Summary

Responsible for supervising the field operations and maintenance to ensure appropriate and timely completion of division projects and activities.

ESSENTIAL FUNCTIONS

DUTIES

• Plan, schedule, and supervise the work of assigned staff.
• Operate in field working with staff and monitoring maintenance work and equipment operations 30% of the time.
• Respond to after hours emergencies and lead staff, as necessary.
• Conduct routine inspections, including but not limited to Pre and Post Trip Inspections, to ensure work completed in a safe manner.
• Regularly communicate expectations to direct reports and monitor work environment to ensure the appropriate policies and procedures are followed.
• Maintain appropriate inventory of supplies and personal protective equipment (PPE); may purchase and issue tools and materials as necessary.
• May transport heavy equipment and materials to and from job site; may also perform crew duties, including but not limited to equipment operation, as needed.
• Inspect vehicles to ensure maintenance needs are identified and addressed.
• Respond to all employee vehicular or personal accidents; complete, scan and send the accident report to the appropriate personnel.
• Investigate internal and external stakeholder concerns; research issues, coordinate and facilitate necessary actions to resolve concerns as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.

SOLID WASTE

• Track, monitor and evaluate routing methods of collection vehicles to ensure efficiency of service.

• Perform random in-field inspections to ensure proper vehicle maintenance and appropriate services are provided to customers.

• Promote the City’s Solid Waste and Recycling services through communication including but not limited to, public contact, public education, and marketing.

• Stay up to date on integrated solid waste management systems, current managing, collection, disposal, and recycling trends.

• Work closely with internal stakeholders to investigate suspicious activities within the city limits.

• Maintain updated information regarding available markets for commodities.

TRAFFIC

• Oversee methods, materials, tools (including computers and applicable software) and standard practices for the design, installation, repair, and maintenance of Traffic Signals, Signs and Pavement markings.
• Ensure compliance with guidelines and specifications including Manual of Traffic Control Devices (M.U.T.C.D.), Texas Department of Transportation (TxDOT), city code, ordinances, and city specifications.

WATER/WASTEWATER

• Assist department leadership with aligning short-term work assignments with long-term operational plans and objectives; adjust staffing and resources to ensure effective and efficient service delivery.
• Oversee maintenance, construction, and/or operation of Water/Wastewater systems including, but not limited to, wastewater collection and water distribution systems.
• Collaborate with Fleet Services regarding vehicle maintenance and repair needs; notify leadership immediately if vehicle issue(s) result in safety and/or delivery of service issues.
• Maintain routine meetings with assigned staff including, but not limited to, huddles, impromptu, training, team, and one-on-one meetings.

SUPERVISORY/BUDGET RESPONSIBILITIES

• Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
• Assist with the development, management, and monitoring of the budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.

Qualifications

EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS

• High school diploma or equivalent; and,
• Three (3) years’ experience in maintenance, field operations or related field; and,
• Two (2) years’ experience in a management or supervisory capacity; and,
• For Solid Waste, experience in the operation of rear tandem axle trucks over 30,000 GVW or a variety of multiple types of heavy equipment; and,
• For Solid Waste (Disposal and Collection Divisions): Must have and maintain a valid Class B Commercial Driver License (CDL) with Air Brake endorsement and a good driving record prior to employment; and,
• For Solid Waste (Home Chemical Division), Must have and maintain a valid Class B Commercial Driver License (CDL) with Air Brake endorsement and a good driving record prior to employment, or obtain within twelve months of employment; and,
• For Water - Distribution/Wastewater - Collection, must possess a valid Class A Commercial Driver License (CDL) with tanker endorsement and a good driving record OR must possess a valid Class C driver license with a good driving record and the ability to obtain a Class A CDL with tanker endorsement within six (6) months of employment; and,
• For Solid Waste (Home Chemical Division), Must obtain a 40-hour HAZWOPER certification and a refrigerant recovery certificate within six months of employment; and,
• For Traffic, must hold and maintain a valid International Municipal Signal Association (IMSA) Level III Signals and Signal Inspector Certification; and,
• For Traffic, must hold and maintain a valid International Municipal Signal Association (IMSA) Level II Signs and Markings Certification; and,
• For Traffic, must hold and maintain a valid Texas A&M Engineering Extension Service (TEEX) and or IMSA Work zone Traffic Control and Flagger certification; and,
• For Wastewater, must possess or obtain and maintain a valid Class III Wastewater Collections license from (TCEQ) within 36 months of employment; and,
• For Water, must possess or obtain and maintain a valid Class B Distribution Operator license from (TCEQ) within 36 months of employment; and,
• For Water, must possess or obtain and maintain a valid Class III Collections certification from (TCEQ) within 18 months of employment.

• Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT

• Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • For Solid Waste (Disposal and Collection Divisions): Must have and maintain a valid Class B Commercial Driver License (CDL) with Air Brake endorsement and a good driving record prior to employment.

WORKING CONDITIONS/PHYSICAL REQUIRMENTS

• Tools/Equipment Used: Standard office equipment and a variety of manual, electric, and hydraulic hand tools up to heavy equipment including, but not limited to, backhoe, skid steer loader, dump truck, dozer, ditching machine, and haul truck, and operation of a motor vehicle; wear appropriate personal protective equipment (PPE) issued by City of Denton that may include gloves, hard hat, safety goggles/eye protection, hearing protection, steel-toed boots, and uniforms.
• For Solid Waste, standard office equipment and a variety of manual, electric, and hydraulic hand tools up to heavy equipment including, but not limited to, trash compactors, container truck/claw truck, Roll Off and Front Load trucks, dozers, excavators, articulated dump and/or water trucks, Motor Grader, scrapers, track loaders, rubber tire loaders, backhoes, skid steers and operation of a motor vehicle; wear appropriate personal protective equipment (PPE) issued by City of Denton that may include gloves, hard hat, safety goggles/eye protection, hearing protection, steel-toed boots, and uniforms.
• Posture: Prolonged balancing, standing, walking, and climbing; occasional sitting; frequent stooping, squatting, kneeling, bending, pushing/pulling, climbing, and twisting.
• Motion: Frequent repetitive hand motions.
• Lifting: Lifting no more than 50 pounds and carrying up to 25 pounds.
• For Solid Waste, lifting no more than 100 pounds and carrying up to 50 pounds.
• Environment: Works inside and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, no/low light, insects, poison oak/ivy, dust, debris, odor, chemicals, vibration, fumes, confined spaces, and rough terrain; occasionally requires irregular and/or prolonged hours.
• Travel: Travels to City of Denton buildings and professional meetings as required.
• Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work overtime, as needed.
