SUMMARY OF POSITION:
The primary role of the Vice President of Purchasing is to provide senior-level leadership and oversight for the division’s purchasing, estimating, and design functions to support operational success, efficiency, quality, and cost control. The position oversees the production and accuracy of takeoffs, estimates, home designs, and construction drawings; ensures compliance with company processes; maintains system accuracy and the complete setup of plans, communities, costs, quantities, options, and retail pricing; leads supplier, distributor, and trade negotiations; manages vendor selection, trade capacity, quality control, cycle time, estimating accuracy, regional agreements, and cost-reduction initiatives; and monitors departmental staffing needs. This position requires strong leadership, negotiation, analytical, database-management, interpersonal, and communication skills, along with keen attention to detail. This position reports directly to the Division President, with dotted-line responsibility to the Regional Vice President of Purchasing. Travel to assigned communities, job sites, and other business locations will be required.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Recruit, select, train, lead, and manage personnel within the purchasing, estimating, and design functions; establish and maintain standard operating procedures and manage departmental operating expenses to targeted ratios.
- Ensure all new and existing communities are fully contracted and accurate at all times.
- Determine and maintain accurate standard specifications for each trade and ensure all trades operate under an executed trade contractor agreement.
- Provide monthly base house cost reviews to finance and division president.
- Review and approve all EPOs and variance requests.
- Research and approve invoices and variance purchase orders in accordance with accounting deadlines.
- Responsible for NewStar system accuracy and completeness.
- Monitor job start process and responsible for PO accuracy.
- Coordinate home starts to align with approved monthly projections.
- Negotiate subcontractor pricing to achieve cost reductions.
- Administer accurate quantity takeoffs and estimates; oversee competitive bidding, contract negotiations, value engineering, and re-bidding when cost increases occur.
- Assist in finding qualified trade partners.
- Develop and maintain relationships with trade partners and suppliers committed to cost reduction, quality improvement, and reliable performance.
- Establish and maintain a trade contractor and supplier performance evaluation and award program.
- Participate and prepare reporting.
- Analyze cost codes by phase to identify cost-saving opportunities and communicate material hard-cost changes to the Division President.
- Monitor trade partner capacity vs awarded communities.
- Assist National Purchasing with product compliance and assortment.
- Assist in Design Center assortments and programs.
- Oversee the production and accuracy of takeoffs, estimates, home designs, and construction drawings.
- Review Land Proforma budgets.
- Conduct detailed lot programming analysis.
- Control costs from home sale to completion.
- Maintain master price books and provide timely pricing adjustments to the Sales Department.
- Manage estimates and takeoffs for unbundled trades.
- Negotiate Regional Agreements with regional trade partners.
- Monthly manage minimum Option Margin requirements.
- Stay current on innovative products, construction techniques, procurement best practices, market dynamics, and trends affecting the homebuilding industry.
- Perform all other duties as assigned.
EXPERIENCE, SKILLS, KNOWLEDGE
- At least ten (10) years of purchasing management experience in the new home construction industry, including estimating and purchasing leadership for a high-volume production residential builder.
- Bachelor’s degree in business, supply chain management, construction management, or a related field is required; a master’s degree is preferred.
- Proficiency with NewStar Enterprise or equivalent procurement software and MS Office Suite is required; experience with BuildPro and electronic takeoff software is preferred.
- MS Office and proficiency with spreadsheets
- Self-motivated with attention to detail, positive attitude and ability to work as a team member
- Organization and time management skills are a necessity
- Exceptional communication skills - both written and verbal
- Comfortable presenting ideas and solutions to leadership and key business partners
- Strong attention to detail

- Proficient in MS Excel, PowerPoint, and Word
- Valid Driver’s License
- Demonstrated experience supervising and developing a team of 10 or more employees.
- Proven leadership experience in procurement or purchasing, with a strong record of success and the ability to inspire, motivate, and hold teams accountable.
- Demonstrated expertise in strategic sourcing, competitive bidding, contract negotiation, supplier management, and value engineering.
- Strong understanding of procurement best practices, market dynamics, and homebuilding industry trends.
- Strong analytical and problem-solving skills, including the ability to make data-driven decisions.

PHYSICAL DEMANDS This position generally performs sedentary office work and requires regular use of computers, copiers, printers, scanners, telephones, and other office equipment. The employee must be able to communicate effectively, use hands and fingers for handling and typing, and possess the hearing ability and visual acuity necessary to perform the essential functions of the position.
The position also requires sitting, standing, walking, bending, stooping, grasping, writing, typing, repetitive motion, reaching, kneeling, crouching, and occasionally climbing stairs. The employee may occasionally lift or move up to 30 pounds, and some driving may be required.
