Please note that this position will be filled as limited-term.

Limited-term positions are funded for a specific duration—this assignment is estimated to last approximately three (3) years. While limited in funding, incumbents appointed to limited-term roles receive the same benefits as regular employees and are considered County employees for purposes of internal transfers and promotional opportunities. All limited-term positions are subject to the same probationary period as regular-status positions within the same classification.

THE OPPORTUNITY

The Orange County Employees Retirement System (OCERS) is seeking a collaborative and analytical Change Management Specialist (Staff Specialist) to support organizational change initiatives, particularly those involving technology, business processes, and operational improvements.

Under the general supervision of the Director of the Enterprise Project Management Office (EPMO), this position performs professional-level analytical and coordination work for assigned projects. The incumbent gathers and analyzes information, assists with identifying organizational impacts, prepares change-related materials and recommendations, coordinates and contributes to project activities, and supports employee communication, training, and readiness efforts.

The successful candidate will be organized, analytical, and an effective communicator who enjoys working with employees, project teams, and stakeholders to support the implementation of new systems, processes, and procedures.

MINIMUM QUALIFICATIONS

Experience/Education

  • Three years of professional-level experience performing organizational development, change management, project management, business process improvement, organizational communications, training, human resources, or closely related work that demonstrates the knowledge and abilities required for this position
  • A bachelor's degree from an accredited college or university in Business Administration, Organizational Development, Human Resources, Public Administration, Communications, Psychology, Information Systems, or a closely related field may substitute for one year of the required experience

HIGHLY DESIRABLE

Experience in one or more of the following is highly desirable:

  • Supporting change management activities for technology implementations, system upgrades, process improvements, or automation
  • Familiarity with recognized change management practices or methodologies, such as Prosci ADKAR, Kotter's 8-Step Change Model, McKinsey 7-S Framework, or similar approaches
  • Gathering and analyzing information regarding organizational and employee impacts
  • Preparing change impact assessments, readiness checklists, stakeholder lists, communications, FAQs, presentations, or other project materials
  • Coordinating meetings, working sessions, training, demonstrations, or other project activities
  • Preparing user guides, job aids, quick-reference materials, or desk procedures
  • Tracking project activities, training completion, communications, issues, readiness, and adoption information
  • Working with project managers, Business Leads, Process Owners, Information Technology staff, vendors, and subject matter experts
  • Experience supporting enterprise systems such as ERP, pension administration systems, HRIS, CRM, or other business applications
  • Professional Change Management certification, such as Prosci or equivalent, is desirable but not required

ESSENTIAL DUTIES

The duties listed below are examples of the types of work performed by the position. The incumbent may perform other related duties as assigned.

Change Management and Impact Analysis

  • Provides change management support for assigned projects, particularly technology implementations, system upgrades, process changes, and automation
  • Gathers and analyzes information from project managers, Business Leads, Process Owners, technical staff, and other stakeholders
  • Assists in identifying impacts to employees, work processes, and business units
  • Prepares impact summaries, readiness checklists, stakeholder lists, and other project materials
  • Uses established change management practices, templates, and guidelines to develop recommendations and support approved change activities

Communications and Stakeholder Coordination

  • Drafts staff announcements, FAQs, user notices, email communications, intranet content, talking points, presentations, and other change-related materials
  • Coordinates and contributes to communications with project schedules, testing, and implementation activities
  • Coordinates and contributes to meetings, working sessions, and briefings; prepares agendas and materials and documents action items
  • Serves as a point of contact for routine change-related questions and refers complex issues to the appropriate project lead or manager

Training and Employee Support

  • Collaborates with Learning and Organizational Development staff, subject matter experts, vendors, and project teams to support the planning, delivery, and evaluation of training activities
  • Assists with scheduling and conducting walkthroughs, demonstrations, open labs, and other employee support activities
  • Compiles and updates user guides, job aids, quick-reference materials, and desk procedures
  • Tracks training completion and gathers feedback regarding training and support needs

Tracking, Documentation, and Reporting

  • Maintains change logs, stakeholder lists, project files, communications, training records, and other documentation
  • Compiles available readiness, training, utilization, adoption, and other project information
  • Prepares status updates, summaries, and recommendations for the project manager and department management
  • Documents lessons learned and assists with maintaining templates and standard resources for future projects

  • Manage multiple priorities while maintaining accuracy, professionalism, and attention to detail

  • Ability to speak, hear, and communicate clearly and understandably in English in person, in front of a group, and over the telephone

RECRUITMENT PROCEDURE
