Job Description:

World Vision International Nepal (WVI Nepal) has launched a Category II Emergency Response in the priority districts of Rasuwa and Nuwakot, Bagmati Province, following devastating flash floods along the Bhote Koshi and Trishuli river corridors that caused casualties, displacement and extensive damage across Rasuwa, Nuwakot and Dhading. The 12-month Nepal Flash Flood Response (NFFR) 2026 plan targets 25,000 people, including 10,000 children, from around 5,000 affected households across seven sectors, moving from relief into early recovery.

The Programme Coordinator leads the Programmes function of the Nepal Flash Flood Response 2026 accountable for ensuring the response is designed, planned, monitored, evidenced and adapted on the basis of humanitarian need. The role works closely with WVI Nepal’s partners and leads response planning and design, the MEAL system, information management and reporting, and humanitarian accountability, and manages resource allocation and funding tracking with Finance. Grant acquisition sits outside the role, which supports it with evidence and technical content and leads donor and Support Office reporting. The position line manages the MEAL Officer and Information Management Officer.

MAJOR RESPONSIBILITIES

A. Response Planning and Programme Design

• Facilitate response planning and program design with the Response Manager, operations, sector coordinators, PDQD and MEAL, and write, consolidate and disseminate the response plan and its revisions as needs evolve and the response moves from relief to recovery.
• Ensure the design meets international humanitarian standards (Sphere, CHS) and World Vision guidance, and maintain the response logframe and indicators, including Disaster Management core indicators so that sector plans trace to the three response outcomes.
• Engage internal teams, clusters, government actors and current and potential partners on planning and design, identifying partnering opportunities and supporting local civil society.
• With Operations and Partnering, set partner selection criteria aligned to program goals and donor requirements, and review partner proposals and budgets.
• Lead transition and phase-out planning, integrating response learning into WVI Nepal’s regular programming.

B. Resource Allocation, Funding Tracking, Grant Management and Compliance

• With Finance and the Response Manager, keep the funding matrix aligned with PBAS, follow up commitments with Finance, and support the allocation process with Finance, the Response Manager and Operations so allocations reflect strategic priorities and comply with donor rules.
• Provide evidence, needs analysis, logframes and indicators for proposals
• Prepare the Project Agreement (PA) for the Social Welfare Council and lead all SWC reporting, including presenting progress at CPAC meetings.
• Support Operations and partners to maintain grant management and compliance systems, start-up orientation, reporting schedules, grant health tracking, compliance monitoring and amendment requests ,and ensure partners meet each grant's requirements.
• Strengthen partner capacity in grant management, compliance and reporting, and in grant acquisition where opportunities arise.
• Communicate humanitarian needs from assessments, monitoring and community feedback to Support Offices, with the Response Manager and the External Engagement Coordinator.

C. Assessment, Monitoring and Evaluation

• Support the MEAL Officer to design and deliver needs assessments (food security, nutrition, market, livelihood, protection) and analyze findings for planning and adaptation and engage in inter-agency and joint assessments as agreed with Response Management.
• Oversee the response monitoring system (CommCare, KoBo, World Vision and donor requirements) and support the MEAL Officer to produce monthly ITT reports for Operations and review partner logframes, MEAL plans and ITTs.
• Support the MEAL Officer to run distribution and post-distribution monitoring across all districts and to manage baselines, real-time evaluations, reviews and the end-of-response evaluation, using findings and action plans to adapt programming.
• Ensure MEAL and Information Management disaggregate data by sex, age and disability (Washington Group Short Set, WG/UNICEF Child Functioning Module), that at least two disability-specific outputs carry indicators, and that the 3% minimum participation rate is tracked.
• Coordinate NEAT+ environmental screening with mitigation measures reflected in monitoring frameworks and take part in partner due diligence and capacity assessment, addressing medium and high MEAL risks and building partner MEAL capacity.
• Coordinate joint monitoring with Local Government and the Social Welfare Council, manage third-party monitoring, and ensure MEAL staff handle and escalate sensitive disclosures in line with data protection standards.

