Health Care Financing Senior Advisor - Consultant

The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy. Leveraging Palladium's expertise in health systems strengthening, digital transformation, and data use, the project will strengthen governance, service delivery, and decision-making through integrated and interoperable systems across priority health programs. The award also supports stronger health financing, public financial management, and accountability mechanisms to promote resilient, efficient, and country-owned health systems.

The Senior Advisor serves as a trusted resource to the project and key government counterparts, including the Ministry of Health, Ethiopian Health Insurance Service (EHIS), Ministry of Finance, Regional Health Bureaus, development partners, and private sector stakeholders. The role supports the development of reform roadmaps, policy frameworks, implementation strategies, and sustainability plans; promotes collaboration and policy dialogue among stakeholders; and helps advance country-owned, evidence-based health financing reforms, including private sector engagement, that strengthen health system performance and contribute to Universal Health Coverage objectives.

Primary Responsibilities:

• Provide strategic and technical advisory support to the project and government counterparts on health financing reforms, health systems financing, and Universal Health Coverage priorities.
• Support the development, review, and implementation of health financing policies, strategies, reform agendas, and institutional frameworks.
• Advise the Ministry of Health, Ethiopian Health Insurance Service (EHIS), Ministry of Finance, and other stakeholders on health insurance systems strengthening, risk pooling mechanisms, strategic purchasing, and provider payment reforms.
• Support the development of national and sub-national health financing reform roadmaps, implementation plans, sustainability strategies, and transition frameworks.
• Provide technical guidance on domestic resource mobilization, fiscal sustainability, public financial management, budgeting, expenditure tracking, and resource allocation reforms.
• Support health financing assessments, expenditure analyses, costing studies, financing gap analyses, economic evaluations, and other evidence-generation activities to inform policy and decision-making.
• Advise on the design, implementation, and scale-up of digital solutions that strengthen health financing functions, including claims management, reimbursement systems, budgeting, expenditure oversight, and decision-support tools.
• Support the development and use of health financing analytics, resource tracking mechanisms, dashboards, and performance monitoring systems to improve accountability and decision-making.
• Provide strategic advice on the expansion and sustainability of health insurance schemes, including Community-Based Health Insurance (CBHI), Social Health Insurance (SHI), and other financial protection initiatives.
• Support government and project efforts to strengthen governance, accountability, and institutional capacity for health financing reforms.
• Advise on private sector engagement strategies, public-private partnerships, provider contracting arrangements, and the participation of private providers in strategic purchasing, health insurance systems, and publicly financed health services.
• Foster collaboration and policy dialogue among the Ministry of Health, EHIS, Ministry of Finance, Regional Health Bureaus, development partners, private sector stakeholders, and other relevant actors to advance health financing reform priorities.
• Support technical working groups, steering committees, policy consultations, and stakeholder forums related to health financing and health insurance reforms.
• Contribute to the development of policy briefs, technical guidance, reform frameworks, strategic reports, presentations, and knowledge products.
• Identify and promote international best practices and innovative approaches in health financing to support government-led reform efforts.
• Provide technical review and quality assurance for project deliverables, analyses, policy products, and recommendations related to health financing.
• Perform other relevant technical advisory assignments as requested by the Country Director and Health Care Financing Technical Lead.

Required Qualifications:

Education

• Master's degree or higher in Health Economics, Health Financing, Economics, Public Health, Health Policy, Public Administration, Business Administration, Insurance, Development Studies, or a related field.

Experience

• Minimum of 10 years of progressively responsible experience in health financing, health economics, public financial management, health insurance, health systems strengthening, or related fields.
• Demonstrated experience providing senior-level technical and policy advisory support to government institutions on health financing reforms and health systems strengthening.
• Extensive experience supporting the design, development, and implementation of health financing policies, strategies, roadmaps, and reform initiatives.
• Demonstrated experience working with the Ministry of Health, Ethiopian Health Insurance Service (EHIS), Ministry of Finance, Regional Health Bureaus, and other government stakeholders.
• Experience in health insurance systems, strategic purchasing, provider payment reforms, financial protection mechanisms, and domestic resource mobilization.
• Experience conducting or overseeing health financing assessments, expenditure reviews, costing studies, fiscal space analyses, financing gap analyses, and economic evaluations.
• Demonstrated experience facilitating policy dialogue and collaboration among government institutions, development partners, private sector stakeholders, and other key actors.
• Experience supporting public-private partnerships, private sector engagement, and provider contracting mechanisms within the health sector is an advantage.
• Experience working on donor-funded health programs and providing high-level technical assistance to governments.
• Experience working in Ethiopia or similar low- and middle-income country contexts is strongly preferred.

Technical Competencies & Skills

• Deep knowledge of health financing policy, health insurance, public financial management, strategic purchasing, provider payment systems, and Universal Health Coverage.
• Strong understanding of the Ethiopian health financing landscape, including health insurance reforms, public financial management systems, and national health sector priorities.
• Excellent policy analysis, strategic thinking, stakeholder engagement, facilitation, and negotiation skills.
• Demonstrated ability to translate complex technical evidence into practical policy recommendations.
• Strong analytical, research, writing, and presentation skills.
• Ability to develop high-quality policy papers, technical reports, strategic frameworks, roadmaps, and knowledge products.
• Excellent interpersonal skills and ability to engage effectively with senior government officials, development partners, and private sector stakeholders.
