DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS.
The Human Resources Department, Shared Service Division is seeking an enthusiastic, self-motivated, customer-focused, and technologically savvy Human Resources Supervisor to communicate organizational needs, oversee employees' performance, provide guidance, support, identify development needs, and manage the reciprocal relationship between staff and the organization so that each is successful. Shared Servicesteams are responsible for the effective processing of personnel actions that result from employment status changes, such as promotions, transfers, terminations, salary increases, and leaves of absence.

Functions include but are not limited to:

  • Supervise, coach, develop, and evaluate Shared Services staff while establishing clear expectations for quality, timeliness, accountability, and customer service.
  • Oversee the accurate and timely processing of personnel actions and employee-status changes, including promotions, transfers, separations, voluntary demotions, salary changes, and related HR transactions.
  • Provide day-to-day operational oversight for Shared Services intake and processing, including P2P requests, cost center/organizational changes, temporary services, leave-related processes, and other assigned service areas.
  • Serve as a knowledgeable resource on City HR processes; interpret procedures, guide staff through complex or non-routine actions, and ensure consistent application of established requirements.
  • Monitor workload, service volumes, aging items, tracking reports, and other operational indicators to identify trends, risks, bottlenecks, and opportunities for improvement.
  • Conduct quality reviews, identify recurring errors or training needs, and implement coaching, cross-training, and process improvements that strengthen accuracy and consistency.
  • Build effective working relationships with internal and external customers; resolve escalations and ensure customers receive clear guidance when requests are incomplete or submitted through the incorrect process.
  • Partner with Talent Acquisition, Employee Relations, Compensation, client departments, and other HR teams to coordinate actions and support timely service delivery.

WORKING CONDITIONS
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature, and air conditions.

Examples of duties

EDUCATION REQUIREMENTS
Requires a bachelor’s degree in business administration, Social Science, Liberal Arts, or a related field.
A related master’s degree may substitute for two years of the experience requirement.

EXPERIENCE REQUIREMENTS
Four years of related professional personnel experience are required.
Related experience beyond four years may be substituted for the education requirement on a year-for-year basis.

Qualifications

Preference will be given to candidates with demonstrated experience leading or supervising high-volume Human Resources operations or Shared Services functions. The ideal candidate will combine strong technical HR knowledge with the ability to lead people, coach and develop staff, set clear expectations, monitor performance, and hold team members accountable for accurate and timely work.

Candidates should demonstrate sound judgment, strong written and verbal communication, excellent interpersonal and customer-service skills, and the ability to manage competing priorities in a fast-paced, constantly changing environment. Preference will also be given to candidates who can identify process gaps, analyze operational trends, improve workflows, conduct quality reviews, resolve escalations, and guide customers toward the correct process rather than simply redirecting requests.

Experience working collaboratively across HR disciplines and with departmental customers is highly desirable. Candidates should be comfortable using HR systems, tracking tools, and data to manage workload, support decisions, and improve service delivery.

Candidate(s) should also be able to perform or have a working knowledge of the following:
