Context & Environment

  • Provide operational support on HSE related matters to line departments such as Field Operations, Logistics, Development, Constructions, Drilling & Well Engineering and other line departments as and when required in order to assist the line departments comply with TotalEnergies HSE requirements and minimize HSE risks in their operations.
  • The role is primarily office-based but requires regular travel to offshore and onshore sites, often in high-risk and remote environments. The job holder must manage HSE performance across diverse operations while navigating regulatory requirements, coordinating with multiple stakeholders, and ensuring consistent HSE standards across all locations.
  • Conduct assurance program on HSEMS related matters on Field Operations, Logistics, Development, Constructions, Drilling & Well Engineering and other line departments to ensure compliance.
  • Participate in external HSEMS assurance program on the company.
  • Test company emergency management and response preparedness programs.

Activities

  • Implement strong safety culture across all operational activities, ensuring safety is prioritized and
  • embedded in daily practices, including TotalEnergies Safety Programs, such as Our Lives First and Golden Rules by engaging operational personnel to effectively control site-specific HSE risks.
  • Provide potentially exposed personnel appropriate PPE based on needs assessments, and oversee the implementation of control measures, supply logistics, training, usage protocols, and maintenance requirements to uphold safety standards.
  • Identify and assess critical operations and implement appropriate risk controls including enhanced supervision where necessary and ensure these controls are effectively communicated to all relevant personnel.
  • Verify that HSE contract clauses are implemented by the contractor during contract execution.
  • Conduct the necessary HSE induction and orientation to personnel, contractor, and visitors on HSE risk that they may be exposed to when working or visiting operational sites.
  • Monitor compliance process to ensure adherence to legal, internal, contractual, and voluntary requirements, with documented results, identification of deficiencies, and follow-through on corrective action plans to closure.
  • Execute HSE self-assessments, audits, and inspections with clearly defined roles, validated action plans, and close-out tracking of all identified actions
  • Review, maintain or update comprehensive emergency response and crisis management plans covering scenario-specific procedures, organizational roles and responsibilities, required resources, notification and communication protocols.
  • Develop and update operational safety procedures, ensuring they are integrated into the Company Management System (CMS) and are practical for site application.
  • Provide HSE support for new projects at initial stages, including safety planning for drilling campaigns, well abandonment, and other operational initiatives as required.
  • Conduct incident investigations and participate in root cause analyses to identify corrective and preventive actions.
  • Deliver ongoing safety training and awareness programs to reinforce safe behaviors and compliance with company standards.
  • Monitor and analyze safety performance data to identify trends, share lessons learned, and recommend improvements.
  • Collaborate with cross-functional teams and external stakeholders to align safety practices and ensure consistent standards across all operations.
  • Participate in emergency response drills and support the development and testing of emergency preparedness plans.
  • Review and approve work permits and risk assessments for high-risk activities, ensuring appropriate controls are in place.

Candidate Profile

Education

  • B.Sc. or M.Sc. in an engineering or science discipline; or bachelor's degree in an occupational health and safety related discipline; or Professional Certificate or Diploma in an occupational health and safety related discipline.

Experience

  • Minimum 10 years experience in oil and gas occupational health and safety experiences.
  • Hands-on experience in leading, mentoring, and driving the development, implementation, and continuous improvement of HSE management systems, processes, and programs to achieve a harm-free workplace across all phases of operations.
  • Cross-functional and independent work at all levels is a critical success factor for the role.
  • A self-starter and a key player within the HSSE and Sustainability Team; leads, mentors, and contributes proactively to the continuous improvement of the HSE Management System and processes in use by the company.
  • Hands-on HSE experience in offshore oil and gas development, operations, and maintenance, including emergency management, incident investigation, and established rapport with government agencies (e.g., DOSH, DOE, MARDEP, MKN, MMEA) as well as PETRONAS MPM HSE and other key HSE stakeholders.

Certifications

  • Offshore survival (BOSIET) and IMS / ICS certifications.
  • Occupational First Aid

Technical Skills

  • Knowledge of HSE case requirements and maritime emergency protocols.
  • Proficiency with Microsoft Office applications (MS Word, Excel, PowerPoint, Teams, etc.)
  • Proficiency in emergency simulation software (for example, oil spill modelling) and risk assessment tools is an added advantage.

Skills

  • Fluent in English, with strong communication skills, written and spoken
  • Demonstrated leadership and problem-solving skills with excellent communication and interpersonal skills.

  • Participate in internal assurance program on the implementation HSEMS
  • Participate in external HSEMS assurance program on the company and coordinate the closure of or close the findings from any external HSEMS assurance.
  • Test the preparedness at the Incident Management Team (IMT), Crisis Management Cell (CMC) and KL office evacuation / first aider team.
