Senior Project Controls Specialist

Job Overview:

Provide independent measurement, verification, and reporting of fabrication quantities and progress to support project controls, commercial management, forecasting, invoicing, claims, and change management. Ensure all work quantities are accurately measured and aligned with project budgets, schedules, and contractual requirements.

Key Tasks and Responsibilities:

  • Quantity Measurement & Verification
    • Verify quantities from IFC/AFC drawings, MTOs, isometrics, and fabrication drawings.
    • Measure and maintain quantities for:
      • Structural steel (tonnes)
      • Piping (Dia-Inch and weld counts)
      • Equipment installation
      • Electrical cable and tray quantities
      • Instrument installation quantities
      • Painting and coating areas
      • Insulation quantities
      • Reconcile engineering MTOs against fabrication quantities.
      • Maintain quantity databases and measurement rules.
  • Progress Measurement & Earned Value
    • Develop quantity-based progress measurement systems.
    • Validate contractor and production progress claims.
    • Calculate earned quantities and earned manhours.
    • Support weekly and monthly progress reporting.
    • Ensure progress reflects actual physical completion rather than subjective assessments.
    • Support EPC progress curves and earned value calculations.
  • Change Management
    • Quantify scope growth and design changes.
    • Support Management of Change (MOC) processes.
    • Assess quantity impact of revised drawings.
    • Provide quantity support for variation orders and client change requests.
    • Develop quantity-based estimates for change proposals.
  • Cost & Commercial Support
    • Prepare Bills of Quantities (BOQ).
    • Develop unit-rate databases.
    • Support cost engineers in estimating fabrication costs.
    • Validate subcontractor quantities and invoices.
    • Support Value of Work Done (VOWD) calculations.
    • Assist with cost forecasting and project reporting.
  • Claims & Contract Administration
    • Maintain quantity records supporting claims and EOT submissions.
    • Quantify disruption and scope increase impacts.
    • Support commercial negotiations with clients and subcontractors.
    • Maintain audit trails for contractual quantity changes.
    • Support final account reconciliation.
  • Reporting
    • Weekly quantity progress reports.
    • Earned quantity dashboards.
    • Quantity growth reports.
    • Productivity analysis (MH/DI, MH/Ton, MH/Unit).
    • Forecast-at-completion quantity reports.
    • Quantity reconciliation between Engineering, Procurement, and Fabrication.

Essential Qualifications and Education:

  • Bachelor’s Degree in Business, Engineering, Construction Management, Project Management or a related field.
  • Minimum of five (5) years of relevant experience in Project Controls, Cost Engineering, or Financial Analysis within an EPC or project-driven environment.
  • Proficiency in general office productivity tools, particularly spreadsheets, word processing, and presentation software.
  • Strong understanding of project controls principles, including cost control, scheduling, forecasting, and performance measurement.
  • Demonstrated ability to work independently while also leading collaborative efforts across global, multidisciplinary teams.
  • Strong critical thinking, problem-solving, and attention to detail, with the ability to manage competing priorities in a fast-paced environment.
