute statement configurations, including dynamic attribute mappings, group membership assertions, and custom attribute transformations that meet the specific authentication and authorization requirements of integrated SAML applications.
• Develop and maintain documentation for all custom Expression Language configurations, token claim mappings, and attribute transformation logic, ensuring complex mapping configurations are well-documented and maintainable by the broader team.
DevSecOps & Pipeline Integration
• Support the integration of Okta platform management activities into enterprise DevSecOps pipelines, developing automation scripts and pipeline stages that enable configuration-as-code management of Okta platform resources, policy configurations, and application integrations.
• Develop and maintain Terraform, Pulumi, or equivalent infrastructure-as-code configurations for Okta platform resources, enabling version-controlled, auditable, and repeatable management of Okta tenant configurations, application integrations, and policy definitions.
• Implement automated testing frameworks for Okta configurations and custom integrations, enabling regression testing of platform configurations and custom development artifacts as part of CI/CD pipeline execution.
• Support the integration of Okta API-based audit and compliance reporting into program DevSecOps and reporting pipelines, enabling automated collection and processing of Okta compliance evidence for ATO and continuous monitoring purposes.
Security & Compliance Development
• Develop and maintain Okta-based security monitoring integrations, including System Log streaming configurations, event filtering logic, and data transformation capabilities that ensure Okta security telemetry is reliably delivered to enterprise SIEM and security monitoring platforms.
• Develop custom Okta reporting and analytics solutions using Okta System Log API data, building identity security dashboards, compliance reports, and operational analytics capabilities that support program and Government stakeholder visibility requirements.
• Implement and maintain Okta-based identity security automation capabilities, including automated suspicious activity detection responses, anomalous authentication pattern alerting, and automated account protection workflows.
• Support ATO activities by developing automated compliance evidence collection scripts, configuration compliance validation tools, and audit artifact generation capabilities that reduce manual effort and improve the accuracy and completeness of ATO documentation.
• Ensure all custom Okta development artifacts—including code, workflow configurations, API integrations, and infrastructure-as-code—comply with applicable Federal security requirements, secure coding standards, OWASP security guidelines, and program development governance standards.
Testing, Quality Assurance & Documentation
• Develop and maintain comprehensive test plans, test cases, and automated test suites for all custom Okta development artifacts, ensuring thorough functional, security, and regression testing prior to production deployment.
• Conduct code reviews for custom Okta integration code, workflow configurations, and API development artifacts, ensuring code quality, security, and maintainability standards are consistently met across all development outputs.
• Develop and maintain comprehensive technical documentation for all custom development artifacts, including architecture design documents, API integration specifications, workflow logic documentation, code comments, and operational runbooks.
• Contribute to the program's knowledge management repository by documenting Okta development patterns, reusable code components, integration lessons learned, and troubleshooting guides that support team knowledge sharing and continuity.
• Support the development and maintenance of developer onboarding materials, including Okta integration quickstart guides, development environment setup instructions, and coding standards documentation for new team members.
Operational Support & Troubleshooting
• Provide development-level operational support for custom Okta integrations and automation workflows, diagnosing and resolving integration failures, authentication errors, workflow execution issues, and API connectivity problems in a timely manner.
• Analyze Okta System Log data, API error responses, and workflow execution logs to conduct root cause analysis of integration failures and authentication issues, implementing corrective actions and preventive improvements.
• Support the escalation and resolution of complex Okta integration issues that exceed standard platform administration troubleshooting capabilities, leveraging development expertise and API-level diagnostic capabilities to identify and resolve root causes.
• Collaborate with Okta vendor support when necessary to escalate and resolve platform bugs, API behavioral issues, or SDK defects impacting custom integration functionality.

Education and Experience:
Required:
• Bachelor's degree in Computer Science, Software Engineering, Information Technology, Cybersecurity, or a related field from an accredited college or university. Equivalent combination of education and directly relevant experience may be considered.
• Minimum of 3–5 years of hands-on experience in software development, identity engineering, or a closely related technical discipline, with at least 2 years of demonstrated hands-on experience developing custom integrations, automation workflows, or API-based solutions using the Okta platform.
• Demonstrated hands-on experience developing Okta integrations using SAML 2.0, OIDC, and OAuth 2.0 protocols, including custom application integrations and authentication flow implementations.
• Demonstrated experience with Okta API development, including use of Okta REST APIs for user management, application management, group management, and event log retrieval.
• Experience with at least one Okta Hook type (Inline Hook or Event Hook), including design, implementation, and operational support of hook-based integration solutions.
• Active security clearance or the ability to obtain and maintain a government background investigation and all requisite IT access authorizations. Specific clearance requirements will be confirmed at time of offer.
Preferred:
• Prior experience supporting Okta identity development on a federal IT program of comparable scale and complexity.
• Hands-on experience developing Okta Workflows automation solutions for identity lifecycle management scenarios.
• Experience with infrastructure-as-code management of Okta platform configurations using Terraform or equivalent IaC tools.

