Expert Program Manager
We are looking for an experienced Program Manager to support the further professionalisation and implementation of programme management within a complex IT environment.
Key Responsibilities
- Design and implement programme governance, reporting, monitoring methods, and standardised ways of working.
- Establish uniform templates, processes, and working agreements for programme and project management.
- Strengthen portfolio planning, prioritisation, monitoring, capacity, and resource management.
- Support programme and project managers in delivering strategic IT and organisational change initiatives.
- Provide portfolio and programme reporting to senior management, including progress, risks, priorities, and budgets.
- Coach and support junior and senior Project Managers and Product Owners.
- Introduce and transfer programme and project management methodologies and best practices to internal teams.
- Contribute to sustainable knowledge transfer and the long-term embedding of programme management capabilities.
- Support effective decision-making and programme steering within the existing governance structure.
Required Experience & Skills
- Minimum 8 years of experience as a Program Manager, managing infrastructure, IT development, or large transformation programmes.
- Minimum 8 years of experience managing IT and/or organisation-wide change projects.
- Extensive experience in infrastructure and/or development projects.
- Proven experience in portfolio management and executive-level reporting.
- Expert knowledge of programme and project management methodologies such as PRINCE2, PMBOK, Agile, Scrum, or MSP.
- Experience establishing or leading a PMO or programme management function is highly desirable.
- Strong experience with governance, risk management, issue management, planning, and reporting.
- Experience coaching and transferring knowledge to internal Project Managers, Product Owners, and other stakeholders.
- Experience with tools such as Jira, Azure DevOps, Microsoft Project, Power BI, and Microsoft Office is an advantage.
- Knowledge of ITIL and portfolio management frameworks is desirable.
Languages
- Dutch: Native or equivalent CEFR C2 proficiency.
Work Arrangement
- Start Date: 14 September 2026
- Duration: Until 30 March 2027
- Workload: Full-time, with 80% potentially negotiable
- Work Model: Hybrid, in line with public-sector working arrangements
