Organizational Context and Scope

Under the overall supervision of the Resource Management Officer (RMO) and the direct supervision of the Resource Management Specialist, the Finance Associate will be responsible and accountable for supporting the unit's financial operations, budget monitoring, accounting processes, and financial reporting in accordance with IOM policies and procedures.

  1. Assist in managing financial resources by monitoring and controlling assets, reserves, funds, supplies, etc. in accordance with IOM rules and regulations.
  2. Assist in preparing annual budget submission including estimating staff cost as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.
  3. Extract and input data from various sources in financial or accounting systems.
  4. Assist providing guidance in accounting, budget and financial related issues.
  5. Prepare bank, cash, vendor, and general ledger reconciliations and investigate discrepancies when required.
  6. Assist in the preparation of monthly, quarterly, and annual financial reports, budget monitoring reports, and donor financial reports.
  7. Reviews all types of payments starting from purchases to payment requests verifying that they are duly authorised and all the supporting documents are attached therewith.
  8. Create new Vendor Accounts in Wave.
  9. Verify vendor claims for accuracy and conformance with IOM finance policies and instructions.
  10. Perform claim verifications against documentation to ensure that purchases/services are properly authorised and that the goods have been received or services rendered.
  11. Assist in the preparation of accounting, financial, statistical reports and other reports as required.
  12. Provide assistance to all staff services such as travel, expense claims, document retrieval, etc.
  13. Assist in the preparation of the annual income tax exemption declarations for staff.
  14. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards.
  15. Responsible for the Petty Cash of the office.
  16. Perform such other relevant duties as maybe assigned.

Required Qualifications and Experience

Education

  • Bachelor’s degree in Business Administration, Accounting, Finances, or a related field field from an accredited academic institution with three years of relevant professional experience; or,
  • High School diploma with five years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in accounting and financial management, including accounts payable, reconciliations, financial data processing, and record keeping;
  • Experience providing financial and administrative support services to staff, including travel claims, expense reimbursements, and handling financial inquiries;
  • Experience providing support in the preparation of financial reports, including monthly, quarterly, annual, and donor financial reports;
  • Experience working within a regulated environment with established financial rules, procedures, and internal controls—preferably within an international organization, UN agency, or public sector institution; and,
  • Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.

Skills

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organise paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things;
  • Strong analytical and problem-solving skills;
  • High attention to detail and accuracy;
  • Ability to manage multiple priorities; and,
  • Strong financial analysis, budgeting and reporting skills.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Italian and English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
