Position Description
Kibali Gold Mine is seeking to recruit a suitably qualified and experienced Project Human Resources Superintendent to support the ARK Project mine expansion feasibility study.
The Project Human Resources Superintendent will lead and coordinate project-specific HR operations, workforce planning, mobilisation and demobilisation, recruitment, training coordination, employee relations, payroll-input control, statutory compliance, contractor workforce governance and HR reporting for the expansion project team. The role will work closely with Project leadership, Site HR, Finance, Payroll, HSE, Administration, Community Relations, contractors and external stakeholders to ensure effective HR delivery aligned with Kibali Gold Mine standards, Barrick’s DNA and applicable DRC requirements.

Duties & Responsibilities
• Project HR Strategy and Governance: Develop and implement project-specific HR strategies, policies, procedures, controls and operating rhythms aligned with business objectives, project milestones and applicable regulations.
• Workforce Planning: Collaborate with project stakeholders to develop manpower plans aligned with feasibility study phases and project timelines. Anticipate staffing needs, identify resource gaps and monitor planned versus actual headcount.
• Workforce Mobilisation and Demobilisation: Develop and manage project workforce mobilisation and demobilisation plans, including onboarding, transfers, contract end dates, redeployment, termination documentation, final settlements and communication with employees and contractors.
• Talent Acquisition: Lead project recruitment efforts, ensuring timely and effective hiring of skilled professionals, technical specialists, consultants, operational support roles and labour resources required for project delivery.
• Compensation and Benefits: Support and implement compensation and benefits arrangements tailored to the project, ensuring internal equity, market competitiveness, compliance with local labour laws and alignment with Kibali policies.
• Payroll Input Control: Validate and control project payroll inputs, including attendance, overtime, allowances, bonuses, mobilisation/demobilisation impacts, salary changes, statutory deductions and project-specific benefits, in coordination with Payroll and Finance.
• Statutory and Project Compliance: Ensure compliance with the DRC Labour Code, ONEM requirements, CNSS, INPP, payroll tax obligations, labour inspection requirements, employment contract administration, personnel file compliance, project workforce documentation and internal HR policies. Maintain audit-ready records for employees, project staff and contractor workforce.
• Employee Relations and Industrial Relations: Serve as a key HR contact for employee concerns, grievances, disciplinary matters and labour-relations issues under the project. Support social dialogue, conflict prevention and positive employee engagement.
• Contractor and Subcontractor Workforce Compliance: Monitor contractor and subcontractor workforce compliance, including manpower reporting, employee documentation, working time, onboarding, site access, HSE induction, payroll-related compliance, employee relations and alignment with Kibali HR and site standards.
• Performance Management: Implement project performance management processes to monitor performance, support feedback, identify capability gaps and coordinate appropriate training and development actions.
• Training and Project Readiness: Coordinate onboarding, site induction, mandatory HSE training, compliance training, supervisor training and project-readiness training in collaboration with Training, HSE and Operations.
• Health, Safety and Environment: Collaborate with HSE teams to ensure compliance with safety requirements, promote a Journey to Zero culture and support safe project mobilisation and execution.
• Community and Local Employment Support: Support local employment planning and community workforce initiatives in coordination with Community Relations, ensuring transparent recruitment practices, fair opportunity and alignment with project workforce needs.
• Stakeholder Management: Build strong relationships with internal stakeholders, project partners, contractors, external vendors and relevant authorities to support project objectives and maintain effective collaboration.
• Reporting, Analytics and Manpower Cost Control: Develop and maintain project HR dashboards covering manpower plan versus actuals, recruitment pipeline, mobilisation, demobilisation, payroll cost, overtime, contractor workforce, training compliance, grievances, disciplinary cases and statutory compliance.
• Change Management: Support organizational change initiatives related to project implementation, ensuring timely communication, stakeholder alignment and employee engagement throughout the project lifecycle.
• Continuous Improvement: Identify opportunities to optimise project HR procedures, contractor HR controls, data quality, reporting, documentation, service delivery and compliance processes.
Qualification Requirements
• Bachelor’s degree in Human Resources Management, Business Administration, Labour Relations, Industrial Psychology, Law or a related field.
• Postgraduate qualification in Human Resources, Labour Law, Project Management or Business Administration will be an added advantage.
• HR professional certification or membership such as SHRM, CIPD, ONPGRH-DRC or equivalent will be an added advantage.
Experience and Skills Requirements
• Minimum of 10 years’ progressive experience in HR management, preferably in mining, construction, engineering, feasibility study, major project or heavy industrial environments.
• Strong experience in project HR operations, workforce planning, mobilisation, demobilisation, recruitment, onboarding, employee relations, contractor HR compliance and payroll-input governance.
• In-depth knowledge of DRC Labour Code, employment regulations, ONEM, CNSS, INPP and labour inspection requirements.
• Strong understanding of compensation and benefits principles, payroll controls, statutory deductions, site-specific allowances and project manpower-cost monitoring.
• Demonstrated exposure to contractor and subcontractor workforce compliance, local employment tracking and project workforce reporting.
• Ability to manage sensitive employee relations, grievance, disciplinary and industrial-relations matters with confidentiality, fairness and sound judgment.
• Proficiency in HRIS, Microsoft Office, Excel, reporting tools and HR dashboards. Strong data discipline and analytical capability are required.
• Excellent interpersonal, communication, negotiation and stakeholder-management skills, with the ability to engage professionally with employees, contractors, project leadership and external stakeholders.
• Fluency in French is required. Working knowledge of English is required. Swahili and/or Lingala will be an added advantage.
