Summary
The Director of Finance and Administrative Services/CFO performs work of considerable difficulty serving as Director of Finance and Administrative Services/CFO for the Lake County Health Department (LCHD). This high level of financial work is involved with the formulation of policies and procedures in the administration of the accounting area as well as the financial administration of the Health Department. In addition to financial direction, this employee provides technical expertise as to the status of the Health Department’s financial records and accounts.
This position also performs administrative supervision and technical work in the accounting, financial, facilities, and materials management on a department-wide basis. Responsibilities include but are not limited to payables, receivables, medical coding, expenditure, revenue cycle, materials management, facilities, financial reporting, and budgeting. The employee is responsible for establishing processes and improving the central accounting functions and internal control financial procedures for the Health Department in accordance with generally accepted accounting principles for local governments. Direction is received from the Executive Director. Supervision is exercised over professional, technical, and clerical personnel.
Scheduled Hours: 40 hours per week
Examples of duties
- Provides leadership and direction to direct reports who are responsible for finance, accounting, business office, facilities, and materials management.
- Develops and prepares the annual budget for the department.
- Ensures that all written fiscal policies are followed, and that all accounting documentation is in compliance with funding agency requirements. Writes or modifies policies as needed.
- Collects and analyzes budgetary, income and expenditure data for management usage.
- Provides technical assistance to all Directors on financial matters including the yearly preparation of budgets, reviewing current expenditures levels, estimating yearly expenditures based on current spending levels, and estimating expenditure needs for the next year. Prepares revenue analyses consisting of estimating the current year income and projecting income for the budget.Assists Directors in devising revenue-increasing methods and supports with forecasting services.
- Presents information and reports to the Board of Health, Governing Council and County Board.
- Provides technical assistance to the divisions in the preparation of grant requests.
- Supervises the payment of all invoices for goods and services.
- Supervises billing to patients, commercial insurance payors, Medicaid, Medicare, and other funders.
- Supervises accounts receivable to ensure payments are received in a timely fashion.
- Supervises the preparation of monthly financial reports.
- Supervises and provides technical assistance in the preparation of quarterly and annual expenditure reports required by funding sources.
- Supervises Facilities functions, including physical plant, maintenance and housekeeping, and ensures clinical areas meet Joint Commission Environment of Care standards.
- Supervises Materials Management functions, including purchasing, receiving, contracts from vendors, requests for proposals (RFPs), inventory, mail/delivery/distribution, auctions, vehicles, surplus, wireless communication devices, security, and facility moves.
- Researches best practices and evidence-based programs and incorporates into activities of the areas being managed.
- Establishes financial benchmarks and outcome indicators to measure, monitor and improve the financial performance of the agency.
- Monitors performance management data for areas of responsibility and assures the implementation of CQI principles and projects.
- Manages the Medical Coding function and staff.
- Ensures all contracts, goods, services, equipment, and materials are in accordance with the purchasing policy guidelines.
- Oversees management of all property owned or leased by the agency.
- Develops a multi-year capital plan and budget for capital development projects
- Partners with Lake County on major capital development projects.
- Ensures the quality of preventative maintenance of all LCHD facilities and equipment.
- Coordinates the agency insurance portfolio with Lake County.
- Recruits, orients, supervises, and evaluates directly or through delegation to direct reports.
- Creates individualized annual development goals for each direct report and facilitates staff development in their scope of management.
- Have a history of and be able to demonstrate accomplishments in complex financial oversight and leadership; have the ability to interact with governing board members, elected officials, senior staff, committees and organizations in the development and implementation of LCHD and County strategic plan goals and objectives; ensure that governing board members and elected officials have the information they need for effective policymaking discussions and appropriations.

Qualifications
- Completion of a bachelor’s degree from an accredited college or university in finance, accounting, business, public administration, or related field, with an CPA or MPA/MBA highly desired. Have a minimum of ten years’ experience of which eight years is progressive responsible experience in government budget, finance, and accounting activities.
- Six years of senior-level/director-level management/supervisory experience, preferably gained in an organization of comparable size and budget, preferably in healthcare or government.
- Ability to establish and enhance working relationships with community, governmental and professional health personnel, federal and state officials, and the public.
- Advanced knowledge of generally accepted accounting policies and procedures.
- Considerable knowledge of the principles, methods and practices of governmental accounting and public finance.
- Considerable knowledge of budgeting and forecasting methods.
- Considerable project management skills to assure large projects are completed on time and under budget.
