The Department of Internal Affairs is establishing a new regulator to deliver the framework introduced through the Online Casino Gambling Bill. For the first time, this will create a licensing and regulatory framework for online casino gambling in New Zealand.

The Online Gambling Team is a new team within the Regulatory Services Group. It will regulate online gambling in New Zealand, working at pace, collaborating domestically and internationally, and bring together expertise across a range of disciplines.

The role | Te tūnga

As a Senior Regulator, Online Gambling, you’ll be at the forefront of a new, high-profile regulatory framework. You’ll use your judgement and expertise to monitor, enforce and regulate Online Gambling in New Zealand, across both licensed and unlicensed markets., You’ll assess risk, make influential recommendations and take action that protects players and strengthens the integrity of the system.

You’ll track emerging trends in a rapidly evolving digital environment and build strong relationships with stakeholders across New Zealand and internationally. Your ability to engage strategically and navigate complex environments, will help shape a regulatory system that must continually adapt to new technology, and emerging risks.

You’ll contribute to investigations, support enforcement activity and help set strategic direction for a framework with national impact. This is fast paced, meaningful work where your leadership will help deliver safer outcomes for communities across New Zealand.

What you bring | Nōu te rourou

As part of a multidisciplinary team, you’ll bring a strong set of, core capabilities, and in-depth experience, in at least one specialist capability. You don’t need experience in every area, but you will demonstrate curiosity, collaboration, problem solving and sound judgment.

Core capabilities

• Deep regulatory or government experience in complex systems
• Strong analytical judgement, including the ability to interpret and apply legislation in a fast-moving, operational environment
• Strong stakeholder leadership and engagement with the ability to build trusted relationships and influence diverse partners across industry, government and international settings
• Proven collaboration skills, including, experience working with multiple government agencies and external partners to drive system outcomes
• Strategic and creative thinking, with the ability to identify risks, spot emerging trends and shape effective regulatory responses
• Clear, influential communication, enabling you to engage, educate and influence a wide range of internal and external stakeholders

Specialist capabilities (at least one)

• International collaboration and global partnerships
• Consumer protection and safe, fair experiences
• Harm minimisation using evidence-based approaches
• Data analysis and reporting and turning insights into action
• Gambling sector knowledge including industry drivers, and risks
• Financial acumen including experience in the payment’s ecosystem
• Advertising and marketing including awareness of influence and impact
• Online environment regulation and digital compliance
• Understanding of unlicensed markets, behaviours, trends and enforcement challenges

The appointing range for this role is $100,359 - $124,891.
