Technical Project Manager, Data Center

The Technical Project Manager , Data Center will oversee the delivery of data center projects, including design review, construction, commissioning, and operational handover. This role ensures that all engineering, construction, and operational requirements are met on time, within budget, and according to quality and compliance standards.

The position involves close coordination with multi-disciplinary teams – mechanical, electrical, plumbing (MEP), civil, electrical, IT infrastructure, security and operations – to deliver hyperscale, colocation, and enterprise data centres. For the Cikarang portfolio (JKTxx Sites), this includes direct technical ownership of environmental and development permitting (AMDAL, PBG, PB, SLF), ensuring permitting risk is managed internally with full project context rather than outsourced to a party without that context.

This role is ideal for candidates with strong mechanical and electrical expertise, hands-on experience in hyperscale and Tier III+ data centers, and proven project management leadership.

While the position is based in our Cikarang data center campus, there is travel required across Indonesia and potentially other countries within Southeast Asia.

Responsibilities

Project Management & Execution

• Lead full project lifecycle: planning, design, procurement, construction, commissioning, energization, and handover.
• Develop, monitor, and maintain master project schedules, budgets, and resource plans.
• Establish project governance framework, reporting cadence, and executive dashboards.
• Identify project risks, maintain risk registers, implement mitigation strategies, and escalate critical issues.
• Manage contract administration, variation orders (VO), claims assessment, and commercial negotiations.
• Ensure contractor compliance with contractual milestones, performance guarantees, and LD provisions.
• Support procurement strategy including evaluation of EPC / D&B / CM delivery models.
• Manage long-lead equipment procurement (transformers, generators, UPS, chillers) including FAT oversight.
• Prepare and present progress reports, KPIs, cost forecasts, and milestone updates to senior management and stakeholders.

Engineering & Technical Oversight

• Review, approve, and coordinate technical designs: electrical, mechanical, HVAC, fire protection, security, and IT infrastructure.
• Validate system redundancy (N+1, N+2, 2N, 2N+1) and operational reliability requirements.
• Ensure compliance with local regulations, utility requirements, and international standards (Uptime Tier III/IV, NFPA, IEC, TIA, ISO).
• Coordinate with utility providers for grid interconnection, energization, and regulatory approvals.
• Oversee HV/MV infrastructure delivery, protection coordination, and energization strategy.
• Supervise Testing & Commissioning (Level 1–5) including IST, FMEA validation, black building tests, and reliability verification.
• Review power system studies (short circuit, load flow, arc flash) and reliability analysis.
• Oversee vendor, contractor, and consultant performance to meet technical specifications and project objectives.

Commercial & Financial Control

• Monitor CAPEX budgets, cost forecasts, and financial controls.
• Track procurement schedules and mitigate supply chain risks.
• Review progress payment certifications and contractor claims.
• Ensure performance bond, insurance (CAR/EAR), and risk transfer compliance.
• Participate in tender evaluations and contract award recommendations.

Team Leadership & Stakeholder Management

• Lead multi-disciplinary project teams, contractors, consultants, and internal engineers.
• Act as primary interface between clients, suppliers, utility authorities, and internal teams.
• Mentor junior engineers and project staff, fostering knowledge transfer and operational excellence.
• Ensure seamless communication and coordination across all stakeholders.
• Support Director of Engineering in strategic planning and executive reporting.