D. Information Management and Reporting

• Support to maintain the information management system as the single source of current response information and keep the WVI Relief Portal updated and information shared with the team.
• Support to organize internal data (assessments, monitoring, feedback, context) and external data (NDRRMA, OCHA, clusters) into analysis and recommendations for Response Management.
• Support to prepare internal and external reports with MEAL, Communications and Operations, Situation Reports, monitoring and cluster and donor (DFAT) reports.
• Support to plan and manage donor, Support Office and Social Welfare Council reporting so that all requirements and deadlines are met, including integration of partner reports.
• Set coordination-meeting reporting procedures and internal communications protocols so decisions are shared across the response team.

E. Humanitarian Accountability, GEDSI and Safeguarding

• Support the MEAL function to run accessible community information, consultation, feedback and complaint mechanisms — based on community preference and able to receive confidential reports — and to log, answer analyze and share feedback with Operations, Response Management and partners within agreed timeframes.
• Escalate all level 2 and 3 safeguarding incidents to the focal point within 24 hours, and ensure communities know expected staff behavior and how to report violations.
• Ensure program design builds on local capacities, maximizes participation of the most vulnerable, and applies GEDSI and accountability standards in every sector plan, including the twin-track approach and engagement with Organizations of Persons with Disabilities.

F. Team Leadership, Learning and Function Management

• Manage line, coach and develop the MEAL Officer and the Information Management Officer, including performance planning, review against quality criteria, and staff care.
• Set the program function staffing plan with People & Culture, support recruitment, deployment and handovers, and develop the function budget with Finance.
• Hold quality planning sessions, report achievement against quality criteria monthly, and escalate risks to delivery.
• Capture and share lessons learned, run the national lessons-learned workshop and virtual learning event before handover, and integrate learning into WVI Nepal programming.
• Work in line with the WVI Emergency Management System manual and the WVI Nepal DRR & HEA Guideline.
• Undertake other duties as assigned by the Response Manager.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

• Minimum five years’ professional experience in humanitarian or development programming, of which at least two years in an emergency response in a programmes, MEAL or information management role.
• Demonstrated experience leading response planning and programme design against humanitarian needs, including writing response plans, logframes and indicator frameworks.
• Proven experience designing and running MEAL systems in an emergency, including needs assessments, indicator tracking, post-distribution monitoring, real-time evaluation and evaluation management.
• Practical command of digital data collection and analysis tools - KoBo Toolbox, CommCare, Power BI or equivalent - and strong Excel skills.
• Working knowledge of the humanitarian cluster system, the National Disaster Response Framework, NDRRMA and DDMC coordination arrangements in Nepal.
• Sound understanding of Sphere, the Core Humanitarian Standard, humanitarian accountability, safeguarding and PSEAH, Do No Harm and GEDSI/disability inclusion, including the Washington Group question sets.
• Experience managing implementing partners, including capacity assessment, capacity building and joint monitoring.
• Proven people-management experience and the ability to work effectively in a fast-moving, multi-stakeholder response environment.

Required Education, training, license, registration and certification

• Master’s degree in development studies, social sciences, public health, disaster risk management, statistics or a related field; or a Bachelor’s degree with an additional two years of relevant experience.

Preferred Knowledge and Qualifications

• Prior experience in a World Vision emergency response and familiarity with the Emergency Management System (EMS), the WVI Relief Portal, PBAS, LMMS and Disaster Management core indicators.
• Experience with cash and voucher programming monitoring and market assessment.
• Experience with NEAT+ environmental screening.
• Certification or formal training in humanitarian programme cycle management, MEAL, or humanitarian information management.
• Experience supporting institutional donor proposals and reporting (DFAT, UN agencies) even where acquisition is led by others.
• Familiarity with the Bagmati Province context and working relationships with local government in Rasuwa and Nuwakot.

Work Base: Nuwakot District

Duration: One year

Travel and/or Work Environment

Extensive travel to Rasuwa and Nuwakot of up to 40% of working time. Field travel may involve difficult road conditions, disrupted access, remote locations and basic accommodation.

Physical Requirements

Willingness and physical ability to travel to Rasuwa and Nuwakot, including remote and disaster-affected locations, for up to 40% of working time.

Language Requirements

Excellent written and spoken English and Nepali, with a demonstrated ability to write reports for donors and external stakeholders.
