Digital Health Implementation Lead

Palladium is seeking to recruit a Digital Health Implementation Lead for an upcoming USG-funded project in Eswatini.

Primary Duties and Responsibilities:

  • Lead the planning, coordination, and execution of the national Electronic Medical Record (EMR) scale-up across Eswatini known as CMIS, ensuring implementation milestones, deployment targets, quality standards and project timelines are achieved in accordance with Ministry of Health priorities and project objectives.
  • Manage the delivery of project activities against approved annual, quarterly and monthly work plans, ensuring effective resource allocation, milestone tracking, risk mitigation and timely achievement of key deliverables.
  • Serve as the primary focal point for collaboration with the Ministry of Health, regional health management teams, implementing partners and other stakeholders, facilitating decision-making, resolving implementation bottlenecks and accelerating progress toward deployment targets.
  • Provide strategic oversight of facility and regional implementation activities, ensuring compliance with national digital health standards, project requirements, quality assurance protocols and established implementation schedules.
  • Establish and maintain a robust national EMR support, maintenance and asset management framework, including inventory management, system performance monitoring, upgrade planning, and sustainability mechanisms to support long-term operations.
  • Lead capacity strengthening efforts for Ministry of Health personnel and regional implementation teams through structured training, mentorship, coaching and knowledge transfer initiatives to ensure local ownership and sustainability of CMIS operations.

Key Performance Expectations:

  • Achievement of national CMIS rollout targets within agreed timelines.
  • On-time completion of quarterly and annual implementation milestones.
  • Successful deployment and operationalization of CMIS systems at prioritized facilities.
  • Capacity transfer and transition of implementation ownership to Ministry of Health structures.
  • Effective management of project risks, issues and dependencies.
  • Timely submission of quality implementation reports and performance updates.
  • Maintenance of high stakeholder satisfaction and strong collaboration across government, partner, and project teams.

Required Qualifications:

  • Bachelor’s degree in information technology, Computer Science, Health Informatics, Project Management or a related field.
  • Minimum of 7 years' experience managing digital health, health information systems or ICT projects.
  • Demonstrated experience leading large-scale, multi-site implementations and delivering project milestones within defined timelines.
  • Proven ability to manage multidisciplinary teams, partners, vendors and government stakeholders.
  • Experience working with Ministries of Health and health sector partners.
  • Strong project management, planning, risk management, and reporting skills.
  • Working knowledge of EMRs, health information systems, database management, and ICT infrastructure.
  • Excellent communication, stakeholder engagement and problem-solving skills.
  • PMP, PRINCE2, or equivalent project management certification is an added advantage.
  • Written and verbal proficiency in English; Siswati is an added advantage.
  • Must be legally authorized to work in Eswatini.

Interviews will be conducted on a rolling basis.
