MANTECH seeks a motivated, career and customer-oriented Program Security Officer 3 to join our team in Chantilly, VA.
Responsibilities include but not limited to:
- Provide advice and assistance regarding a range of security issues and concerns to government and program security officers in different geographical locations
- Conduct briefings and indoctrinations to a variety of audiences
- Domestic Travel and OCONUS up to 25%
- Perform expert-level tasks related to Department of War (DoW) Special Access Programs (SAPs) using DoW organic systems to include Compartmented Enterprise Desktop (CED), JADE and Security Integrated Cloud (SIC): these tasks will include the complete range of Special Access Program Nominations Process (SAPNP) tasks (i.e. reviewing SAP Personnel Security Questionnaires (PSQs) for potential program risks, facilitating enhanced personnel vetting (as required), coordinating Program Access Requests (PARs), and conductions SAP indoctrination’s.
- Perform expert level tasks related to intelligence Community (IC) Controlled Access Programs (CAPs using the organic systems to include End to End Security Protections (E2SP) and applications to include Secure Dissemination Service (SDS) and Virtual Lockbag (VLB-IC); these tasks will include performing as a Control Officer for Compartmented Access Programs (CAPs) using external access control platforms such as Intelligence Community Compartments Access Request System (IC CARS) and Locksmith.
- Perform tasks related to establishing/disestablishing SAP and CAP compartments; these tasks will include coordination with oversight authorities, providing technical guidance on records requirements, and overseeing multiple compartments across varying program lifecycle stages to ensure compliance with governing policies.
- Support annual Office of the Director of National Intelligence (ODNI) CAP reviews and DoW SAP Periodic Performance Reviews (PPR) including consolidating enterprise responses, analyzing program status for senior leadership decision-making and coordinating with oversight and internal customers throughout the review cycle.
Minimum Qualifications:
- HS Diploma and 12 or more years relevant security experience or Associates and 10 or more years relevant security experience or Bachelors Degree and 8 or more years relevant security experience or Masters and 6 years relevant security experience
- Ability to work high-level, complex or sensitive security issues thoroughly and with discretion
- Demonstrated ability to identify and assess multiple sources for classification determinations control, marking, and dissemination principles and requirements to include FOIA and Pre-publication reviews
- Substantive experience providing risk-managed security recommendations to program managers, in support of secure and successful mission accomplishment
- Have a working knowledge and be able to implement Intelligence Community Directives as well as NRO Directives and Instructions
- Knowledge of program protection methodologies and risk management principles as they relate to appropriately protecting and sharing information, missions, operations, and assets
- Ability to create, implement and manage complex billet rosters for CAP and SAP access portfolios, and conduct implementation and coordination tasks within the agency and across diverse external agencies/organizations
Preferred Qualifications:
- Ability to assist the government in the NRO Integrated Security Assessment Program (ISAP)
- Experience working with industrial security staffs
- Security Program Oversight Manual (NISPOM) security policy and procedures
- Working knowledge of acquisition lifecycle security requirements
Security Requirements:
- Must have a current/active TS/SCI w/Polygraph
Physical requirements:
- Must be able to remain in a stationary position 50%
- Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Frequently communicates with co-workers, management, and customers, which may involve delivering presentations
- Must be able to exchange accurate information in these situations
The projected compensation range for this position is $97,100.00-$161,900.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
