Summary

We have a rare opportunity to join our team as an Underground Utilities Supervisor.

We are seeking an experienced, dependable leader focused on the maintenance and repair of the Sioux City water distribution system, storm, and sanitary sewer lines.

Position Overview: Under the general direction of the Utilities Superintendent, the selected candidate will supervise and coordinate daily work, maintain productivity and safety standards while ensuring projects are completed efficiently and accurately.

Required Licenses & Certifications:

Class A Commercial Driver's License (CDL) with airbrake and taker endorsements: Must possess or obtain within six (6) months from the date of hire. A CDL PERMIT WILL BE REQUIRED BEFORE STARTING THE POSITION.

Iowa Department of Natural Resources (DNR) Grade I Water Distribution Certificate: Must possess or obtain within thirty (30) months of hire.

Iowa DNR Grade II Water Distribution Certificate: Must possess or obtain within forty-two (42) months of hire.

Work Schedule: Our regular work week is from Sunday at 10:00 p.m. to Friday at 11:00 p.m., divided into three shifts:

10:00 p.m. to 7:00 a.m.

6:00 a.m. to 3:00 p.m.

2:00 p.m. to 11:00 p.m.

We are currently hiring for a 3rd shift position.

Overtime is required with this position.

Minimum Required Qualifications:

Graduation from high school or G.E.D. and four (4) years of full-time work experience in public works, maintenance or construction, including two (2) years of supervisory experience;

or

Four (4) years of full-time work experience as a Utility Worker or Utility Equipment Operator with the City of Sioux City;

or

Any equivalent combination of experience and training that provides the required knowledge, skill and abilities.

Examples of duties

• Supervises and evaluates the work of a subordinate staff; effectively recommends personnel actions related to selection, performance, leaves of absence, grievances, work schedules and assignments, disciplinary procedures, safety, and administers personnel and related policies and procedures.
• Ensures staff is trained in proper operation of equipment and use of materials.
• Supervises the work of crews in the maintenance and construction of, manhole structures, water and sewer mains (sanitary and storm), valves, hydrants; and related projects.
• Uses computers to keep track of operating budget, prepare time sheets, expense sheets, crew reports, narrative and statistical reports relating to maintenance and repair activities by recording amount of time required for each activity, number and type of employee(s) utilized for the repair, amount and type of materials used.
• Takes work orders; visits job sites; determines job priorities and makes and adjusts work assignments accordingly.
• Determines the need for emergency maintenance activities by evaluating and determining infrastructure defects based on condition assessment of water/sewer line history.
• Works closely with the engineering department, Woodbury County Information and Communication Commission (WCICC), and other city departments to maintain integrity of records through GIS. Assists and enters data into Silversmith for asset management.
• Inspects work in progress to assure conformance with instructions; oversees pipe laying, excavation, backfilling, and compaction.
• Requisitions necessary equipment and materials: tracks labor, materials, and equipment usage, while updating as-built records.
• Oversees cleaning (jetting), inspection (televising), and repair of sanitary and storm sewer lines, laterals, and manholes.
• Answers inquiries and provide information to the general public.
• Oversees operation of heavy machinery such as sewer cleaning trucks, backhoes, and vacuum trucks.
• Ensures strict compliance with OSHA, including confined space entry and trenching/shoring regulations.
• Maintains regular and punctual attendance at work. Required to work overtime on occasion.
• Establishes and maintains effective working relationships with fellow employees, contractors, City officials and regulatory personnel.
• Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

Qualifications

Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to provide assistance to customers both external and internal; ability to write and speak clearly, distinctly and effectively with fellow employees, contractors and regulatory officials; ability to read in English and compare similarities and differences between words and series of numbers; ability to apply common sense understanding to the work process, procedures, programs and services; ability to provide and follow verbal and written instructions.

Physical Requirements: Frequently required to use hands to finger, handle or feel, and taste or smell; ability to see details at close range (within a few feet of the observer); ability to see details at a distance; ability to quickly move hands; hands together with arms, or two hands to grasp, manipulate, or assemble objects; ability to exert muscle force repeatedly or continuously over time, this involves muscular endurance and resistance to muscle fatigue; ability to use abdominal and lower back muscles to support part of the body repeatedly or continuously over time without "giving out" or fatiguing; ability to quickly and repeatedly bend, stretch, twist, or reach out with body, arms, and/or legs; good physical condition.

Regularly lifts up to 25 pounds and occasionally lifts up to 50 pounds.

Work Environment: Seventy-five percent of work is performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Field conditions outdoors are varying weather conditions, with varying low to high equipment noise; walking on grass, gravel, dirt, rock, asphalt, etc.; with normal outdoor to high outdoor dust levels; and surveying of sites in all the various stages of construction, including developed and undeveloped properties. Twenty-five percent of work is outdoors or traveling under varying conditions.

Supplemental information

Possession of a valid Class A Commercial Driver's License with tanker endorsement. Must obtain a Grade I State of Iowa Water Distribution License within thirty (30) months of hire and a Grade II State of Iowa Water Distribution License within forty-two (42) months of hire.
