Summary

We are seeking an experienced Epic Senior Business Intelligent Analyst to join our team at the Finance, Technology, Analytics, and Accounting Administration (FTAA) and Division of Enterprise Technology (DIT). This is an amazing opportunity for you to utilize your Epic Caboodle, Cogito, Slicer Dicer, and/or Clarity experience and certificates.

In this role you will be a subject matter expert in Electronic Health Records (EHR), clinical operational workflow context, EHR data models, coding terminology and standards, data privacy and compliance, integration and downstream system context and have Epic specific reporting knowledge. You will also support the reporting and integration of the DSHS EHR product and ensure it aligns with the vision and needs of the Health and Human Services (HHS) Coalition organizations, its staff, business partners, community partners and the 2.9 million Washingtonians served by these coalition organizations statewide.

Some of what you will do:

• Review and analyze incoming clinical data requests from DSHS and Health Care Management and Coordination Systems (HCMACS) business partners using objective scoring metrics to estimate development effort and prioritize the data backlog for sprint execution
• Translate ambiguous healthcare business requirements into clear, technically sound User Stories, Epics, and Themes within Jira
• Perform quantitative analyses on EHR system usage data using database auditing tools to discover operational workflow bottlenecks, resulting in data-backed feature recommendations for the software development roadmap
• Conceptualize, design, and build automated data visualizations and clinical dashboards
• Conduct rapid-response, ad-hoc statistical analyses on raw EHR datasets during public health emergencies or legislative inquiries
• Write and optimize complex, multi-table SQL queries
• Configure and deploy embedded Epic Cogito reporting tools to deliver real-time data to healthcare workers
• Subject all custom SQL code and dashboards to rigid peer reviews and data validation testing prior to live production deployment
• Evaluate data extraction patterns and user report access lists against HIPAA regulations and state data privacy policies
• Map and audit database schemas against standardized healthcare coding terminologies

Who should apply?

A Bachelor’s degree in Health Informatics, Computer Science, Information Systems, or a related field
AND
Seven years of progressively responsible experience in Epic application analysis, configuration, and implementation, including at least two years in a lead or senior capacity.
OR
A minimum of eleven years experience progressively responsible experience, with statewide authority and impact, consulting with and providing high level advice to organization leadership regarding the administration of health record management and administration. This includes developing and implementing state policies and operational procedures which are informed by state and federal policies and regulations.

Must demonstrate depth in the following areas:

• Epic & Healthcare Context (minimum two to three years): Direct hands-on experience working in a healthcare delivery setting (such as a hospital, state health authority, or corrections infirmary), with specific experience utilizing Epic’s backend database architecture
• Data Engineering & SQL: A proven track record of writing, tuning, and optimizing multi-table SQL queries against relational or dimensional database schemas
• Agile Framework Delivery: At least 2 years of experience operating directly within an Agile/Scrum software development lifecycle, including experience writing structured user stories, epics, and acceptance criteria in tools like Jira or Azure DevOps
• Data and Reporting Visualization: Proficiency in designing, publishing, and securing production-tier enterprise dashboards using tools like Power BI or Tableau

Graduate degrees (such as a Master's degree in Health Informatics, Data Science, or Public Administration) can substitute for up to one to two years of general experience. Conversely, highly relevant professional IT or data engineering experience can substitute year-for-year for the formal degree.

What we're looking for:

• Epic Cogito Fundamentals / Tools Admin: Verifies mastery over Epic's front-end reporting suite, including Radar dashboards, Reporting Workbench, and SlicerDicer
• Epic Caboodle Data Model: Verifies the technical ability to query and customize Epic’s pre-aggregated dimensional data warehouse
• Epic Clarity Data Model (Clinical and/or Revenue modules): Verifies deep structural knowledge of Epic's massive relational SQL backend databases
• Business Analysis Professional Certification: Certified Business Analysis Professional (CBAP) or Certification of Capability in Business Analysis (CCBA) to validate Agile requirements gathering skills
• BI Platform Certifications: Microsoft Certified: Power BI Data Analyst Associate, or Tableau Desktop Certified Professional
