Head of QHSE P&T

Responsibilities and duties:

Ground-Level Strategic Execution:

  • Partner directly with the Country QHSE Director to co-develop site strategies, then take full ownership of execution on the ground.
    • Translate executive QHSE goals into practical, field-ready workflows, daily toolbox briefings, and active yard coaching.
    • Establish, implement, and proactively lead the review of QHSE processes, procedures, standards, and initiatives to continually improve business performance under the Integrated Management System for ISO 9001 (Quality), ISO 14001 (Environment), and ISO 45001 (Safety). Add/upgrade certification as and when required.

Peer Authority Over Operational Management:

  • Serve as a direct, high-ranking counterpart to Port Operations Managers, holding the organizational weight required to enforce stop-work authority.
    • Resolve production-versus-safety conflicts and protect safety protocols during peak throughput periods.
    • Hold authority to issue directives to all personnel to rectify unsafe behaviors and practices, and to take necessary action on QHSE matters across the Port & Terminal business.

Unified QHSE Governance Across Complex Interfaces:

  • Integrate quality, environmental, and occupational safety functions under a single point of accountability to govern high-hazard port activities, including quay crane logistics, hazardous cargo handling, contractor management, and dense yard traffic.
    • Plan and conduct management reviews and internal audits, and coordinate external third-party certification audits, in the capacity of Management Representative (MR), reporting on management system performance to achieve continual improvement.
    • Ensure proper adherence to the ICAM procedure for incident investigations and implement effective control measures for closure of identified gaps to prevent recurrence.
    • Evaluate and ensure emergency response preparedness through regular emergency mock drills and upkeep of emergency response procedures.
    • Coordinate with all governmental authorities related to QHSE to secure required approvals.

Proactive Culture & Executive Risk Reporting:

  • Drive the site-wide shift from reactive compliance to proactive risk prevention by building a non-punitive reporting culture across all organizational levels.
    • Play a lead role in promoting and developing a safe work culture that embraces zero harm through health, safety, and environmental awareness, stimulating active involvement and interaction at all organizational levels.
    • Conceive, lead, and implement the QHSE improvement plan and initiatives in coordination with line management to meet annual objectives, including facilitation of appropriate QHSE programs.
    • Plan and conduct monthly QHSE committee meetings to measure QHSE performance and appraise management on improvements to achieve operational efficiency.
    • Monitor, collate, and analyze data for trend analysis and statistics at regular intervals, delivering clear, data-driven performance metrics directly to the Country QHSE Director.
    • Provide advice and support to line management for conducting risk assessments and ensuring operational risks are proactively and appropriately managed.

Qualifications and Certificates:

  • Educational degree is a must (Science – Engineering – Agriculture ) or related .
  • Post Graduate qualification in Safety
  • NEBOSH Diploma in managing Health and Safety or equivalent certification.
  • Lead Auditor certification
  • Driving License

Experience and Knowledge:

  • +15 work experience in the field of QHSE including minimum 8 years in Management & Leadership.
  • Preferred Port and Terminals, Oil & Gas, FMCG, and Petroleum background
  • Knowledge of ISO and other International Standards related to Quality, Environment and Occupational Health & Safety

Skills and Abilities:

  • Proficient in Microsoft Office applications.
  • Demonstrates strong planning, analytical, and organizational skills.
  • Exhibits excellent communication skills in both English and Arabic.
  • Possesses a high command of English, both in oral and written forms.
  • Displays strong initiative and self-motivation.
  • Exhibits exceptional problem-solving abilities.
  • Demonstrates effective communication skills