Required Skills and Competencies:
• Solid technical proficiency with Okta platform development capabilities, including demonstrated hands-on experience with Okta APIs, Okta SDKs, Okta Sign-In Widget customization, Okta Workflows development, and Okta Hook implementations.
• Strong software development skills with demonstrated proficiency in at least two programming or scripting languages commonly used for Okta integration development, including JavaScript/Node.js, Python, Java, C#/.NET, or equivalent.
• Demonstrated experience implementing enterprise identity federation protocols, including SAML 2.0, OpenID Connect (OIDC), and OAuth 2.0, with solid understanding of authentication flows, token structures, and security considerations for each protocol.
• Experience with Okta Workflows development, including flow design, connector usage, HTTP action implementation, error handling logic, and workflow documentation.
• Solid understanding of RESTful API design and consumption patterns, including API authentication, pagination, error handling, rate limiting, and webhook integration as applied to Okta API-based solution development.
• Experience with Okta Expression Language (EL) for attribute mapping, profile transformation, and policy condition evaluation scenarios.
• Familiarity with secure coding practices, including OWASP security guidelines, input validation, secrets management, token security, and authentication implementation security relevant to identity-aware application development.
• Knowledge of Federal cybersecurity frameworks and compliance requirements, including NIST SP 800-53, FISMA, FedRAMP, NIST SP 800-207 Zero Trust Architecture, and OMB M-22-09, as they relate to identity development and integration activities.
• Experience with version control systems, particularly Git, including branching strategies, pull request workflows, and code review practices in a team development environment.
• Strong analytical and problem-solving skills with demonstrated ability to diagnose complex integration failures, API errors, and authentication issues through systematic log analysis and root cause investigation.
• Excellent written and verbal communication skills with demonstrated ability to develop clear technical documentation, integration specifications, and developer guides for both technical and non-technical audiences.
• Ability to work effectively both independently and as a contributing member of a cross-functional technical team, following established development standards and actively collaborating with identity engineers, application developers, and security personnel.

Desired Skills and Competencies:
• Okta Certified Developer certification — strongly preferred.
• Okta Certified Administrator or Okta Certified Professional certification demonstrating platform administration knowledge complementary to development expertise.
• Experience with Terraform Okta provider for infrastructure-as-code management of Okta tenant configurations, application integrations, and policy definitions.
• Familiarity with Okta Advanced Server Access (ASA) or Okta Privileged Access developer integration capabilities.
• Experience with Okta Customer Identity Cloud (Auth0) development, including Auth0 Actions, Rules, and custom database connection development.
• Proficiency with JavaScript and Node.js for Okta Workflows custom functions, Okta Sign-In Widget customization, and Okta Inline Hook service development.
• Experience with containerized application development and Kubernetes-based deployment patterns as they relate to Okta authentication integration for cloud-native applications.
• Familiarity with API gateway integration patterns for Okta API Access Management, including token validation middleware, API gateway plugin development, and OAuth 2.0 introspection endpoint integration.
• Experience with automated testing frameworks relevant to identity integration development, including unit testing, integration testing, and end-to-end authentication flow testing tools.
• Familiarity with enterprise CI/CD pipeline platforms such as Harness, GitLab CI/CD, or Azure DevOps for managing Okta configuration deployment and custom integration release pipelines.
• Knowledge of SCIM 2.0 protocol for automated provisioning integration development, including SCIM server implementation patterns for custom application provisioning connector development.
• Experience with Microsoft Entra ID integration scenarios, including Okta-to-Entra ID federation, hybrid identity coexistence patterns, and cross-platform SSO architecture development.
• Familiarity with SIEM platform integration for Okta System Log streaming, including log forwarding configuration, and custom parser development
