We have an opportunity for a B1 Procurement Governance Officer to join the Procurement Team in the Infrastructure Projects Directorate on a temporary basis for 6 months.
The Directorate is responsible for the delivery of a number of major roads projects, the majority of which are high value/high risk, as well as the provision of procurement advice across the agency.
Procurement is not undertaken by a central procurement department in Transport Scotland, but is instead carried out in a devolved manner by staff with appropriate skills and expertise who are members of specific project teams as part of their wider project management role. Therefore, the Procurement Team in the Infrastructure Projects Directorate has an essential role to play in supporting sustainable procurement across all of Transport Scotland’s operational and policy areas. The Procurement Team provides advice, training and support to project teams throughout all nine Transport Scotland Directorates, as well as ensuring that the agency’s procurement policies and procedures are in line with Scottish Government policy and relevant legislation.
The procurement adviser team consists of 3 B3s, a B2 and a B1 (this post), overseen by a C1.
Responsibilities
- Assisting and support of the Procurement Advisers (3 x B3’s, 1 x B2) in the provision of advice and guidance in relation to the procurement of contracts for the supply of works, goods and services in all stages of the procurement process, from the development of a project procurement strategy through to contract award, implementation and contract and supplier management within Transport Scotland (TS).
- Contributing to the development and maintenance of procurement governance systems, guidance and records, including updating the Procurement Team’s sections of TS intranet & internet site, TS Procurement Advice Notes and TS Staff Notices, procurement compliance checks and waveplan updates.
- Providing support and assistance to TS staff in the online production of Contract and Contract Award Notices within the Public Contracts Scotland online portal, and provision of training of TS staff on the use of the system.
- Management of the delivery of the TS Procurement Training Programme and assisting in the development of the Training Programme content, designed to develop project staff and delegated purchasers to improve their skills and competencies.
- Administration of Transport Scotland’s Delegated Purchasing Authority scheme.
- Assisting in the constant review and update of TS Procurement Toolkit to ensure corporate consistency in the procurement process across the Agency as required.
- Supporting with preparation of procurement spend data for the whole of Transport Scotland, including collating data on the delivery of procurement benefits
- Assisting in the promotion of sustainable procurement across TS, in particular promotion of the use of Supported Businesses and collating information on the use of community benefits on TS contracts.
- Assist as required with any correspondence that is required to be prepared e.g., Ministerial and Corporate Correspondence, FOI (Freedom of Information) and Parliamentary Questions.
Working pattern
This role is a temporary position with an expected commitment of 6 months.
