Background

The Norwegian Refugee Council (NRC) has been present in Palestine since 2009. NRC implements programming directly and in collaboration with partners in five Core Competencies: Shelter & Site Management, Water Sanitation and Hygiene (WaSH), Information Counselling and legal Assistance (ICLA), Protection from Violence (PfV) and Education. NRC Palestine implements programming both directly as well as through a wide network of partners. Last year, NRC served nearly 600,000 unique program participants. NRC’s programming in Palestine has a strong humanitarian, protection and resilience focus that looks to meet vital needs through sustainable solutions to increase early recovery outcomes through integrated programme responses. In this complex, challenging operating environment in Palestine, NRC is working to strengthen the quality, responsiveness, integration, and sustainability of our programmes. Protection from Violence is the newest program introduced into NRC Palestine’s program portfolio.

What we are looking for

A qualified, motivated Protection from Violence Specialist who will be tasked with leading the strategic direction of the program, quality, fundraising and advocacy for the PfV program within NRC Palestine. In addition, the PfV Specialist will be responsible for mentoring, training, and capacity building of PfV teams in the West Bank and Gaza Area Offices, who deliver services on the ground.

What you will do

The role will have the following responsibilities:

• Analyse response data to produce succinct analytical Protection reports, to be shared with both external and internal stakeholders, highlighting key protection trends and concerns.
• Collaborate with other relevant internal partners, including access and advocacy colleagues and promote alignment, integration and multi-sectoral analyses and responses.
• Maintain strategic relationship with Regional Protection and Thematic Advisors to receive technical support in implementation of the PfV program including support in aligning in-country programme with Global guidelines and SOPs.
• Ensure in-country technical standards, guidance notes, and programming resources for protection of civilians programming align with NRC global standards and are adapted to the context in each Area Office.
• Assess training and development needs within the Protection from Violence teams, develop capacity building plan and implement the plan with the support of the Protection from Violence Managers or Coordinators, develop training materials based on relevant programme guidelines and SOPs and roll-out training to the Civilian Self-Protection and Individual Response Services teams.
• Any other tasks as delegated by the line manager.

What you will bring

• Minimum 4 years of experience with Protection programming in a humanitarian/ recovery context.
• A bachelor’s degree in a relevant field (law, social sciences or related disciplines). An advanced academic qualification will be an added advantage.
• Experience from working in complex and volatile contexts.
• Expertise in the field of Protection.
• Excellent understanding of key technical standards (IASC, protection mainstreaming, IHL, gender and humanitarian principles, donor markers on gender and disability etc.) and a demonstrated ability to integrate them into programming.
• Knowledge of the Palestine humanitarian context.
• Experience with scale-up of projects and emergency contexts.
• Experience in the design and delivery of team capacity strengthening, including remote coaching, mentoring and training.
• Experience with remote management and working modalities.
• Fluency in English, both written and verbal.
• Previous experience of coordinating multi-agencies forum.
• Knowledge of Arabic language, written and verbal, is an advantage.
