Organizational Context and Scope

The International Organization for Migration (IOM) Ireland has been operating in Ireland since 2001, currently in following areas of migration management: Assisted Voluntary Return and Reintegration (AVRR), Resettlement, Family Reunification, Counter-Trafficking (CT), Protection, Integration Support to Beneficiaries of Temporary Protection, Integrated Immigration Governance and Mental Health and Psychosocial Support (MHPSS).

IOM provides mental health and psychosocial support to international protection seekers residing in the Citywest accommodation facility with the aim to improve their psychosocial well-being and to strengthen their overall resilience.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the National MHPSS Officer, the Project Associate – Mental Health and Psychosocial Support (MHPSS) will be responsible and accountable for providing efficient programmatic, financial assistance and support, including the day-to-day administrative, Human Resources (HR) and finance tasks related to the implementation of the MHPSS project.

  1. Assist the supervisor in implementing and monitoring the administrative, financial and HR activities related to the project, including supporting programme coordination tasks such as maintaining updated activity tracking tools and preparing short internal updates when requested, and providing day-to-day guidance to the two G-4 Programme Assistants to support consistent delivery of administrative and programme support functions.
  2. Implement delegated administrative actions in accordance with IOM rules, regulations and instructions to support compliant and timely processing of project-related administrative requirements.
  3. Maintain administrative, HR documents, as well as programme documentation including activity records, beneficiary statistics, financial tracking sheets in an organised and accessible manner to support retrieval of accurate information for project implementation, monitoring and reporting.
  4. Process staff expense claims and travel claims of the MHPSS Project staff per IOM rules and procedures to facilitate timely processing of staff-related administrative transactions.
  5. Assist in purchasing the items necessary for the project’s implementation in accordance with IOM rules and procedures for availability of goods and services required for project activities.
  6. Follow up and monitor internal administrative and financial processes with relevant units as well as project expenditures against approved budget lines by flagging discrepancies to the supervisor and site coordinators to support appropriate expenditure monitoring and timely resolution of administrative and financial issues.
  7. Assist the supervisor with coordinating administrative and HR functions related to the project, including compiling data and documentation required for donor reporting and reviewing information for completeness and accuracy to support timely submission of project-related reporting requirements.
  8. Coordinate office support services for meetings, trainings, seminars, committees, and special projects and events led by the supervisor. Attend meetings, prepare minutes, monitor follow-up activities and make arrangements for formal editing, translation, etc., of documents and publications.
  9. Perform such other relevant duties as maybe assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with three years of relevant professional experience; or,
  • High School diploma with five years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Proven experience in a similar setting and capacity;
  • Excellent knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint;
  • Experience with EU and/or international funding instruments, in financial management and reporting, accounting, budgeting and internal controls;
  • Demonstrated ability to maintain accuracy & confidentiality in performing responsibilities;
  • Strong interpersonal & intercultural skills with an attention to detail; and,
  • Previous work experience in international organizations and service industry companies would be an advantage.

Skills

  • Interpersonal skills (i.e. empathy and emotional resilience); and,
  • Knowledge of financial, administrative and human resources matters.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible to be appointed in a similar position for a period of 24 months.
