HSE Supervisor

• The HSE Specialist is responsible for advising, coaching, and training operations personnel to support the effective implementation of HSE management programs.
• In this position, the HSE Specialist will support incident investigations, develop, and implement practices to improve performance, ensure compliance with all HSE programs, and improve the quality of HSE management processes.
• And any other reasonable duties within his capability as requested by Rig Manager to support rig operations

Key Responsibilities

1. Behavioral Safety & Rules to Live By

• Monitor compliance with Rules to Live By and challenge unsafe behaviors.
• Escalate repeated violations and coach for behavioral improvement.
• Provide visible HSE leadership during site activities and meetings.

2. Permit to Work (PTW) & Job Planning

• Audit PTW system & risk assessments (JSAs) for planned and ongoing jobs.
• Support pre-job safety meetings and enforce procedural compliance.

3. Incident Management & Reporting

• Ensure accurate and timely reporting of incidents.
• Lead and support incident investigations, root cause analysis, and corrective action tracking.

4. Emergency Response & Preparedness

• Verify ERP readiness, conduct drills, and ensure all personnel are trained and informed.
• Maintain emergency equipment in ready-to-use condition.

5. Hazard Identification & Risk Control

• Conduct routine inspections and hazard assessments.
• Follow up on corrective actions and ensure closure of identified risks.

6. PPE & Safety Equipment

• Verify proper selection, condition, and usage of PPE, tools, and lifting equipment.
• Tag out unfit or damaged items and monitor inventory levels.

7. Coaching, Training & Induction

• Deliver HSE onboarding for all personnel, visitors, and contractors.
• Coach crews to reinforce safety practices and company standards.

8. Site Safety Conditions

• Monitor housekeeping, site access/egress, storage, and site organization.

9. Environmental Management

• Support environmental compliance (air, water, waste, stormwater).
• Ensure spill response readiness and manage MSDS availability.
• Track environmental footprints and lead improvement initiatives.

10. Documentation & HSE Reporting

• Maintain up-to-date HSE records, dashboards, and reports.
• Align reporting with internal KPIs and external regulatory requirements.

11. Client Interface & Line Accountability

• Support alignment between client and company HSE systems via bridging documentation.
• Reinforce that operational teams retain ownership of safety execution

Expectations & Standards

1. Lead by Example – Supervisors and HSE must model full compliance.
2. Enforce Rules – No work without valid PTW, JSA, PPE, and proper tools.
3. Correct Behavior – Unsafe acts must be stopped and corrected.
4. Report on Time – Monthly safety reports must be accurate and on time.
5. No Shortcuts – Procedures, barriers, and red zones are not optional.
6. Avoid Waste – Double work, rework, or resource misuse must be justified.
7. Follow process– Review existing procedures before raising requests.
8. Quality First – “Measure twice, cut once.” Info must be clear and accurate.
9. Keep It Simple – Communicate clearly. Don’t overcomplicate.
10. HSE Inventory – Spare parts must be kept in the central warehouse unless required on site.
11. Procedure Deviation – Exemptions need approval and MOC where applicable.
12. Own It – Blame fixes nothing. While on duty, take full ownership.
13. Control Communications – All KOC communications must be acknowledged by the Rig Manager before sending.
14. Stick to Scope – More doesn’t mean better. Follow OEM & contract requirements. Extra resources need department approval.
15. Do Your Homework – What you know isn’t always “how good looks like”. Ensure improvements are backed by proper research.
16. Back It Up – No improvements accepted without historical data and proper analysis.
17. Stay Updated – Know where to access procedures and keep them current on your PC.
18. Track Outstanding Actions – Any required action not closed on the spot must be added to the Rig CAR. In addition, monitor the KOC Action Tracker regularly and notify Rig Management of any open or overdue items requiring attention

Monitor Critical Equipment – Review Appendix G on a weekly basis and notify Rig Management of any overdue inspections, missing items, or required actions.

5 or more years in the drilling and/or related industry with a general knowledge of drilling equipment and operations Must be familiar with the state regulations especially pertaining to safety, and environmental. Must be able to travel to work sites within the district and/or other areas. Two or four Year College and/or technical degree preferred. Industry and/or regulatory courses and training preferred - Nebosh / OSHA - affiliation is a plus. Attention span to stay alert and attentive for up to 12 hour tour. Able to works 28 days on and 28 days off, including holidays, weekends and or days and nights; and able to work and live with others in relatively close confines Able to receive verbal and written instructions? Must be able to stand and walk for a minimum of 4 hours at any one time, including standing and walking on steel decking and grating or possibly on wet service ship decks in rough seas with waves pushing across the deck.? Must be able to lift/carry up to 50 lbs occasionally, 20 lbs frequently, and 5 to 10 lbs daily.? Must be able to frequently assent/decent stairs/steps? Fluent in English - speak, read, write. Computer Proficient - Microsoft office.
