The MEAL Officer, based in Kharkiv, operates under the technical guidance of the MEAL Coordinator and works closely with programme teams, field staff and implementing partners to support effective implementation of NRC’s MEAL systems throughout the project cycle. The role contributes to the development and application of MEAL tools and methodologies, assessments, outcome monitoring, data quality assurance, reporting and analysis. The position also supports partner and staff capacity development and contributes to organisational learning and continuous improvement of programme quality.
Generic Responsibilities:
- Adherence to NRC policies, guidance, and procedures, including national legislation, EU General Data Protection Regulation, and NRC policies regarding data security, data protection, and data-sharing.
- Ensure compliance with NRC strategy, tools, handbooks, guidelines, and standards.
- Provide technical support on the implementation of MEAL plans and guidelines at the Area of Office level.
Specific responsibilities:
Ensure follow up of the MEAL processes and tools during all the project life time.
Develop and support implementing partners to develop MEAL tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting.
Provide capacity building to local partners on MEAL processes and tools.
Ensure that Programme MEAL Work Plans, are developed and up-to-date.
Ensure that monitoring data are reported in a timely manner to the relevant reporting systems/tools such as GORS, ITT, etc.
Support the project teams to improve quality of monitoring and accurate reporting, including training on MEAL tools.
Support the project teams during implementation of field activities including assessment, registration, distribution etc.
Support in developing data collection methodology and tools.
Support in different type of data collection including PDMs, using mobile data collection methods, outcome measurement, training and supervising of enumerators, data entry and analysis.
Maintain accurate documentation related to the MEAL system (e.g. monitoring reports, data collection tools/methodologies, indicator profiles, MEAL Matrices/Work Plans, documented calculations of indicators) and
ensure its proper filing.Support in implementing other MEAL activities, as needed.
Support the implementation and continuous improvement of MEAL plans, systems, tools and methodologies across projects;
Collect, analyse and report monitoring data and ensure timely submission to relevant systems such as GORS and ITT;
Support assessments, PDMs, outcome monitoring and other data collection exercises using qualitative, quantitative and mobile data collection methods;
Develop and maintain MEAL documentation, monitoring tools, indicator profiles and work plans;
Support the project teams to improve quality of monitoring and accurate reporting, including training on
MEAL tools.Provide technical guidance and training to programme teams, enumerators and implementing partners;
Support field-level monitoring activities; contribute to data quality assurance, analysis, reporting and learning;
Support in implementing other MEAL activities, as needed;
Bachelor’s degree in social sciences, statistics, sociology, business administration, economics, computer science or another relevant field;
Minimum of 1–3 years of experience in Monitoring and Evaluation, data collection, data analysis or a similar role, preferably within a humanitarian or recovery context;
Strong knowledge of MS Office, particularly Excel, and experience with mobile data collection tools such as KoBoToolbox are required;
The candidate should have knowledge of qualitative and quantitative research methods, strong analytical, problem-solving and communication skills, and the ability to analyse and document lessons learned;
A high level of written and spoken English and Ukrainian;
Ability to work independently under pressure and meet deadlines in a multitasking environment is also required.
