Senior Commodity Security & FASP Advisor - Lesotho Consultant

This project will catalyze the transition of supply chain management technical support to the Government of Lesotho (GoL), phasing out standalone international donor-supported projects in favor of directly embedding technical expertise in the Lesotho Ministry of Health Supply Chain Management Directorate (SCMD). It is envisioned that embedded technical assistance positions may transition to a government-to-government (G2G) mechanism before being fully absorbed managerially and financially by GoL.

This consultancy will be embedded within MOH SCMD, reporting to the SCMD director or their designee, to deliver evidence based technical support that strengthens supply chain functions that include forecasting, quantification, and commodities management. The advisors will also contribute to the achievement of the USG-GoL Joint Health MOU Implementation Plan supply chain activities by advising MOH SCMD and serving on MOU-related task teams and technical working groups as assigned. . It is anticipated that GoL and USG will work closely to ensure that the positions are funded, recruited, and absorbed as regular MOH SCMD staff during the implementation of the health MOU.

Primary Duties and Responsibilities:

• Institutionalize forecasting, quantification and supply planning (QAT/FASP) within SCMD with clear SOPs and governance.
• Develop, streamline, and review quantification tools/protocols for all commodities (ARVs, RTKs, TB, viral load reagents, vaccines).
• Maintain state-of-the-art quantification software (QAT, PipeLine, Quantimed, ) with routine data updates.
• Conduct national quantification and review exercises; produce quantification reports/budgets for MoH approval.
• Regularly assess stock status and track supply chain performance with NDSO and SCMD.
• Generate and disseminate monthly national LMIS reports from Informed Push data.
• Monitor consumption patterns and apply corrective forecasting measures.
• Support execution of US funded and GOL procurements on schedule per agreed supply plan.
• Facilitate receipt of centrally procured commodities.
• Monitor commodity budget expenditure and reconcile with NDSO.
• Manage and follow up on supplier payments; maintain payment/reconciliation systems.
• Submit consolidated financial expenditure reports to the Director, SCM.
• Liaise with MoH procurement, finance, NDSO, districts, and development partners (UNICEF, UNFPA, GDF) on demand changes and risks.
• Participate in central-level distribution planning for new or short-supply commodities.
• Contribute to MoH transition planning toward domestic financing and self-reliance

Required Qualifications:

The Advisor must meet the following requirements in education and professional experience:
Education: University Degree, in Supply Chain, or Logistics or Pharmacy, or Medical Laboratory Science, ICT or related social sciences with five years’ experience in health commodities forecasting and quantification activity. Experience in Lesotho public health sector supply chain will be added advantages.

Professional Experience: The Advisor is required to have a minimum of five years of experience implementing health commodities supply chain strengthening activities in Lesotho, including experience working with Ministry of Health Supply Chain Management Directorate and/or the National Drug Service Organisation (NDSO). A working knowledge of relevant U.S. government foreign assistance programming and Lesotho government policies and laws is required.

The Advisor must have excellent interpersonal and networking skills and the ability to liaise authoritatively with representatives from the Government of Lesotho, U.S. Government, and other relevant actors and stakeholders.

Initial Period of performance: 6 months
