The agency is seeking a highly qualified candidate for the position of Database Analyst 3 within the Fulton County Board of Health in Medical & Preventative Services/Ryan White Division.

Examples of duties

Under broad supervision, incumbents are pro?cient in the design, development, integration, testing and support of large/complex database systems necessary to support the information systems needs of the agency. Owns assigned tasks. May serve as a lead or train sta?.

Data Analyst 3 is responsible for the overall management, integrity, and reporting of program data for the Ryan White Program. Serving as the program's designated Data Designee, this position ensures compliance with Ryan White Program requirements, federal and state reporting standards, and organizational policies. The Data Manager oversees data quality, facilitates required sta? training related to data management, monitors data entry processes, and provides timely, accurate reports to support program operations, quality improvement, and strategic decision-making

Essential Duties and Responsibilities
Ryan White Part A Data Management

  • Serve as the agency's designated Ryan White Part A Data Designee.
  • Ensure compliance with all HRSA HIV/AIDS Bureau (HAB), Ryan White Part A, recipient, and subrecipient data collection and reporting requirements.
  • Oversee the collection, validation, maintenance, and integrity of client-level and service utilization data.
  • Monitor compliance with the HRSA Ryan White Services Report (RSR) requirements, ensuring accurate and timely submission of required data.
  • Maintain data systems that support documentation of eligibility, service delivery, outcomes, and program performance.
  • Ensure all protected health information is managed in accordance with HIPAA, organizational policies, and applicable federal, state, and local regulations.

Data Quality Management

  • Develop, implement, and maintain comprehensive data quality management policies and procedures.
  • Conduct routine data quality assessments, validation activities, chart audits, and data reconciliation to ensure completeness and accuracy.
  • Monitor data entry for timeliness, accuracy, consistency, and compliance with Ryan White documentation standards.
  • Identify data discrepancies and collaborate with program sta? to implement corrective actions and process improvements.
  • Maintain documentation supporting continuous data quality monitoring activities.

Reporting and Performance Measurement

  • Prepare, analyze, and distribute routine and ad hoc statistical reports, dashboards, and program performance summaries.
  • Generate reports supporting recipient reporting requirements, HRSA reporting, program monitoring, and leadership decision-making.
  • Monitor HRSA HIV/AIDS Bureau performance measures and other key performance indicators.
  • Analyze service utilization, client demographics, health outcomes, retention in care, viral suppression, and other program metrics to identify trends and opportunities for improvement.
  • Assist leadership in interpreting data to support strategic planning and resource allocation.

Clinical Quality Management (CQM)

  • Partner closely with the Clinical Quality Management (CQM) Designee to support the agency's Clinical Quality Management Program.
  • Provide accurate data analysis to identify performance gaps and prioritize quality improvement initiatives.
  • Develop reports that monitor quality indicators, outcomes, and improvement activities.
  • Participate in quality improvement committees and multidisciplinary workgroups.
  • Assist with the evaluation of quality improvement projects by measuring performance outcomes and monitoring progress over time.

Training and Technical Assistance

  • Coordinate and facilitate required sta? training related to Ryan White data requirements, documentation standards, data systems, reporting expectations, and data quality.
  • Develop training materials, reference guides, and standard operating procedures for program sta?.
  • Provide ongoing technical assistance regarding data entry, reporting requirements, and quality improvement initiatives.
  • Promote continuous improvement in documentation and data collection practices throughout the organization.

Compliance and Program Support

  • Support HRSA site visits, recipient monitoring, ?scal and program audits, and quality reviews by preparing required documentation and data reports.
  • Ensure readiness for monitoring activities through ongoing review of data quality and documentation.
  • Collaborate with internal departments and external partners to ensure complete and accurate reporting.
  • Recommend improvements to data collection processes, work?ows, and reporting systems to increase e?ciency and compliance.
  • Perform other duties as assigned to support Ryan White Part A program operations.

Qualifications

High school diploma/GED and five (5) years of related experience; or two (2) years of experience at the lower level Database Analyst 2 (ITP131) or position equivalent.

Preferred Quali?cations

  • Bachelor's degree in Public Health, Health Information Management, Health Administration, Epidemiology, Information Systems, Statistics, or a related ?eld. Equivalent experience may be considered.
  • Three or more years of progressively responsible experience in healthcare data management, public health, or grant-funded programs.
  • Experience working with HRSA Ryan White HIV/AIDS Program reporting requirements, preferably Part A.
  • Experience with electronic health records (EHRs), CAREWare, or other Ryan White data management systems.
  • Advanced pro?ciency in Microsoft Excel and experience with reporting or business intelligence software.
  • Knowledge of HRSA HIV/AIDS Bureau performance measures and Ryan White legislation.
  • Strong analytical, organizational, and project management skills.
  • Excellent written, verbal, and presentation skills.
  • Demonstrated ability to train sta? and communicate technical concepts e?ectively.
  • Experience supporting Ryan White Part A recipient or subrecipient programs.
  • Experience with Clinical Quality Management (CQM) programs.
  • Knowledge of HIV continuum of care measures, viral suppression initiatives, and HRSA HAB performance measures.
