Summary

This is a civilian position located within the Sheriff’s Office Detention Division. Work is performed independently under the general direction of the Detention Center Director and supervises assigned Sergeants, Officers, the administrative staff, contracted staff, volunteers and oversees the support services. This position works within a interdisciplinary team to refer inmates to the appropriate programs; medical, mental health or the areas of special needs and inmates on administrative segregation. Inmates are then referred to services/programs outside of the facility upon release. This position also oversees the 24x7sobriety program. This position works in tandem with the security supervisor to oversee the safety and security on the facility 24/7 and monitors the Facility’s needs.

Essential Job Duties and Responsibilities

  • Reviews and responds to inmate requests on TEAM software. Coordinates and conducts Interdisciplinary Team meetings to discuss any special needs regarding the inmates, health care needs, grievances, personal and family issues, etc.
  • Recruits, orientates, coordinates and schedules programs and volunteers in facility to provide a variety of inmate programs.
  • Completes the department’s orientation with staff, vendors, and volunteers; makes sure required training is current; maintains training records on vendors and volunteers and assures volunteers attend annual meetings to stay current.
  • Ensures proper background investigation is completed on all new volunteers.
  • Tracks program data to support and create programs for inmates, staying ahead of the corrections pendulum.
  • Responsible for overseeing and maintaining a large team of volunteers.
  • Advocates for the inmates needs and presents new ideas to the administrative team.
  • Problem solves issues between the secure staff and vendors/volunteers.
  • Responsible for annual volunteer training refresher and maintains training records.
  • Responsible for orientations for newly recruited volunteers.
  • Provides orientation for new hires on programs and volunteer process.
  • Provides public education on inmate programs and the Detention Center.
  • Communicates with accounting regularly to ensure proper spending of inmate funds.
  • Represents the Detention Center as County meets and public events in particular speaking about inmate programs.
  • Creates and maintains positive relationships with vendors and their staff.
  • Oversees contractors on site such as kitchen and commissary.
  • Is knowledgeable about each individual contract, renegotiates contracts, and follows the procurement policy.
  • Liaison between the Facilities Department and the Detention Center.
  • Facilitate the Safety Meeting.
  • Research potential new contracts, writes RFPs as required, and negotiates the best outcome for the county.
  • Is the contact for contracted support services such as the phone system, security electronics, video arraignment, key box, and the JMS.
  • Knowledgeable about and assist with Grant writing/reporting as required.
  • Monitor’s the Facility’s needs, communicates with the facilities staff to accomplish maintenance needs, acts as a liaison between the Detention staff and facilities to ensure the work is completed within the least impact as possible to the Detention Center.
  • Knowledgeable of safety, emergency and disaster procedures and reviews incidents for risk management and training.
  • Responsible for prompt performance evaluations for front lobby staff and Re- Entry Coordinator.
  • Performs evaluation on each volunteer and their program.
  • Sets clear expectations for staff, volunteers, vendors, and interns based on law, policy and procedures, contractual and volunteer agreements.
  • Is familiar and follows correctional law and works with the County Attorney’s office when clarification/guidance is needed.
  • Set deadlines, follows progress, and ensure the work of supervised staff is completed.
  • Responsible for approving PTO, utilizing assigned staff for coverage.
  • Is available to staff and administrative team in person or by phone/email with minimal delay.
  • Keeps the Detention Center Director informed at all times of relevant information.
  • Oversees the day-to-day operations (along with the Staff Sergeant) of the facility in the absence of the Detention Center Administrator.
  • Assists in the planning and development of new policies and procedures including development of new methods of operation, incorporating new technology and new approaches to detention, incarceration, inmate classification and related issues.
  • Assists in estimating budget requirements in preparation of the annual budget for the Detention Center.
  • Provides leadership for assigned division and the Detention Center.
  • Discipline.

  • Proactive planning and liability mitigation.
  • Participates in administrative decision making.
  • Keeps Jail Commander/Admin team informed of positive/negative issues that could have an impact on the facility.
  • Collaborates with and supports other Directors.
  • Carries out the vision off the Sheriff and Detention Center Director.
  • Serves as Incident Command when necessary.
  • Is able to provide calm leadership when required and asked to do so.
  • Ensures full circle completion of assignments.
  • Recognizing events that will have a significant impact on the organization.
  • Follows chain of command.

Other Duties as Assigned

  • Performs a variety of other duties as assigned by the Detention Center Director. This may include completing special projects, attending continuing education, and training, and a variety of other functions as needed. If the County Commission proclaims a local emergency due to an actual or threatening disaster such as an earthquake, fire, riot, flood, etc., County employees may be required to provide services during the emergency and for a subsequent period of assessment and recovery.

Examples of duties

This work requires knowledge of Detention Center policy and procedures; the physical structure of the Detention facility; inmate rights; legal documents and paperwork; Montana Jail Standard; extensive knowledge of community and support services program; knowledge of supervisory principles and practices; knowledge of the judicial system; specialized aspects of Detention Center operations; program management; various computer programs and software and general knowledge of budgeting. Position must possess excellent interpersonal communication, written and verbal skills; ability to supervise the work of others; analyze situations and maintain cooperative/professional relationships with those contacted during the course of work.

Qualifications

The minimum qualifications required are knowledge, skills, and abilities typically acquired through a combination of education and experience equivalent to a Bachelor’s degree and three (3) years related work experience in a detention or correction facility, one year (1) year experience in a supervisory capacity.
