Position Overview

The OPD Manager is responsible for the effective coordination, supervision, and delivery of high-quality nursing midwifery and clinical services within the Outpatient Department. The position ensures that patients receive safe, timely, respectful, and evidence-based care while maintaining appropriate clinical standards, infection prevention practices, accurate documentation, and efficient patient flow.

The Manager provides leadership to the OPD; smooth running and oversight of all services delivered there; supports staff development; monitors service quality; and works closely with clinicians and other departments to ensure continuity of patient care.

Essential Duties and Responsibilities:

1. Clinical Practice and Management.

• Ensure proper triage and prioritization of patients according to clinical urgency.
• Ensure patients receive appropriate midwifery and nursing assessment, treatment, monitoring, education, and follow-up.
• Support the management, package of care of maternal, newborn, reproductive, child health, and general outpatient cases as applicable.
• Coordinate and supervise daily nursing and midwifery activities within the OPD.
• Ensure compliance with approved clinical national and international guidelines, protocols, and standards.
• Identify deteriorating or high-risk patients and ensure timely referral or escalation
• Monitor patient flow from registration and triage through consultation, treatment, referral, and discharge.
• Identify and address delays, bottlenecks, and gaps in OPD service delivery.
• Coordinate with doctors, laboratory, pharmacy, radiology, emergency, and other departments to ensure continuity of care.
• Promote respectful, confidential, patient-centered care.
• Support mechanisms for receiving and addressing patient feedback and complaints.

1. Maternal and Reproductive Health

• Ensure quality antenatal, postnatal, family planning, other reproductive health services, such as Cervical Cancer Screening and treatment, AYFS and Gynecological clinic
• Promote respectful maternity and reproductive health care.
• Support maternal and newborn health education and counselling for clients and their supportive others
• Ensure linkage and measurable referral pathways between the OPD and the PHUs within the District
• Coordinate the OPD Team and participate in the Outreach Clinics as needed
• Continuously evaluate the services provided at the OPD and increase/improve as needed
• Implement Group ANC and other innovative practices that have been shown to improve care
• Ensure adherence to relevant national and international facility-specific maternal and newborn care protocols.

1. Medicines, Equipment, and Supplies

• Monitor the availability and appropriate use of essential medicines, nursing supplies, and equipment in the OPD.
• Ensure proper storage, handling, and accountability of medicines and supplies within the nursing area.
• Report stock-outs, damaged equipment, and other resource gaps promptly and ensure that these are responded to in a timely manner
• Participate in inventory checks and stock management.
• Ensure equipment is properly maintained and functional, all faults reported and track the necessary medial actions.

1. Staff Supervision and Leadership

• Supervise, coordinate, and provide professional leadership to OPD nursing and midwifery staff.
• Prepare duty rosters and ensure adequate staffing coverage.
• Monitor staff attendance, punctuality, performance, and professional conduct.
• Conduct regular staff meetings and clinical briefings.
• Delegate responsibilities appropriately and monitor completion of assigned duties.
• Provide coaching, mentorship, and supportive supervision to staff.
• Identify training needs and participate in staff capacity-building activities.

1. Skills Training and Competency Development

• Promote a culture of continuous learning, accountability, and professional development.
• Mentor newly recruited, staff, midwives, interns, students, and junior staff allocated to the OPD.
• Identify individual learning needs and develop targeted improvement plans

1. Quality Assurance and Patient Safety

• Monitor adherence to nursing and midwifery standards and facility policies.
• Conduct regular clinical audits and quality improvement activities.
• Monitor and report adverse events, incidents, near misses, and other patient-safety concerns.
• Ensure appropriate documentation and reporting of clinical activities.
• Participate in morbidity and mortality reviews and other clinical review meetings where required.
• Promote continuous improvement of OPD services.
• Support data collection, analysis, and use of findings to improve maternity outcomes.
• Promote patient safety practices, infection prevention, respectful care, and effective communication.
• Encourage teamwork and multidisciplinary collaboration among healthcare providers.
• Support implementation of patient-centered care approaches.
• Support the Education Team and actively participate in the academic accreditation process of KGH

1. Supervision and Performance Support

• Provide constructive feedback to midwives and maternity staff based on clinical observations.
• Support staff performance improvement plans where required.
• Collaborate with nurse managers, supervisors and nurse educator to address clinical competency gaps.
• Promote professional ethics, accountability, and adherence to regulatory standards.

1. Administration and Compliance

• Ensure compliance with facility policies, national health regulations, professional standards, and applicable legal requirements.
• Participate in departmental planning, budgeting, and resource allocation.
• Contribute to development and review of SOPs, guidelines, and work plans.
• Work collaboratively with the Nursing and Clinical Teams and Hospital Committees as needed
• Participate in clinical meetings, morbidity and mortality reviews, and professional development forums.
• Represent the OPD nursing/midwifery team at relevant management and clinical meetings.

1. Data Management and Reporting

• Maintain accurate records of:
  • Staff trained and mentored
  • Clinical competencies achieved
  • Training evaluations
  • Mentorship activities
  • Improvement outcomes
• Prepare monthly and quarterly reports on clinical education activities.
• Support monitoring and evaluation of maternity workforce development programs.
• Ensure National policies are adhered to by all staff and report any non-compliance as necessary.
• Contribute to the development of national and local policies and guidelines where applicable.

Education and Work Experience Requirements:

Education

• Bachelor’s degree in Midwifery or Nursing and Midwifery.
• Master’s degree or equivalent in Midwifery or Public Health (Reproductive and Child Health focus)
• Post graduate degree or equivalent in Sexual and Reproductive Health is a distinct advantage
• Valid registration to practice as a Midwife with the Nursing and Midwifery Council from your country

Experience

• Minimum of 7 years clinical midwifery experience as a practicing Midwife, preferably in a busy referral maternity facility
• The last 2 of which should have been at Manager level or equivalent preferably in a Maternity Out Patient Department or similar service provision
• Demonstrated experience in:
  • Clinical Midwifery practice in Reproductive Health, Antenatal and Postnatal Care
  • WHO recommendations on ANC for a positive pregnancy experience
  • WHO recommendations on maternal and newborn care for a positive postnatal experience
  • Early pregnancy complications
  • Antenatal screening
  • Family Planning
  • Cervical Cancer Screening and Treatment
  • Quality improvement initiatives
  • Staff training and capacity building
  • Clinical audits and guideline implementation
  • Proven experience in autonomously managing teams and programs
  • Departmental resource mobilization and management
• Experience working in resource-limited healthcare settings is desirable.

Required Skills and Competencies

Clinical Competencies

• Strong knowledge of current midwifery practices and evidence-based reproductive, adolescent, maternal and newborn care.
• Demonstrable practical and theoretical knowledge in managing obstetric emergencies and ANC/PNC Care package
• Ability to demonstrate and teach clinical procedures effectively to a range of learners
• Ability to work autonomously setting own targets and measuring performance against these targets
• Excellent interpersonal and communication, conflict-resolution and multi-disciplinary liaison skills.
• Negotiation and persuasion skills
• Accurate documentation with attention to detail and proficiency in Electronic Medical Records systems
• Exemplary demonstration of the Code of Conduct and Ethics of a Registered Midwife and can clearly be seen to lead by example
• The position involves working in a busy outpatient healthcare environment and may require extended hours, weekend and public-holiday duties.
