How can you make a difference?

Background:

UNICEF Indonesia supports the Government of Indonesia in implementing water, sanitation and hygiene (WASH) programme aimed at improving access to safe water, sanitation and hygiene services in vulnerable communities, schools, and health-care facilities. The programme also includes construction and rehabilitation of WASH infrastructure, with strong focus on climate resilience, and gender and disability inclusion.

To support the implementation of current and future WASH infrastructure construction interventions, UNICEF Indonesia seeks to establish a roster of qualified WASH Infrastructure Construction Engineers who may be engaged as individual consultants on a short-term or long-term basis to provide specialized technical support for planning, design, implementation, supervision, quality assurance, and contract management of WASH infrastructure projects, as and when required.

Scope of Work:

Depending on programme requirements, roster members may be requested to provide technical support in areas such as:

(i) Infrastructure needs assessments and feasibility studies;

(ii) Engineering surveys and site assessments;

(iii) Development and review of engineering designs, drawings, specifications and BoQs;

(iv) Preparation and review of bidding and procurement documents;

(v) Technical evaluation of bids and proposals;

(vi) Construction supervision and quality assurance;

(vii) Monitoring contractor performance and contract management;

(viii) Technical inspections and certification of completed works;

(ix) Development of operation and maintenance plans;

(x) Capacity building of government counterparts and implementing partners in construction management; and

(xi) Technical reporting and documentation.

Submission of EOI:

Qualified individuals who wish to be considered for inclusion in the roster are invited to submit an Expression of Interest (EOI), comprising a cover letter and curriculum vitae (CV), no later than 11 October 2026. The cover letter should provide a concise summary of the applicant's qualifications, relevant experience, and technical expertise, and should indicate the applicant's proposed professional fee rates, specifying both daily rates for short-term assignments and monthly rates for longer-term assignments.

Enrolment in the Roster:

EOIs will be screened against the credentials specified above for potential inclusion in the Roster.

This Call for EOIs does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest in participating in the roster.

Inclusion in the roster does not guarantee engagement by UNICEF. Consultants included in the roster may be invited to participate in competitive selection processes for specific assignments based on programme needs and funding availability.

Education

  • Advanced university degree (Masters) in Civil Engineering, Environmental Engineering, Construction Management, or related field. Alternatively, a bachelor’s degree combined with extensive relevant professional experience may be considered.
  • Professional engineer’s license.

Experience

  • Minimum 10 years of relevant professional experience in planning, design, construction, supervision, and management of WASH infrastructure projects.
  • Previous experience with UNICEF, UN agencies, development banks or international development organizations is desirable.

Failure to comply with such requirements, where applicable and without a duly approved medical exemption from the relevant UN authority, will result in the cancellation of the selection or may lead to other administrative measures, including separation from service
