Project Overview:
The Cheniere Sabine Pass Liquefaction (SPL) Project is a Liquefied Natural Gas (LNG) export facility located along the Sabine River estuary on the southeastern coast of Cameron Parish, Louisiana. Bulk early work for Stage 1 began at the 1,000+ acre facility in August 2012 and by December 2022, Bechtel had successfully and safely turned over the final phase of Stage 4 to Cheniere. The SPL campus now consists of six operating Trains with an LNG production capacity of approximately 27 million tons per year (MTPA), 3 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.
Sabine Pass Liquefaction Stage 5 Expansion Project (SPL5) is the newest phase at the SPL facility. It will consist of one liquefaction process train with a production capacity of approximately 5 MTPA; one boil-off gas reliquefaction unit; tie-ins to existing storage tanks, ship-loading facilities, and flare systems; and associated utility support infrastructure. SPL5 will perform this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.
Job Summary:
In this role, you will lead a team to manage subcontracts and monitor operations. You will develop the subcontracting strategy, operating procedures, staffing plan, and the contracts section of the Project Execution Plan. You will review and approve bid details, commitments, and negotiations. Your oversight will ensure project subcontracts is consistent and that requirements have been implemented. #LI-CS1
Major Responsibilities:
- Participates with the project team in defining and developing the scope of Contracts work, and in preparing and coordinating Contracts plans, procedures, schedules, estimates, forecasts, and budgets
- Prepares and/or directs preparation of commercial terms and conditions for use on project contract documents, ensuring that requirements of the prime contract are incorporated
- Participates in the development of the Supply Chain Assignment Schedule and DOR
- Coordinates Contract execution plan with Engineering, Construction, and Operations to ensure subcontracts perform its functions in accordance with project plans
- Reviews evaluations with functional managers and Manager of Supply Chain
- Manages the Subcontract for a contract of low to medium risk or complexity
- Provides functional direction and/or supervision to all assigned subcontracts personnel and monitors operations to ensure all activities are performed in accordance with project requirements and applicable directives, management instruction, procedures, and functional guidelines
- Develops and implements the subcontracts strategy
- Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of bidders within delegated approval authority
- Ensures all commitments made by subordinate personnel are accurately presented and follow established company policies and procedures
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience
Required Knowledge and Skills:
- Knowledge of contract law, subcontract formation and administration, claims avoidance and resolution, cost control, planning and scheduling, negotiation, and communication.
- Strong understanding of field construction execution, project controls interfaces, subcontractor performance management, progress measurement, productivity analysis, and site issue resolution.
- Ability to interpret drawings, specifications, scopes of work, schedules, quantities, commercial terms, change records, cost reports, and subcontract deliverables.
- Working knowledge of engineering and construction contracting practices, applicable government and commercial regulations, Bechtel policies, and fixed price, unit price, and cost reimbursable subcontract management.