Environmental & Permitting Compliance

• Lead and coordinate the end-to-end AMDAL process for JKTxx (items 9a–9k), including AmdalNet registration, Public Announcement, Public Consultation/Hearing (Konsultasi Publik), village/sub-district recommendations, Terms of Reference (Kerangka Acuan), wastewater technical approval (Pertek BMAL), emissions technical approval (Pertek Emisi), hazardous waste technical requirements (Rintek B3), ANDAL assessment/hearing, RKL-RPL, and Environmental Approval issuance.
• Establish and document the permitting responsibility matrix between GTN/EdgeConneX, landlord/estate management, utility providers, contractors and consultants, including clear ownership, dependencies, submission responsibilities and approval interfaces.
• Develop, maintain and coordinate RKL-RPL / UKL-UPL and associated environmental documentation, ensuring alignment between approved environmental commitments, design development and actual construction activities.
• Lead coordination of PBG and associated building approval technical packages, and track SLF readiness throughout construction, testing, commissioning and handover.
• Coordinate other applicable business, environmental, utility and statutory permits/approvals, including identifying any new requirements arising from design or scope changes.
• Act as the primary technical interface with the permitting consultant and relevant government/regulatory authorities, including DLH, local government and other applicable agencies, coordinating with GTN Legal where legal interpretation or formal corporate representation is required.
• Maintain a live master permit tracker as the single technical source of truth for JKTxx, covering submission dates, authority comments, outstanding information, responsible PIC, target approval dates, validity/expiry dates, dependencies and risks to the project program.
• Maintain a complete permit evidence and correspondence register, including submissions, approvals, authority comments, meeting minutes, commitments and supporting technical documentation.
• Integrate permitting milestones and dependencies into the overall project program, identify critical-path permitting risks and escalate potential impact to construction, energization, commissioning and RFS dates to APAC Engineering leadership.
• Ensure construction activities remain within the scope and conditions of approved permits. Assess design, construction or operational changes for potential permit/AMDAL impact before implementation.
• Provide technical risk assessments for permitting and compliance gaps and develop mitigation/recovery plans with consultants, contractors and relevant stakeholders.
• Coordinate environmental compliance obligations during construction, including wastewater, emissions, noise, hazardous waste (B3), construction waste, environmental monitoring and reporting, as applicable.
• Support environmental, health and safety (EHS) initiatives and ensure statutory and environmental commitments are maintained throughout the design, construction, commissioning and operational handover lifecycle.
• Coordinate permit close-out, renewal and transition to Operations, including handover of permits, conditions, monitoring obligations, expiry/renewal dates and regulatory reporting requirements.
• Lead and coordinate community and local stakeholder engagement associated with permitting and construction, including village/sub-district leadership, surrounding residents, estate management and other affected stakeholders.
• Act as the GTN/ECX local point of contact for community matters, ensuring concerns, complaints and commitments are formally recorded, assigned, tracked and closed.
• Coordinate with consultants and contractors to ensure consistent communication with communities and authorities and prevent unauthorized commitments being made on behalf of GTN/ECX.
• Maintain a community/stakeholder engagement and commitment register, including issues raised, agreed actions, responsible PICs and closure dates.
• Enforce adherence to ECX engineering standards, corporate governance and safety requirements, and support QA/QC inspections where required to verify that installed works remain consistent with approved designs and permit conditions.
• Lead and coordinate community engagement activities, including consultation with local communities and obtaining required recommendations/support from village and sub-district authorities.
• Act as the primary local point of contact for community engagement, proactively addressing and coordinating the resolution of community concerns, issues, and feedback related to project activities.

Operation and Handover

• Facilitate smooth transition to operations including as-built documentation, SOPs, MOPs, EOPs, and asset registers.
• Ensure operational readiness, maintainability, and uptime SLA compliance.
• Support training of O&M teams and post-handover stabilization.
• Validate performance metrics including PUE, WUE, and system reliability KPIs.

Education & Certifications

• Bachelor's degree in electrical, Mechanical, or Building Services Engineering.
• Preferred: CDCP, PMP, ATD (Accredited Tier Designer).
• Professional certification in environmental management/AMDAL (e.g., AMDAL Penyusun certification) an advantage.

Experience

• Minimum 10 years in data center construction, commissioning, or hyperscale infrastructure projects.
• Experience with 150kV grid intake and campus-scale developments preferred.
• Proven delivery of large-scale Tier III+ or hyperscale DCs (50 MW+) in SEA
• Hands-on experience with critical systems: chillers, CRAH/CRAC, UPS, generators, LV/MV electrical distribution, BMS/SCADA, fire protection systems.
• Experience managing EPC / D&B contractors and complex stakeholder environments.
• Experience managing AMDAL and Indonesian development permitting processes (AMDAL, PBG, PB, SLF), ideally for industrial, data center, or large infrastructure projects in West Java/Bekasi.
