Summary

The Health and Safety Officer/Fire Prevention Specialist at McEntire Joint National Guard Base (JNGB) is responsible for overseeing comprehensive occupational health, safety compliance within the department, and fire prevention programs across the installation. Additionally, developing and implementing proactive fire safety and emergency response plans, conducting safety briefings and training for base personnel, and leading investigations into safety incidents or fire-related emergencies. Ultimately, the specialist ensures that all base infrastructure, personnel, and operational activities maintain the highest standards of safety and operational readiness in direct support of the McEntire JNGB mission. Plans, directs, and coordinates all required actions (i.e., notifying appropriate personnel) to ensure compliance with NFPA Standard 1500 and Occupational Safety and Health Program requirements. Additionally, manages the flights National Fire Protection Association (NFPA) 1201self-assessment program. Operating on a demanding 56-hour work week schedule that incorporates 24-hour shifts, this critical role requires the specialist to conduct routine facility inspections, identify and mitigate fire or occupational hazards, and aggressively enforce Department of Defense (DoD), Air Force, and OSHA safety regulations. This individual will be required to respond to emergencies while on duty.

Examples of duties

Candidates must be at least 18 years of age, possess a high school diploma or equivalent, and maintain a valid State driver’s license. To operate effectively as a Health and Safety Officer and Fire Prevention Specialist, the employee must acquire key professional qualifications within 12 months of employment, including Health and Safety Officer, Incident Safety Officer, Fire Inspector I/II, Fire Officer I/II, Fire Instructor I/II, ICS 300/400 and Aircraft Rescue Firefighting (ARFF). They must also meet standards for NFPA 1001 (Firefighter I/II; Driver/Operator ARFF, Pumper, Mobile Water Supply), NFPA 1072 (HAZMAT Incident Commander), and NREMR. This 12-month certification window officially begins once all state onboarding activities, such as CAC credentialing and security clearances, are fully completed. Failure to secure these mandatory certifications within the timeframe will result in disciplinary action, up to and including termination. Additionally, to ensure operational readiness, candidates must pass an annual medical examination in strict accordance with NFPA 1582 standards for firefighters.

The McEntire JNGB Fire Department provides 24/7 installation coverage utilizing three 8-person shifts on a 48-hours-on/96-hours-off rotation, which averages 56 hours per week and 212 hours per 28-day pay cycle; however, this specific position operates on a 56-hour Monday through Friday schedule. Designated as "Essential Employees," personnel in this role are subject to 24-hour recall to support mission requirements and must maintain up-to-date contact information on file. Operationally, employees are required to obtain a United States Air Force Motor Vehicle Operator's card during training and must successfully complete Flight Line Driver's Training annually to authorize vehicle operation on runways and taxiways. Candidates must consistently meet NFPA-1582 physical standards, be fully capable of wearing a Self-Contained Breathing Apparatus (SCBA) and clear a background check necessary to obtain networked computer access. Furthermore, employees are subject to state-mandated substance abuse testing and must demonstrate the professional capability to work respectfully and effectively within a diverse team environment alongside individuals of varied genders and races.
