Programme Analyst, Sexual and Reproductive Health

The Position:

The Programme Analyst on Sexual and Reproductive Health is located in the UNFPA DRC Country Office (CO), Goma and reports to the Programme Specialist Sexual and Reproductive Health in Emergencies. The Programme Analyst on Sexual and Reproductive Health substantively contributes to the effective delivery of the SRH components of the country program.

Job Purpose:

The Programme Analyst in Sexual and Reproductive Health (SRH) provides strategic leadership and technical expertise in driving the design, implementation, and evaluation of UNFPA’s transformative SRH interventions. Analyzing political, social, and economic dynamics, the incumbent generates evidence-based insights to shape project strategies, policy frameworks, and inter-agency UN initiatives. S/he leads results-based management and monitoring mechanisms to optimize program delivery, ensuring strict compliance with organizational standards while building sustainable capacity and driving high-impact health outcomes.

The Programme Analyst on Sexual and Reproductive Health substantively contributes to provide substantive inputs to project formulation and evaluation, joint programming initiatives, provincial and national development frameworks. Operating within a complex Country Office environment, the position is responsible for operationalizing robust results-based management (RBM) and evaluation mechanisms across both development and humanitarian settings. The Programme Analyst strengthens the quality, results-orientation, and impact of SRH interventions while supporting institutional and national capacity development and RBM with collaboration with M&E teams.

UNFPA DRC is implementing the 11-month extension of its grant with the Foreign, Commonwealth & Development Office (FCDO) for the period May 2026 - March 2027, focused on Sexual and Reproductive Health and Rights (SRHR) and Gender-Based Violence (GBV) interventions. You will support the programmatic, administrative, and technical support in line with design, implementation, and management of the integrated Sexual and Reproductive health component for this FCDO project. You will be responsible for ensuring that project activities are planned, implemented and outcomes are effectively monitored, measured, and reported in line with UNFPA standards, FCDO requirements, and global best practices.
The programme analyst for Sexual and Reproductive head will provide technical expertise in activity formulation, field implementation, supervision, and capacity strengthening. Drive evidence-based programming, accountability, and knowledge management by leading data collection, performance tracking, and analytical reporting in close collaboration with M&E teams, local health authorities, and key partners.
Collaborate with component leads, humanitarian actors, and national counterparts to ensure full alignment with UNFPA policy standards and guidelines. Actively represent the program in United Nations Sustainable Development Cooperation Framework (UNSDCF) mechanisms to advance joint results planning, robust monitoring, performance reporting, and strategic communications.

You would be responsible for:

• Leads the results-based planning, technical implementation, rigorous monitoring, and reporting for the UNFPA FCDO-funded integrated Sexual and Reproductive Health (SRH) project, ensuring full strategic alignment with the UNFPA Country Programme and the UN Sustainable Development Cooperation Framework (UNSDCF).
• Provides technical leadership and drives project implementation in collaboration with zonal, provincial and national health authorities, NGOs, and key stakeholders; ensures SRH project designs integrate global best practices, evidence-based interventions, and robust results-based management (RBM) frameworks.
• Provides technical expertise in designing and implementing annual workplans and operational plans for implementing partners involved in project implementation.
• Conducts technical and policy analysis of national political, social, and health systems dynamics to inform national-level SRHR interventions, generating analytical briefs and policy inputs to advance strategic dialogue and institutional capacity strengthening.
• Oversees operational and technical delivery of project components, building strong partnerships with implementing partners and UN counterparts to expedite quality delivery, ensure compliance with donor requirements, and build institutional capacity.
• Delivers specialized technical guidance from lessons learnt on the field to strengthen national SRHR policies and program delivery, encompassing maternal health, emergency obstetric care, family planning, adolescent SRH, and health-sector responses to gender-based violence.
• Drives knowledge management and evidence generation by systematically analyzing SRH program performance, extracting operational lessons learned, and disseminating best practices to inform policy dialogue and strategic decision-making.
• Supports strategic resource mobilization and advocacy efforts for the Country Office by formulating high-quality technical proposals, donor reports, and technical briefs for multi-stakeholder and donor platforms.
• Fosters technical innovation and the replication of proven SRHR interventions across development and humanitarian sectors, strengthening cross-sectoral coordination with national partners.

Qualifications and Experience:

Education:

Advanced degree in medicine, public health and/or other related social science fields.
Knowledge and Experience:

Knowledge and Experience:

• Minimum of two (2) years of increasingly responsible professional experience in Sexual and Reproductive Health (SRH) programme design, implementation, and management, with emphasis on complex, volatile, or humanitarian settings.
• Demonstrated experience in operationalizing Results-Based Management (RBM) frameworks, project monitoring, performance tracking, and analytical reporting in alignment with organizational standards.
• Strong technical expertise in health systems strengthening, emergency obstetric and newborn care (EmONC), family planning, and gender-based violence (GBV) integration within health-sector responses.
• Proven track record in managing work plans, budgets, and implementing partners, including the setup and oversight of remote monitoring systems in challenging environments.
• Strong capacity for multi-stakeholder coordination, partnership building, and policy dialogue with government entities, UN agencies, and non-governmental organizations.
• High proficiency in training facilitation, capacity development, knowledge management, and data-driven decision-making.
  Excellent analytical, report writing, and strategic communication skills with the ability to deliver high-quality technical briefs and donor proposals under tight deadlines.
• Proficiency in enterprise resource planning software (e.g., Quantum), data visualization platforms (e.g., Power BI), and standard office software applications.
• Prior experience within the UN system, particularly UNFPA, and familiarity with donor-funded projects (e.g., FCDO) is highly desirable.
  In-depth understanding of local sociocultural dynamics, health sector context, and language considerations in the duty station is an asset.
• Experience in one of UNFPA transformative areas is an asset.
• Working experience in humanitarian programmes is an asset.
• Experience in the United Nations, UNFPA and/or other multilateral organization, field work experience is an asset
