The next Public Works Superintendent will have the opportunity to provide leadership, develop strategic vision for the Department, and to foster a collaborative, professional, and safe environment across experienced Public Works teams. The Public Works Superintendent reports to the Infrastructure Program Manager and is responsible for leading and coordinating aspects of the City’s infrastructure and essential services. This position is an essential personnel position, the incumbent must be available during emergency events including but not limited to winter storms, coastal storms, and special community events.
The Opportunity
Perform technical condition assessments of public infrastructure assets and oversee major street resurfacing initiatives; analyze data to recommend prioritized projects with accurate cost estimates for funding and inclusion in the multi-year Capital Improvement Program (CIP).
Supervises, coordinates, and reviews the work plan for assigned maintenance services and activities; assigns work activities and projects; monitors workflow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
Oversees contractors working for the City involving paving, sidewalk maintenance, and/or other public works maintenance contract services; ensure compliance with specifications. Secures grant funding and coordinates with the Virginia Department of Transportation (VDOT) Local Programs, Transportation Improvement Board (TIB) and other grant funding agencies to administer grant funds; manages county, state, and federal grants; tracks and monitors grant and mitigation funds. Develops and maintains the Pavement Condition Index (PCI) model and multi-year resurfacing schedule.
Provides construction management and field inspection services to ensure compliance with plans and specifications, check submittals and progress payments, manage schedules and budgets, and ensure public safety.
Prepares reports on maintenance operations and activities; estimates and materials, parts, and supplies in accordance with established procedures; obtains prices and bids and prepares purchase order requests as necessary.
Coordinates and collaborates with other functional departments to ensure that the Public Works Department goals and objectives are properly aligned with those of the City.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Take charge during emergencies, assess risks, act fast, and recommend decisive solutions that protect employees and keep operations running.
Elevate workplace excellence by implementing training programs and driving improvements in work quality, customer service, and employee satisfaction.
Respond to emergencies including call-back and mandatory overtime as needed (i.e., snow removal operations, watermain breaks, other emergencies).
Performs related duties as assigned.

Examples of duties
A High School diploma or GED supplemented by construction trade school courses; three (3) years of experience in all phases of street construction and repair or sewer construction and repair, including some experience as a construction Labor Supervisor; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
The employee must possess a valid driver’s license issued by the state of their residence; thorough knowledge of hazards involved and safety precautions to be taken; ability to perform technical inspections of public and private construction sites; ability to supervise and evaluate the work of others; ability to communicate clearly and effectively, both orally and in writing; physical ability to perform tasks often under adverse weather conditions.
Qualifications
Preferred qualifications for theideal candidate will have the following:
Demonstrated leadership ability with strong written and oral communication skills.
Knowledge of Federal, State, and local regulations governing public works projects.
Strong construction project management experience.
Detail-oriented with the ability to prepare clear, concise, and accurate reports.
Strong and effective presentation skills
Critical thinker with the ability to remain objective, analyzing the facts, and evaluating options.
Effective negotiator with the skills and knowledge of techniques required to leverage contract terms.
Associate's Degree in Project Management, Construction Management, Business, or a closely related field is preferred.
VDOT Asphalt Field I and II Certifications or ACI concrete certification.
