Job Description:

Job Purpose:

This role provides strategic leadership and technical support to Area Development Programmes (ADPs) within the assigned Cluster/Sub-Cluster, ensuring effective stakeholder engagement and programme implementation. It supports ADPs in building financial and non-financial partnerships with Government Organizations (GOs), Non-Governmental Organizations (NGOs), the private sector, Faith-Based Organizations (FBOs) and Community-Based Organizations (CBOs).

The position strengthens staff and partner capacity, facilitates Adaptive Program Approach (APA) processes and provides guidance on the formation and institutionalization of community-based organizations, including Village Development Committees (VDC), Village Development Societies (VDS), Urban Neighborhood Development Committees (UNDCs), Urban Neighborhood Development Societies (UNDSs), Child Well-Being Organizations (CWBOs), and Children's Societies (CSs).

It manages partnership mapping, assessments, agreements, documentation, and capacity strengthening of WVB partner staff. The role ensures compliance, monitors programme quality, and promotes alignment with global and national standards across all Area Development Programmes and projects.

Key Responsibilities:

ADP re/design processes ensure meaningful stakeholder engagement, with community Engagement and Partnering (CE&P) interventions properly planned and budgeted in line with standards.

  • Facilitate capacity building of ADP staff and partner staff on APA steps and Community Engagement (CE) tools.
  • Guide ADPs/ projects to prepare community engagement plan and follow up progress time to time.
  • Facilitate community engagement process/ event to demonstrate standard practice with ADP and partner team.
  • Monitor quality of the community engagement process and provide feedback for improvement.
  • Review ADPs reports (Community Engagement tools and APA step wise reports).
  • Review the ADP Plan (Detailed Implementation Plan/DIP, budget, and narrative) and provide written feedback using the review tool to ensure that CE&P-related activities are planned in accordance with National Office (NO) guidelines.
  • Review micro project proposals and monitor impact of the micro projects implemented at ADPs.

Community-based organizations (VDC, UNDC, VDS, UNDS) are actively mobilized to develop and implement local asset-based development plans.

  • Train/ orient field team local asset-based development planning process.
  • Guide ADPs to develop planning matrix to complete local asset-based development planning / shared plan development process for each Village/ community.
  • Provide strategic guidance and support to re/form community-based organizations (VDC, VDS, UNDS, UNDS).
  • Ensure ADPs conduct assessment / periodic review of the CBOs (VDC, UNDC, VDS, UNDS, CWBO, CS) within Q1 each year.
  • Provide strategic support and Guide ADPs to strengthening capacity of CBOs (VDC, UNDC, VDS, UNDS) for transforming CBOs (VDC, UNDC, VDS, UNDS, CWBO, CS) taking leadership for coordination and implementation of the local asset-based development plan/ shared plan.
  • Ensure ADPs monitor functionality of the community-based organizations (VDC, UNDC, VDS, UNDS, CWBO, CS) as per standard frequency.

Most vulnerable and vulnerable households are engaged in savings initiatives and prepared for cooperative society registration.

  • Guide ADPs to develop Annual plan CWBO formation and CS registration.
  • Guide ADPs and support to organize mobilization session on savings promotion and cooperative registration for Most Vulnerable (MV) and Vulnerable Households (V HHs).
  • Assist ADPs / Join with ADP in meeting with Upazila/ District Cooperative Officer regarding cooperative registration.
  • Do 1:1 meeting with ADP team (Programme officers, CDOs) to follow up progress of institutionalization plan quarterly basis.
  • Ensure ADPs are exercising Maturity checking tool with each CWBO and CS as per standard frequency and share documentation.

Partnership readiness is strengthened, promoting collaborative practices across ADPs and grant-funded projects.

  • Guide and assist ADPs to organize partnership building workshop for collaborative partnership.
  • Support ADPs to identify CWB issue specific collaborative partners.
  • Review ADPs list of collaborative partners and updated partnership database for sub cluster/ cluster.
  • Support ADPs to draft / review collaborative partnership agreement and ensure timely signing of the agreements.
  • Support operations in ongoing partner capacity strengthening plan execution for financial and collaborative partnerships.
  • Support operations to timely resolution of issues and challenges raised (if) in any partnership.
  • Support the documentation and sharing of success stories, best practices, and lessons learned from partnership experiences.
  • Organize learning / reflection workshop/ event for partners at National office (NO) / Cluster/ Sub cluster level.

Compliance and program quality standards are upheld across all partnership initiatives, regardless of funding source.

  • Ensure Partnering Procedures and associated tools and processes (BPS, due diligence, safeguarding, capacity assessments) are consistently applied in all partnership developed.
  • Coordinate due diligence and organizational capacity assessment processes, including the Rapid Capacity Assessment (RCA) and Comprehensive Organizational Capacity Assessment (COCA), in collaboration with the partner assessment team; consolidate findings and share validated reports with relevant managers.
  • Coordinate compliance and program quality monitoring exercise in each partnership program / project.
  • Support in facilitating annual partnership performance and health checks to support continuous improvement in partnership quality and effectiveness.

Transformational Development (TD) practices are promoted among WVB and implementing partner staff.

  • Guide and support ADPs to timely implement Annual Community Review and Planning (ACRP) engaging key stakeholders and partners.
  • Ensure ADPs exercise Program Quality Self Review (PQSR) engaging key stakeholders and partners and reports timely.
  • Review ACRP and PQSR narrative report of ADPs and ensure ADPs incorporate feedback and finalize both reports timely.
  • Support P&C to conduct TD competency assessment with staff.
  • Facilitate TD related session in learning events organized by People & Culture for staff capacity development.

Increase professional competencies through continuous learning, reflective practice, and application of new skills to enhance performance.

  • Prepare Performance for Partnering (P4P) plan including individual development plan.
  • Complete mandatory course/ certificate programs.
  • Attend CE&P related learning event / program / course/ workshop (on line/ off line).
  • Study latest partnership management policy and guideline, SDG guideline for partnership management and other resources.
  • Present monthly plan vs achievement with relevant stakeholders.

Knowledge, Skill & Experience:

Required Education, training, license, registration, and/or Certification:

  • Master’s degree in any subject under social science.
  • At least 3 years’ experience in community engagement and partnering field in any development organization/ sectors.
  • Coordinating and Managing skills with influencing capability.
  • Work experience in partnership development and capacity building.
  • Competent in the use of Microsoft Office computer programs including Word, Excel and PowerPoint.
  • Understands APA, Participatory Rural Appraisal (PRA), different community engagement tools and processes.
  • Have skill in developing guideline and tools related with community engagement and partnering.
  • Good facilitation and presentation skills.
  • knowledge and skill in forming/facilitating community-based organizations.
  • Experience of facilitating training/ Workshop with external audience.
  • Experience of assessing Non-Governmental Organization and Community-Based Organization.
  • knowledge and skills on negotiation approaches and outcomes and building partnership.
  • Basic understanding about various forms of agreement (MoU, teaming agreement, partnership agreement (financial/ non-financial partnership).
  • knowledge in assessing quality of program during implementation

Required Language(s) :

  • Professional proficiency in both Bengali and English, with strong written and verbal communication and report-writing skills.

Required travel and/or work environment accommodations:

  • Spent around 50% of time for monitoring follow up supervision and implementation of CE&P related activities with AP team and capacity building on community engagement and partnering issues for WVB staff and partners.
  • Must be willing and able to travel nationally and locally as and when required.
