The Department of Community Health Sciences (CHS) is the leading unit of its type in Pakistan, recognised regionally and internationally for the relevance, quality, and extent of its work in support of public health and the development of primary health care systems. It comprises five major operational sections: Epidemiology & biostatistics, Health policy & management, Population & reproductive health, Environmental health & climate change, and non-communicable diseases & mental health.

About the Project
Aga Khan University is implementing a 12-month integrated health systems project focused primarily in Sindh, with coordinated linkages at the federal level, to strengthen health security, immunisation and disease control systems in Pakistan. The project responds to key health-system challenges, including fragmented service delivery, limited public financing, uneven subnational capacity, gaps in health information and surveillance systems, limited laboratory access, supply-chain constraints, low case detection and vaccination coverage, ongoing wild poliovirus transmission and incomplete surveillance across human, animal and environmental health.

The project will leverage and strengthen existing government systems, partnerships and platforms to deliver integrated interventions for polio, routine immunisation, tuberculosis (TB) and multidrug-resistant TB (MDR-TB). It will strengthen interoperable health information, surveillance, laboratory and supply systems, while enhancing outbreak preparedness and response through Integrated Disease Surveillance and Response (IDSR), 7-1-7, Emergency Operations Centres (EOCs), Rapid Response Teams (RRTs) and integrated human, animal and environmental health approaches.

A key focus of the project is to support sustainable, country-led systems through stronger government stewardship, domestic financing and institutional capacity. Monitoring and evaluation will serve as a core mechanism for learning and adaptive management, with real-time monitoring of implementation, outputs and outcomes to support timely course correction and continuous programme improvement. The project will also promote data triangulation, documentation of best practices and challenges, and evidence-based policy recommendations, with learning disseminated through government-led platforms and in coordination with donors, development partners and other stakeholders to strengthen alignment, continuity and sustainability.

This is a grant-funded contractual position.

Responsibilities
You will be responsible to:
• establish digital systems for project monitoring and reporting to track in real time team performance and outputs for internal reporting, and outcomes reporting to stakeholders
• support the development and review of digital M&E tools, data collection mechanisms, reporting templates, dashboards and performance-tracking systems for milestone indicators
• ensure timely delivery of project milestones and maintain effective systems for tracking deliverables, risks, dependencies and action points
• provide operational and technical support to shoot data reporting from the field
• identify implementation risks and lead the development, implementation and monitoring of mitigation measures of health data ecosystem in the province of Sindh
• provide strategic and operational leadership for project monitoring, evaluation and implementation activities
• lead the development, review and implementation of project work plans, M&E frameworks, performance indicators, targets and monitoring systems
• provide oversight of project implementation across relevant sites and ensure alignment with approved protocols, strategies, timelines and deliverables
• oversee data quality assurance, validation, analysis and interpretation to support evidence-based programme decisions
• lead periodic performance reviews with project and field teams and ensure timely identification and resolution of implementation challenges
• conduct and oversee monitoring visits, supportive supervision and implementation reviews across project sites
• analyse programme performance and provide strategic recommendations to Project Leads and senior management for course correction and improvement
• lead the preparation and quality assurance of technical, M&E, donor and management reports, presentations and project updates
• ensure appropriate documentation of project processes, achievements, challenges, lessons learned and best practices
• contribute to project planning, proposal development, budgeting and resource planning related to implementation and M&E functions, where required
• ensure compliance with institutional policies, project requirements, ethical standards, approved protocols and applicable donor requirements
• lead and support project transition, sustainability, scale-up and close-out activities, as applicable.

Requirements
You should have:
• a Master’s degree in Public Health, Epidemiology, Monitoring & Evaluation with a focus in relevant data science from an HEC recognized or reputable foreign university/institution
• at least ten years of progressively responsible experience in programme management, implementation, monitoring and evaluation, and working in the health data ecosystem of the province. Experience with donor-funded projects and donor health data reporting requirements will be highly preferred
• demonstrated experience leading M&E and implementation functions for complex, multi-site or large-scale programmes
• demonstrated experience managing multidisciplinary teams and providing technical and managerial leadership
• experience working with government, development partners, donors and other key stakeholders.
