Position Title: Local Grants Administration Consultant (three positions)
Duty Station: Osh / Jalal-Abad / Batken Oblast, Kyrgyzstan, depending on the assigned area of responsibility. The Consultant will be field based in the respective oblast and may be required to travel to relevant rayons and locations within the assigned oblast as necessary.
Type of Appointment: Consultancy, Category B, deliverables based
Duration of Consultancy: 1 November 2026 – 28 February 2027 (four months)

Project Context and Scope
The International Organization for Migration (IOM), in cooperation with relevant government counterparts in Kyrgyzstan, is implementing the Central Asia Safe Migration project, funded by the UK Government. The project supports safe migration to the UK Seasonal Worker Scheme and the sustainable reintegration of returning migrants.
Under the reintegration component, IOM implements the 1+1 Matching Grants Programme, which supports returning migrants and their families in investing their savings and remittances in sustainable livelihood opportunities. Under the mechanism, IOM co-finances eligible business investments of selected beneficiaries. Previous rounds supported businesses in agriculture, food production, manufacturing, and services.
In the current phase, up to 23 grant recipients will be supported across the Osh, Jalal-Abad, and Batken oblasts. Following the selection of beneficiaries and the approval of their business plans, IOM will procure approved goods and services directly from vendors in accordance with IOM procedures.
The Consultant will support assigned beneficiaries throughout this process, from vendor identification and documentation collection to procurement, delivery and verification. The Consultant will work under the coordination of the Lead Grants Administration Consultant and in close cooperation with the IOM Project Team and RMU.

Nature of the consultancy: Category B / delivery-based consultancy
The International Organization for Migration (IOM) is seeking three Local Grants Administration Consultants to provide field-level administrative and procurement support to selected beneficiaries of the 1+1 Matching Grants Programme in Kyrgyzstan. The Consultants will support assigned grant recipients with identifying potential vendors, obtaining quotations and required vendor information, collecting and submitting procurement documentation, and verifying the delivery of procured goods and/or services in accordance with IOM procurement and financial procedures.
Payments for approved goods and services will be made directly by IOM to vendors in accordance with applicable IOM procedures. Each Consultant will be responsible for supporting grant recipients within the assigned oblast and will work under the coordination of the Lead Grant Administration Consultant and in close cooperation with the IOM Project Team and Resource Management Unit (RMU). The Consultants will not be involved in the selection of grant recipients or in the assessment of their business ideas or business plans.
Category B Consultants: Tangible and measurable outputs of the work assignment
The Local Grant Administration Consultants shall provide field-level support to selected grant recipients in identifying potential vendors, collecting and submitting required documentation, facilitating procurement-related processes, and verifying the delivery of procured goods and/or services in accordance with IOM procurement and financial procedures.
1. Beneficiary and Vendor Support
a. Maintain regular communication with assigned grant recipients and guide procurement-related requirements based on their approved business plans.
b. Support grant recipients in identifying suitable vendors and obtaining quotations, vendor information, and other required documentation.
c. Where required, accompany or support grant recipients in local vendor searches and market visits to facilitate timely identification of suitable goods and services at reasonable and competitive prices.
2. Vendor Documentation Collection and Review
a. Collect and review required vendor documentation, including:
• Signed Vendor Information Sheet (VIS)
• Certificate of Registration / Private Entrepreneur (PE) Certificate
• Copy of ID (for Private Entrepreneurs only)
• Signed UN Code of Conduct (CoC)
• Bank account details with official bank stamp
• Signed Declaration of Conformity
b. Ensure that vendor documentation is complete and submit it to the Lead Grants Administration Consultant for review and further processing.
3. Procurement and Payment Documentation
a. Collect and submit required procurement and payment documentation, including Electronic Invoices (ЭСФ), E-waybills (ЭТТН) for goods, and Acts of Acceptance for services between IOM and vendors.
b. Coordinate with the Lead Grants Administration Consultant and IOM RMU to ensure timely submission of complete documentation for procurement processing.
c. Ensure that no advance payments are requested or processed. Payments will only be made after delivery of all goods and/or completion of services, in line with IOM’s policies.
d. Follow up on outstanding documentation and promptly communicate any delays or issues affecting procurement timelines.
4. Grant Documentation and Compliance
a. Ensure that documentation related to assigned grants is complete, accurate, and properly organized for programme monitoring, reporting, and audit purposes.
b. Comply with comments and revisions provided by the Lead Grants Administration Consultant and IOM teams.
5. Verification of 50% Personal Contribution by Grantees
a. Prepare and collect all supporting documentation confirming the grantee’s 50% personal contribution, financial or in-kind, as stipulated in the grant agreement.
b. Prepare Asset Inventory Forms and supporting documentation in accordance with IOM and FCDO standards.
c. Verify that procured goods and/or services have been delivered to the grant recipient in the required type, quantity, and condition.
d. Collect photographic evidence of delivery and use of assets, including a minimum of 2–3 photographs per grant recipient, where applicable.
6. Reporting and Deliverables
a. Provide a weekly update to the Lead Grants Administration Consultant on the status of documentation, procurement, and delivery, and provide information to the IOM Project Team and RMU as required.
b. Submit a final consultancy report summarizing the number of grants administered, goods/services delivered, challenges faced, and recommendations.
7. Other Duties
a. Perform other minor duties directly related to procurement, grants administration, documentation, beneficiary support, and delivery verification, as requested by IOM.
Performance indicators for the evaluation of results
- Timely submission of complete and accurate procurement and grants administration documentation.
- Compliance of submitted documentation with IOM procurement and financial policies and instructions from the Lead Grants Administration Consultant/RMU.
- Timely resolution of missing documentation, procurement bottlenecks, and delivery issues.
- Successful verification of delivery and beneficiary contribution requirements for assigned grants.
- Positive feedback from grantees, vendors, and Lead Grants Administration Consultants and relevant IOM staff.
- On-time completion of all tasks and delivery of final report.
Education, Experience and/or Skills Required
- University degree in Business Administration, Economics, Finance, Development Studies, or a related field.
- Minimum of 3 years’ experience in project/grant administration, finance, and/or procurement, logistics, vendor management, business support, or related functions.
- Knowledge of procurement processes and vendor management. Experience with the IOM procurement policies and processes is highly desirable and considered a strong asset.
- Experience working with international organizations or donor-funded projects is an advantage.
- Experience working directly with small businesses, entrepreneurs, grant recipients, or local suppliers is an advantage.
- Strong organizational and interpersonal skills.
- Ability to work independently in a field-based environment and undertake local travel as required.
- Fluency in Kyrgyz (spoken and written); working knowledge of Russian (spoken and written). English is an advantage but not mandatory. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Travel Required
Frequent/occasional travel within the assigned oblast, including relevant districts and vendor locations, as required for beneficiary support and delivery verification.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
