HR Specialist - Classification

Position Description:
Network Runners, Inc. is seeking an HR Specialist - Classification to support the Federal Highway Administration (FHWA), Office of Human Resources. The specialist will independently perform Federal position classification work for positions ranging from entry level through senior level, including engineering, scientific, specialist, and administrative occupations, and will provide expert guidance on classification matters and organizational design.

Duties and Responsibilities:

  • Classify positions across a broad range of occupations and grade levels, including engineering, scientific, specialist, and administrative positions.
  • Review, update, standardize, and write position descriptions in collaboration with hiring managers and subject matter experts.
  • Conduct job analyses to accurately capture major duties, responsibilities, knowledge requirements, supervisory relationships, and organizational context.
  • Analyze position descriptions against applicable Office of Personnel Management General Schedule and Federal Wage System classification standards.
  • Evaluate classification factors such as knowledge required, supervisory controls, guidelines, complexity, scope and effect, and personal contacts to determine appropriate pay plan, occupational series, title, and grade/pay band.
  • Conduct desk audits and job interviews with incumbents and supervisors to resolve discrepancies between assigned duties and actual work performed.
  • Prepare detailed evaluation statements supporting classification determinations and ensuring decisions are defensible during audits or appeals.
  • Provide guidance to managers and HR Specialists on job analysis, specialized experience requirements, vacancy announcement accuracy, and classification matters.
  • Provide advisory support during organizational restructuring and assess potential impacts on position hierarchies, supervisory ratios, mixed-series positions, erosion of duties, or accretion-of-duties situations.
  • Maintain the central repository of active position descriptions, support version control and periodic review, and ensure compliance with applicable Federal laws and regulatory guidance.
  • Protect Personally Identifiable Information and comply with Privacy Act and information security requirements.

Minimum Education / Experience / Requirements:

  • Minimum of ten (10) years of Federal Human Resources experience performing position classification work.
  • Demonstrated experience classifying a variety of positions, including engineering positions.
  • Expert knowledge of Federal position classification standards, job evaluation methodologies, organizational design, and classification documentation.
  • Demonstrated ability to write and update position descriptions and prepare defensible classification evaluation statements.
  • Experience advising HR Specialists, supervisors, and managers on classification and job analysis matters.
  • Knowledge of Office of Personnel Management classification standards and Federal HR regulatory requirements.
  • Ability to manage sensitive personnel information and maintain strict PII and Privacy Act compliance.
