Senior I&C/Electrical Engineer

RINA is currently recruiting for a Senior I&C/Electrical Engineer to join its office in Astana within the Plant Engineering Division.​

Mission

The Senior I&C/ Electrical Engineer leads the design and development of instrumentation and control systems for energy generation facilities. Collaborating closely with the internal and Client teams, they ensure I&C systems meet complex project requirements and comply with the industry standards. They oversee the design of I&C/electrical systems, ensuring implementation of sensors, actuators, control valves, PLCs, SCADA, DCS and electrical systems.

The role will be based in Astana, and the project is Owner's Engineering assignment for a coal power plant in Semey. It is a fixed-term collaboration, as the role is only needed for the duration of this specific project. #LI-DP1

Key Accountabilities

System Design and Development:

• Lead the design and development of instrumentation and control systems for energy generation facilities.
• Work closely with multidisciplinary teams to ensure I&C systems meet complex project requirements and comply with industry standards.
  Installation and Commissioning:
• Oversee the installation and commissioning of I&C systems, ensuring accurate implementation of sensors, actuators, control valves, PLCs, SCADA, and DCS systems.
• Conduct comprehensive system testing, troubleshooting, and optimization to achieve optimal performance and reliability.
  Maintenance and Support:
• Provide advanced maintenance, support, and upgrades for existing I&C systems.
• Lead the response to emergencies and implement corrective actions to resolve issues promptly and minimize downtime.
  Safety and Compliance:
• Ensure I&C systems adhere to stringent safety standards and regulatory requirements.
• Lead safety audits and inspections to identify and address potential hazards and compliance gaps.
  Documentation and Reporting:
• Produce detailed technical documentation, including system specifications, drawings, manuals, and operating procedures.
• Maintain accurate and comprehensive records of system configurations, maintenance activities, and performance metrics.
• Provide regular progress reports and updates to stakeholders and management.
  Continuous Improvement:
• Identify and lead initiatives for process optimization, cost reduction, and efficiency improvement within I&C systems.
• Evaluate and recommend innovative solutions and best practices based on emerging technologies and industry trends.

Education

Bachelor’s Degree

Master’s Degree in Electrical Engineering or Electronic/TLC Engineering

Qualifications

• 7+ years of experience in I&C engineering or related roles, preferably in industrial plants, thermal power plants, or other energy-sector facilities, with strong experience in designing, implementing, and maintaining instrumentation and control systems.
• Strong EPC engineering and design review experience, including the ability to review and assess process instrumentation, instrument datasheets, hook-ups, cable routing, loop diagrams, and technical specifications.
• Demonstrated experience leading complex I&C engineering activities and managing the technical aspects of high-value, large-scale projects, with strong technical problem-solving and decision-making skills.
• Proven ability to coordinate and collaborate effectively with multidisciplinary engineering teams, contractors, vendors, clients, and other stakeholders, with strong leadership, communication, and interpersonal skills.
• Proven track record of ensuring safety, regulatory compliance, and operational excellence in high-stakes industrial and energy-sector environments.
• Strong knowledge of applicable engineering standards, design codes, and regulatory requirements, including relevant international standards such as IEC, ISO, ANSI, and project-specific requirements.
• Practical knowledge of the regulatory framework of the Republic of Kazakhstan, including experience ensuring compliance with applicable local regulations and, preferably, coordinating technical matters and interfaces with relevant Kazakh authorities.
• Experience with commissioning activities, including supporting the transition from engineering and construction through testing, commissioning, and start-up phases.
• Strong analytical and technical problem-solving skills, with the ability to evaluate complex engineering challenges, identify practical solutions, and make sound technical recommendations.
• Ability to identify, assess, and proactively mitigate technical and project risks before they impact project schedules, cost, safety, or quality.
• Experience reviewing technical documentation and ensuring consistency between engineering deliverables, equipment requirements, instrumentation, control systems, and project specifications.
• Fluent Russian and good English, both written and spoken, are required.
