The Department of Transportation and Public Facilities (DOT&PF), Northern Region Maintenance and Operations Valdez District is looking for a Safety and Emergency Support Specialist to help us Keep Alaska Moving!

What you will be doing:

As an Avalanche Technician, you will monitor and forecast avalanche hazards along the Richardson and Copper River Highways, recommend and coordinate avalanche control operations, and help keep travelers safe during winter conditions. You will also support year-round highway maintenance at Thompson Pass, operating a variety of heavy equipment for snow removal, road maintenance, and material handling. Additional responsibilities include maintaining avalanche and weather records, managing rescue equipment and explosives inventories, providing avalanche safety education, and coordinating road closures and control operations with agencies, highway crews, and the public.

Who we are looking for:
To be successful in this position, the selected applicant will possess the following core competencies:

  • Ammunition and Explosives: Knowledge of ammunition and explosives and their uses, interactions, dangers, production, handling, storage, and disposal.
  • First Response: Knowledge of emergency management methods, such as first aid, rescue techniques, and threat assessments.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
  • Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

Special Note:
A Class B CDL with hazmat endorsements OR a Transportation Worker Identification Card (TWIC) is required at the time of hire.

Other certifications that may be required upon job duty assignment but are only preferred at the time of hire are:

  • A Class A CDL with Air Brakes, Hazardous Materials, and Tanker endorsement
  • Explosives License and Handling Certification
  • Current First Aid and CPR card
  • Flagger/traffic control certificate
  • MSHA training certificate

Examples of duties

Three years of experience in the handling and disposal of explosives and/or incendiary devices.
OR
Three years of experience in avalanche control and forecasting.
OR
Two years of experience which includes work such as creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events or mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience includes work such as an Emergency Management Specialist 2 with the State of Alaska, or the equivalent elsewhere.
OR
Three years of scuba diving experience of which one must be in an instructor or supervisory capacity. Experience may be concurrent.

Desirable qualifications, depending on the specialty of the position.

  1. National Avalanche School certificate or National Ski Patrol Avalanche Instruction
    Certificate.
  2. 105mm recoilless rifle certificate.
  3. Advanced first aid certificate.
  4. Journey experience either performing tactical operations using camera systems such as the Wescam MX-10 system or while conducting active and passive surveillance with video, still, and infrared technologies or activating and operating the digital video recording system.
  5. Recognition as a scuba diver by a nationally recognized scuba diving association,
    such as the National Association of Underwater Instructors, Professional Association of Diving Instructors, or National Association of Scuba Diving Schools.

Special Note: Selection will be made from those candidates with training and experience appropriate to specialty of position under Personnel Rule 5 02.4-5, unique or unusual circumstances.

Some positions may require possession of a current Commercial Driver's License with appropriate endorsements.

Qualifications

NOTE: PLEASE READ THE FOLLOWING CAREFULLY

At time of interview, applicants are requested to submit (if not already attached to your application):

  • A current copy of your driver’s license.

At the time of hire, the selected applicant must possess either:

  • A valid Class B Commercial Driver's License (CDL); OR
  • A valid Transportation Worker Identification Credential (TWIC).

COMMERCIAL DRIVER'S LICENSE REQUIRED
This position requires the incumbent to possess a Commercial Driver’s License (CDL) per federal regulations (49 CFR 383), to register with the federal CDL Drug & Alcohol Testing Clearinghouse prior to performing safety sensitive duties, and to provide consent to the Employer to review driver information in accordance with 49 CFR 382.

AClass B Commercial Driver's License (CDL) is required for this position. However, an applicant who possesses a valid TWIC at the time of hire may be appointed without having the Class B CDL at the time of hire.

TRANSPORTATION WORKER IDENTIFICATION CREDENTIAL (TWIC)
Please be aware - this position requires the applicant (at their expense) to obtain a Transportation Worker Identification Credential (TWIC) in compliance with federal regulations pertaining to certain maritime port facilities. All terminal employees are required to obtain a TWIC in order to work in certain restricted areas of the terminals. However, an applicant who possesses a valid Class B Alaska CDL at the time of hire may be appointed without having a TWIC at the time of appointment.

If you are selected for the position, you will be required to immediately enroll/apply for the required TWIC card. The applicant selected for the position must have their TWIC card in hand in order to be unescorted within a restricted or secure area of the terminal facility.

(CDL HOLDERS ONLY) DEPARTMENT OF TRANSPORTATION & PUBLIC FACILITIES DRUG AND ALCOHOL POLICY
This requirement applies only to appointees who will hold or use a Commercial Driver’s License (CDL) as a condition of appointment.
Selected candidates must comply with the DOT&PF Drug and Alcohol Policy and procedures and CANNOT start work in a Commercial Driver’s License (CDL) position until Management Services or designee has received confirmation of the proposed appointee passing the required Pre-Employment drug test. According to federal regulations, all violations and refusals will be maintained with the Federal CDL Drug & Alcohol Testing Clearinghouse database.

This position requires the use of firearm or ammunition. A "misdemeanor crime of domestic violence" means an offense that:

is a misdemeanor under Federal or State Law; and
