Summary

Oversees the emergency disaster planning and coordination activities between the Department of Health and other emergency response agencies. Updates and maintains emergency response plans, specifically the annexes within the Town’s Emergency Operation Plan (EOP), and works toward the achievement of preparing staff, other Town agencies and the community-at-large for a public health emergency.

Examples of duties

Education and Experience:

Bachelor of Science Degree from an accredited college or university in Public Health, Environmental Studies, or closely related field; Master’s Degree preferred in a field related to Public Health or Emergency Planning and Response; plus two (2) years of professional experience related to emergency preparedness in a public health setting.

Qualifications:

Demonstrated knowledge of public health emergency preparedness techniques, strategies and response activities.

Proven knowledge of emergency communication practices, the use of public health community agencies and resources, various databases and the functions of local health-related agencies.

Demonstrated knowledge of emergency response planning models.

Demonstrated knowledge of teambuilding skills and collaboration methods to promote continuity of emergency services.

Demonstrated proficiency in the operation of a personal computer, including the Microsoft Office Suite, and governmental or emergency-related software programs.

Demonstrated data management skills, including proven ability to manage various digital communication technologies.

Effective communication skills, both oral and written, including group presentations and media statements.

Demonstrated ability to take direction, be flexible, work independently, and consistently exhibit strong proactive initiative.

Proven ability to work collaboratively with diverse populations and organizations.

Demonstrated ability to conduct research and measure project activity outcomes as it relates to emergency planning.

Demonstrated ability to prioritize work assignments by applying excellent organizational skills.

Proven ability to establish and maintain effective working relationships with superiors, subordinates, associates, volunteers, officials of other agencies, and the general public.

Demonstrated ability to adapt to crisis situation and remain calm.

Ability to work flexible hours to respond to emergency events.

Valid driver’s license.

Examination: 100% Training & Experience Assessment

The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. This type of examination requires that you completely fill out the application, adding pages for additional relevant information where needed, and attaching any documentation of certificates, degrees, other significant documents, etc. A candidate's eligibility to be interviewed will be based solely on material submitted at the time of application. Once the Eligibility List is prepared no further information may be submitted and no adjustments will be made.

Reports to: Director of Health

Duties and Responsibilities:

Develops and updates public health emergency response plans/documents on a regular basis.

Develops and executes mutual aid agreements and memoranda of understanding between community agencies, hospitals, clinics, and other organizations in the region that benefit emergency response operations.

Plans, orchestrates and/or participates in exercises and drills for a local and/or regional public health emergency response.

Contributes to the Department’s website as it relates to public health emergency information and monitors the State emergency response website.

Maintains an updated list and database of staff, Town and community agency emergency contacts for emergency response.

Prepares and provides emergency preparedness educational material for the public, business and private organizations in the form of PSA’s, fact sheets, news releases, etc.

Coordinates volunteer, staff and other Town personnel training as it relates to public health emergency response.

Serves as the Director of the Medical Reserve Corps (MRC), coordinating the recruitment and training of medical and non-medical volunteers for the MRC for use in the implementation of emergency operations such as mass vaccination clinics or Point Of Dispensing (POD) operations.

Participates in local, state and regional emergency planning committees, attends meetings, seminars and represents the Director of Health when required.

Prepares, submits and fulfills deliverable requirement items outlined in all public health emergency response annexes contained in the Town’s Emergency Operations Plan (EOP).

Maintains and operates rapid and secure communication system to contact staff, volunteers and Town agency responders during an emergency.

Provides ongoing communication to Department’s staff, other Town agencies and general public as it pertains to emergency preparedness topics.

Coordinates and manages Department responsibilities within the Emergency Operations Center (EOC) as assigned during an emergency/disaster event.

Maintains all databases and records used to compile information.

Develops and coordinates public health response seminars for the general public.

Supports Town policies and philosophies.

Performs other related duties as assigned.

Supplemental information

All positions may be subject to an interview process. The Town reserves the right to limit the number of qualified candidates who will be invited to participate in the examination, or any part thereof.

All outside candidates will be required to undertake and successfully pass a pre-employment medical examination, which includes a substance abuse test that includes testing for THC (the psychoactive ingredient in marijuana), given at the Town's expense prior to employment if conditionally offered a part time, full time or safety sensitive position. The Town of Greenwich has implemented a policy of background investigations for all full and part time positions prior to hiring as part of the reference checking procedures for outside candidates. The investigation will only be conducted as the last step prior to an offer. Refusal to sign the release form will terminate the candidate's further consideration.
