Job Title: Senior Commissioning Manager
KBR is expanding its Project Management Consultancy (PMC) team to support a prestigious and high-profile offshore development project in Abu Dhabi. The successful candidate will be assigned to the ADNOC Offshore PMC project and will initially be based at the Client's or Contractor's office in Abu Dhabi. Depending on project requirements, the role may subsequently transition to a rotational assignment at the project site.
Job Purpose
The Senior Commissioning Manager is responsible for planning, coordinating, and executing all commissioning, start-up, testing, and handover activities for ADNOC Offshore projects. The role ensures that all systems and subsystems are commissioned safely, efficiently, and in compliance with ADNOC standards, project specifications, contractual requirements, and industry best practices.
Key Responsibilities
Commissioning Planning & Management
- Develop and implement commissioning strategies, procedures, schedules, and execution plans.
- Lead commissioning activities from mechanical completion through pre-commissioning, commissioning, start-up, and handover.
- Ensure commissioning activities are integrated with overall project execution plans and milestones.
- Establish systemization and subsystem completion methodology to support phased handover.
Leadership & Coordination
- Lead multidisciplinary commissioning teams including electrical, instrumentation, mechanical, process, telecom, and control systems personnel.
- Coordinate closely with engineering, construction, QA/QC, HSE, operations, vendors, and client representatives.
- Manage subcontractors and commissioning service providers to achieve project objectives.
Technical Oversight
- Review and approve commissioning procedures, test packs, method statements, and operational readiness plans.
- Verify completion of punch list items and ensure readiness for commissioning activities.
- Oversee functional testing, loop checking, SATs, integrated system testing, and performance testing.
HSE & Regulatory Compliance
- Ensure all commissioning activities comply with ADNOC Offshore HSE requirements and permit-to-work systems.
- Promote a strong safety culture and ensure compliance with project HSE plans and risk mitigation measures.
- Participate in HAZOP, HAZID, SIMOPS, and project safety reviews as required.
Stakeholder Management
- Serve as the primary focal point for commissioning matters with ADNOC Offshore and project stakeholders.
- Lead commissioning meetings and provide regular progress updates to management and clients.
- Support final acceptance, handover, and close-out activities.
Documentation & Reporting
- Monitor commissioning progress against schedule and budget.
- Ensure completion dossiers, turnover packages, commissioning records, and as-built documentation are accurately maintained.
- Prepare weekly and monthly commissioning reports, KPIs, and risk assessments.
Qualifications
- Bachelor's Degree in Mechanical, Electrical, Instrumentation, Chemical, Process Engineering, or equivalent.
- Professional certifications in commissioning, project management, or related disciplines are advantageous.
Experience
- Minimum 15+ years of experience in EPC, offshore oil & gas, refining, petrochemical, or energy projects.
- Minimum 5 years in a senior commissioning leadership role.
- Proven experience managing commissioning activities on major ADNOC, offshore platform, topsides, brownfield, or greenfield projects.
- Strong background in pre-commissioning, commissioning, start-up, and system handover processes.
- Experience working with international EPC contractors and multinational project teams.
