General Summary:

The Finance Director provides leadership and comprehensive operational oversight for the finance teams responsible for Budget Management, Accounts Payables, Accounts Receivables, Settlements, Journal Entries / General Ledger, and Investment Decisions. Reporting directly to the COO, this position manages a highly visible, mission-critical team responsible for ensuring that all departmental functions, procedures, and workflows are executed with efficiency, accuracy, and full compliance with County policies, state and federal regulations, and established financial standards.

The Director plays a central role in driving continuous process improvement, strengthening internal controls, and enhancing service delivery. This includes developing budget forecasts, guiding responsible long-term financial planning, and ensuring stewardship of all our public resources, including our general funds, grant restricted funds, and additional special funds. This role fosters strong collaboration with OMB and other County departments to promote data-driven decision-making and strategic planning. Duties include, but are not limited to:

Duties and Responsibilities:

  • DepartmentalLeadership & Oversight
    • Ensure alignment with departmental goals, regulatory requirements, and operational best practices.
    • Set clear performance expectations, monitor workload distribution, and foster a culture of accountability, collaboration, and continuous improvement.
  • Budget Development & Management
    • Oversees and guides HCAO’s annual operating and capital budget development process, ensuring consistency, accuracy, and adherence to County requirements.
    • Provides direction to the Budget Manager while ensuring effective budget monitoring, variance analysis, and mid-year adjustments.
    • Reviews and validate revenue forecasts, expenditure trends, and departmental budget submissions to support sound financial planning and resource allocation.
  • Financial Planning & Forecasting
    • Leads multi-year financial planning and forecasting efforts to support organizational strategy.
    • Develops frameworks, standards, and best practices that strengthen internal controls, improve financial accuracy, and enhance transparency.
    • Drives department-wide initiatives that improve financial processes, data integrity, and report quality across all finance functions.
  • Financial Analysis & Reporting
    • Directs high-level financial analysis to support executive decision-making, including cost-benefit assessments, program evaluations, and operational efficiency studies.
    • Oversees the development of dashboards, financial models, and executive-level reports. Ensure accuracy, clarity, and timeliness of financial information provided to internal leadership, elected officials, and external agencies.
  • Capital Planning & Infrastructure Funding
    • Supports capital improvement planning and execution by coordinating with Engineering, Facilities, and external partners to validate project costs and long-term financial feasibility.
    • Oversees the financial review and analysis of investment memos, major initiatives, and cross-department proposals and confirm that project proposals, cost estimates, and funding strategies align with long-term financial plans.
  • Commissioners Court Support
    • Collaborate with internal teams and executive leadership to ensure financial components of policies, court submissions, and organizational initiatives are accurate, compliant, and aligned with County requirements.
    • Review and validate financial content for Commissioners Court items, investment memos, and other strategic submissions to ensure consistency, fiscal responsibility, and clarity before final approval.
  • Workforce Planning & HR Partnership
    • Maintain a structured partnership with Human Resources to stay informed of staffing changes, position actions, compensation adjustments, and workforce trends.
    • Hold regular meetings with HR to ensure accurate personnel forecasting, alignment with budget assumptions, and proactive identification of financial impacts related to staffing decisions.
  • Audit Management & Compliance
    • Respond to audit inquiries, oversee walkthroughs, and ensure documentation meets County legislative and regulatory standards.
    • Implement corrective actions and strengthen controls based on audit findings.

Education and Experience:

  • Bachelor’s degree in accounting, finance, or a closely related field from an accredited college or university.
  • Minimum of seven (7) to ten (10) years of comprehensive financial management experience overseeing accounting, investments, debt, grants, and financial reporting for large scale operations.
  • Proven experience leading multidisciplinary finance teams and advising elected officials or senior executives on policy, strategy, and compliance issues.
  • Demonstrated ability to develop long-range financial forecasts and guide fiscal policy.

Knowledge, Skills, and Abilities:

  • Government accounting principles — Deep knowledge of GASB standards, fund accounting, and financial reporting requirements. Knowledge of investment strategies, liquidity management, and Harris County cash flow operations ideal.
  • Public budgeting and fiscal policy — Understanding of multi year forecasting, capital planning, and statutory budget constraints.
  • Debt management — Familiarity with bonds, credit ratings, and long term financing strategies.
  • Internal controls — Understanding purchasing laws, audit standards, and risk mitigation.
  • Grant compliance — Knowledge of federal/state grant rules, reporting, and allowable costs.
  • and administrative environment — Awareness of how elected officials, public expectations, and statutory requirements shape financial decisions.
  • Proficiency in accounting software and investment analytics tools, advanced Excel skills.

Located in downtown Houston, HCAO serves as the chief civil law office for Harris County, Texas’s largest county. The office represents Harris County government, the Harris County Flood Control District, the Harris County Toll Road Authority, and multiple emergency network agencies in civil legal matters. About County Attorney Abbie Kamin:
Harris County Commissioners Court appointed Abbie Kamin to serve as County Attorney. She took office on June 15, 2026. Kamin is a native Houstonian, attorney, and public servant who has represented District C on Houston City Council since 2020. Prior to her service on City Council, she practiced law with a focus on general civil litigation and civil rights litigation, including work involving voting rights and Title IX matters. She also served as Associate Regional Director for the Anti-Defamation League’s Southwest Region and previously worked in Texas Legislature. She earned her J.D., cum laude, from American University Washington College of Law and her B.A., cum laude, from Tulane University. County Attorney Kamin leads the office with a focus on effective legal representation, sound public administration, professionalism, and service to Harris County residents.

Position Type and Typical Hours of Work:

  • This is an in office full-time position.
  • Days and hours of work are typically Monday through Friday, 8:00 AM to 5:00 PM, with occasional weekends and holidays as necessary.
  • Hours may vary based on the business needs of the HCAO.

Work Environment, Physical, and Mental Demands:

  • This job operates in a professional office environment, and the individual in this role uses standard office equipment such as computers, printers, scanners/copiers, and phones.

Compensation:

  • The base compensation for this position will be commensurate with experience and determined based on the candidate’s qualifications and the pay of other employees in the job function. Total compensation includes paid leave programs, health benefits, and retirement plans.
  • In addition, the position is eligible for the accrual of compensatory time off for hours worked over 40 in a workweek, consistent with Harris County personnel policies and procedures.

Employment may be contingent on passing a drug screen and meeting other standards.
